INDIANA.JANUARY 30. 1992 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session at 9 a.m. 2 Thursday, January 30, 1992 in the Municipal Building in said City. Thomas Milligan presided with Earnest 3 Jarvis and Dennis Grimes in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF JANUARY 23.1992 6 7 The minutes of January 23, 1992 were approved on a motion by Jarvis, seconded by Grimes and a unanimous 8 voice vote. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Claims for payment, submitted by the City Controller in the amounts of $300 involving the operation of the 13 airport;$292,798.48 for services and salaries for the period ending January 23, 1992;and$354,149.32,also for 14 services and salaries, for the period ending January 27, 1992. Grimes made a motion to approve the claims, 15 Jarvis seconded and the motion was carried on a unanimous voice vote. 16 17 PUBLIC REQUESTS AND COMMENTS 18 19 Vice Chairman Jarvis brought before the Board three requests for handicapped parking spaces, all of which had 20 been recently checked by the Traffic Division of the Richmond Police Department. A new request at 600 South 21 6th Street and a renewal at 213 South 3rd Street were approved through a motion by Jarvis and a second by 22 Grimes followed by a unanimous voice vote. 23 24 A request from Pamela Fales for a renewal at 422 South 13th Street was not approved by the Traffic Division: 25 Captain Danny McClure explained that the guidelines for obtaining a reserved handicapped parking space at a 26 residence specifically state that no off-street parking space is available. Upon investigating, McClure said there 27 is a garage at the rear of the property as well as additional space next to it.The sidewalk from the garage area 28 leads to a ramp at the rear of the house. Only steps lead to the front of the house. Because of some 29 uncertainties such as the request lacking the signature of Fales, the Board chose to take the request under 30 advisement and continue its discussion at the February 6 meeting. 31 32 33 DEPARTMENT REQUESTS AND COMMENTS - 34 35 City Engineer Robert Wiwi presented the contract for the construction of the bus building at the Central Garage 36 site which Jarvis recommended approved in order for construction to begin. Grimes seconded the motion and by 37 unanimous voice vote the Board agreed to approve the contract with Russell & Geier Contracting Inc. for the 38 amount of$117,801. 39 40 Board members reviewed the contract for the City to provide fire protection to Wayne Township for the sum of 41 $235,040 for 1992.Jarvis's motion to approve was seconded by Grimes and carried by unanimous voice vote. 42 43 44 PENDING MATTERS 45 46 Milligan reported that he had discussed with Carolyn Blakey, President of HELP the Animals Inc., the letter 47 dated Dec. 30, 1991, in which the animal shelter asked the Board to consider the payment of an additional 48 $1,350 for the shelter of animals. He said the cost is over and above the amount allowed by the 1991 contract. 49 Grimes also noted that Blakey had expressed a desire to have a more defined policy about situations such as 50 this that might occur in the future. Milligan suggested that in the future if the shelter submits claims beyond the 51 terms of the contract it should specify in regard to specific animals in specific situations and document that 52 accordingly. Grimes moved to deny the claim because the balance in the 1991 budget reverted to the general 53 fund at the end of the year and no appropriation was available. On second by Jarvis, the motion was approved 54 by unanimous voice vote. 55 56 Following up on the public hearing of January 16, regarding the property at 111-114 North 14th Street owned by 57 Elza and Lucille Doolin which was reported to be an unsafe building, Milligan noted that Dana Leas of the 58 Planning Department had been working with the daughter of the owners who is getting estimates on the repairs 59 which need to be done. He recommended the hearing be continued to the meeting of February 13 at which time 60 the daughter will be asked to appear with estimates and a time frame to resolve the problems and return the 61 property to a safe condition. 62 63 64 65 Qt/ Board of Works Minutes Cont'd January 30, 1992 Page 2 1 DEPARTMENT REPORTS 2 3 Honoring a request from the Board stemming from the January 23 meeting, Richmond Fire Department Chief 4 James Sticco, along with Wayne Jackson, Chief of the Fire Prevention Bureau, and Gerald Rigsby, training 5 officer,presented a detailed overview of the workings of the department. 6 7 In explaining an organizational chart presented to the Board, Sticco noted that the Assistant Fire Chief is in 8 charge of maintenance and operations. There are three shifts, all headed up by battalion chiefs. Each shift 9 consists of a lieutenant,engineer and firefighters which brings the total personnel to 82. He said the department 10 made 971 responses in 1991 with a total of 143 being actual fires and 174 false alarms. Others included fires in 11 highway vehicles,brush, rubbish and dealing with hazardous materials. 12 13 Jackson reported that his reponsibility includes compliance with the state law to see that all public buildings are 14 inspected and to enforce the fire code. In the area of public education, he said he takes fire safety programs into 15 all the school systems twice a year,provides fire extinguisher training and evacuation instruction. His department 16 conducted 175 educational programs with 6,600 participants in 1991. 17 18 Rigsby noted the complicated structure under which the local department must operate, complying with the 19 guidelines set by the Occupational Safety and Health Association and the Board of Firefighting Personnel 20 Standards in Education. He noted that the department is continually upgraded with personnel receiving 21 certification in specified areas. One of the major goals is to see that all firefighters receive the Emergency 22 Medical Technician status which will result to giving better aid not only to the department's own firefighters but to 23 anyone at the fire scene. 24 25 MISCELLANEOUS ITEMS 26 27 Major John Farmer of the Richmond Police Department introduced John Retherford, a newly sworn-in officer in 28 the department. 29 30 Christopher P. Rudy Chapman presented a revised route for the biathlon planned for May 17, 1992. In a 31 previous ruling the Board had approved the route and plans for a triathlon but Chapman said due to difficulties in 32 obtaining an area for the swim portion the event had been changed to a biathlon which will consist of a 33 three-mile run, 15-mile bike, and a three-mile run.
