Re: Effluent Limits - Payette Lakes Water and Sewer District,

Dear Mr. Shelton:
Enclosed is an addendum to the draft effluent limitations for the
City of. McCall and the Payette Lakes Water. and Sewer District. This
addendum eliminates the requirement of zero discharge during periods
of low flow in the North Fork of the Payette River. The remaining
effluent limits are identical to those contained in the draft wasteload
allocation transmitted by our department on October 13, 1976.
We are becoming quite concerned that the Payette Lakes Water and
Sewer District is not making satisfactory progress toward completing the
plans and specifications for both the sewage treatment facilities and
the sewer system rehabilitation. We realize that there have been pro-
blems relating to the municipal bonds and the EDA grant. However, the
local cost for design of the sewage treatment facilities and preparation
of the sewer system rehabilitation specifications should not be exces-
sive.
There is a possibility that other projects in the State may not be
ready to use the funds which have been committed to them. If this should
happen, the Payette Lakes Water and Sewer District might be in a position
to receive some of the reallocated funds for construction or sewer system
rehabilitation. We, therefore, urge the District to complete the plans
and specifications for both the sewage treatment facilities and the sewer
system rehabilitation as quickly as possible.
