HomeMy Public PortalAbout2535March 16, 2007 Dear McCall City Council: During my recent visit to McCall, I became curious as to the benefits derived from the joint sewer operation we once had with the City. The contract lasted about three years, beginning with the District maintaining the city's collection system, and expanding during the last year to include the wastewater treatment plant. The City requested a three month emergency extension when the last contract expired. During the extension, the City advertised for bids to operate the City's collection system and the treatment plant. Ted Whiteman and I spent two weeks analyzing the bids and presented our findings to the City council. The District was by far the lowest bidder; however, the City decided to take over operation and maintenance of the sewer system. If one of the for -profit companies had been selected, it would have cost the City and the District significantly more. During the contract period, Dale Caza was the lead operator in charge of the City's collection system. The fees paid to the district supported a very proactive maintenance and repair schedule, and Dale made monthly reports to city staff. (Unexpended funds were rebated yearly to the city). A summary of accomplishments from those reports follows. ➢ Hydro cleaned entire collection system; some of which had never been cleaned ➢ Installed central alarm system; savings to city $20,000 ➢ Upgrade pump controller at lift stations 5A & 11; savings to city $5,000 ➢ Added redundant pump controls; savings to city $3,000 ➢ Upgrade lift station 8; performed construction inspection; savings $5,000 ➢ Performed construction inspection of new lift station 4; savings $8,000 ➢ Upgrade lift station 6; performed construction inspection; savings $10,000 ➢ Upgrade lift station 9A most of this was done by us; savings $50,000 ➢ Performed construction inspection of new lift station 16; savings $8,000 ➢ Replaced sewer line on Mather Road; performed all construction inspections; savings $10,000 ➢ Replaced leaking sewer line on Colorado Street ➢ Replaced sewer line on Kasper Street ➢ Replaced sewer line through Carey property ➢ Replaced leaking sewer line at Shiner Creek ➢ Inspected grease traps at all eating establishments, reducing the amount of grease being discharged into sewer system, resolving many problems where main line back ups had occurred and reducing maintenance cost. ➢ Performed construction inspection on all of the following new projects; Spring mountain Ranch (all phases), Mill Park, concept 1 sewer project, Railroad Avenue sewer project, East Highway 55 LID sewer project, Eagle Crest, The Cottages @ Spring Mountain Ranch; Unknown savings PLWSD034936 �' 3 year I & I study of the collection system which included evaluation of 30+ miles of sewer lines & 600 (+ -) manholes, Some of the results of this study: Approximately 450 manholes in need of repair, 10 line sections that had very noticeable flow increases (our next step was to purchase flow meters to determine infiltration rates on all lines); we identified 4 large areas that were contributing large amounts of I & I; Syringa Subdivision, Timberlost I Subdivision, Timber Circle Subdivision, Lick Creek road area. We also performed smoke testing and located several area drains, perimeter drains, and basement/crawl space sump pumps. �' Results of our repair of sewer lines and manholes; in one year from February 1996 to February 1997 we decreased the total hours the lift stations pumped by 237.4 hours. One leak we repaired decreased the flow at the Wastewater Treatment Facility by 300,000 gallons per day! The cost savings to the city because of this work is unknown. Savings shown are rough estimates. Some of the projects normally would have been sent out to an engineering firm and put out for bid; however, District staff was able to do all the projects in house which saved the City a considerable amount of money.
