DECEMBER 26. 1991 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session December 26, 2 1991, at the hour of 9:00 A.M. in the Municipal Building in said City.. Ms. Hauptstueck presided with Mr. Smith 3 and Ms. Planck in attendance. Absent: None. Media in attendance: Cable 16 and Palladium Item. The 4 following business was had to-wit: 5 6 7 APPROVAL OF MINUTES OF DECEMBER 19. 1991 8 9 Mr. Smith moved to approve the minutes of the previous meeting, seconded by Ms. Planck and on unanimous 10 voice vote the motion was carried. 11 12 APPROVAL OF CLAIMS FOR PAYMENT 13 14 Ms. Planck moved to approve claims in the amount of$214,010.83, seconded by Mr. Smith and on unanimous 15 voice vote the motion was carried. 16 17 PUBLIC REQUESTS AND COMMENT 18 19 Request to place dumpster on No.7th Street 20 21 Capt. Ponder stated he has spoken to Evelyn Phenis of LaForsch Orthopedic, 700 Promenade about her 22 request to place a dumpster in a parking space in the first block of North 7th Street while remodeling is being 23 done. He said they only will need it for 2 days and it should not cause a hazard. Mr. Smith asked Mr. Ponder if 24 he would request that this be done during the first part of the week. 25 26 Mr. Smith moved to approve the request to place a dumpster in a parking space in the first block of North 7th 27 Street,seconded by Ms. Planck and on unanimous voice vote the motion was carried. 28 29 Crows in South 10th Street Park 30 31 Chief Rice stated that exterminators have been working on 9th Street to get rid of crows. He does not want the 32 Police department to discharge fire arms to scare the crows away. Ms. Planck stated that there had been a prior 33 problem with pigeons in the area and also noted that you cannot use poison because of the poison droppings 34 left. 35 Mr. Smith moved that the Board take the matter under advisement and allow the Police Department obtain 36 information on methods of removal of crows, seconded by Ms. Planck and on unanimous voice vote the motion 37 was carried. 38 39 TABLED ITEMS 40 41 None were presented. 42 43 DEPARTMENT REQUESTS AND COMMENTS 44 45 DEPARTMENT OF PLANNING.PERMITS AND INSPECTION 46 47 Mr. Smith moved to accept and file the 1991 Weed Enforcement Report, seconded by Ms. Planck and on 48 unanimous voice vote the motion was carried. 49 50 POLICE DEPARTMENT 51 52 Retirement of Officer Brouse 53 54 Chief Rice referred to a letter from George Brouse requesting to be put on the pension rolls effective January 1, 55 1992. He noted that Brouse had achieved the rank of Captain since his hire date of January 1, 1967 and 56 recommends acceptance of Captain Brouse's resignation. 57 58 Mr.Smith moved to accept the resignation of Captain Brouse,seconded by Ms. Planck and on unanimous voice 59 vote the motion was carried. 60 61 62 PURCHASING 63 64 Ms. Planck noted in her recommendation to award 1992 fuel bid to Farm Bureau that Warfield Oil did not meet 65 the specifications in that Warfield bid a Mid Grade Unleaded fuel instead of Regular Leaded. g‘ L1/ Board of Works Minutes Cont'd December 26, 1991 Page 2 1 Mr. Smith moved to award the fuel/gasoline bid for 1992 to Farm Bureau, seconded by Ms. Planck and on 2 unanimous voice vote the motion was carried. 3 4 5 !MISCELLANEOUS BUSINESS 6 7 Conflict of Interest Statement 8 9 Mr. Smith moved to accept the Conflict of Interest Statement from William Russell for his participation in 10 construction of City Bus Garage which was awarded to a company he has part ownership of, seconded by Ms. 11 Planck and on unanimous voice vote the motion was carried. 12 13 ADJOURNMENT 14 15 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 16 17 18 Carrie N.
