Minutes April 21, 2005 Special Meeting Page 1 of 1 Minutes Approved: June 13, 2005 ld;~ Town of HQ!~ SPECIAL MEETING MINUTES IDLLSBOROUGH TOWN BOARD April 21, 2005 7 :00 PM, Holiday Inn Express The Hillsborough Town Board held a special meeting on April 21, 2005 at 7:00 PM at the Holiday Inn express for the purpose of observing and participating in the Public Presentation portion of the Hillsborough Police Chief Recruitment Process. Board Members present for the Board Meeting were Mayor Joe Phelps, and Commissioners Eric Hallman, Frances Dancy, Michael Gering, Brian Lowen, and Evelyn Lloyd. Staff present were Town Manager Eric Peterson, Assistant Town Manager/Public Works Director Demetric Potts, Planning Director Margaret Hauth, Town Clerk Donna Armbrister, Fleet Supervisor John Cook, Captain Dexter Davis, Captain Ross Frederick, Investigator Doug Meade, Investigator Scott Nicolaysen, Investigator Mike Foushee, Sergeant Irving Davis, Corporal William Dillon, Accreditation/Management Analyst Crissy Berst. WELCOME AND INTRODUCTION Town Manager Eric Peterson thanked everyone for attending and reviewed the Police Chief Recruitment Process. ,Manager Peterson informed the group that the primary purpose of this exercise was: 1) To assess how the candidates perform in a public speaking situation; 2) Receive feedback from a cross-section of the community on their perceptions of the candidates; and 3) To give the future Hillsborough Police chief a head start on introducing themselves to a large group of citizens, thus hopefully adding to their credibility when they start their first day of work. Peterson instructed the assessors on completing their rating forms and asked they turn them in to the Town Clerk before leaving the meeting. He introduced candidate Clarence Birkhead who was given approximately 20 minutes to make a presentation which would address four predetermined areas. A copy of the Presentation Questions are hereby incorporated by reference and made a part of these official Minutes as an Attachment. Joe Phelps, Mayor Town of Hills borough . ioa HILL'SBOROUGH POLICE CHIEF - CANDIDATE ASSESSMENT Preparation for the Community Group Presentation Exercise Dear Police Chief Finalist Candidates, This exercise is an opportunity for the candidates to introduce themselves, in a structured environment, to a cross-section of the community. Approximately 55 members of the public have been invited to participate as audience members during this exercise. Included in the audience will be citizens, members of the business community, the Town Board of Commissioners, police officers, department heads, and the media Members of the local media will be present and will likely report on the exercise. There are three {>rimary purposes of the exercise: 1) To assess how the C!llldida.!~~p'er(o!lll..-Jn _a public_sp~~ityatiQll;AReceive__._ -__ - -----fuedback from a cross-section of the commUnity on their perceptions of the candidates; and 3) To give the future Hillsborough Police Chief a head start on introducing themselves to a large group of citizens, thus hopefully adding to their credibility when they start their first day of work. Each candidate will be given 2o-minutes to discuss four topics. Please be careful when planning your presentation so as to not exceed the time provided, this will help keep the evening on schedule. Candidates will !!!!! be allowed to use any props (e.g., PowerPoint presentations, charts, etc. so as to create a more level playing field for the exercise). After your presentation, there will be a IS-minute "auestion and.answer" session. where you will be asked five (5) questions by the Town Manager and given a chance to respond. . To help you prepare.for your presentation, the four areas yqu will be asked to address during your presentation are listed below: 1. Candidates can share information about their background, how it has prepared them for the Hillsborough Chief of Police job, and why they want the job. 2. Since drugs and drug-related crime are the greatest concern in Hillsborough, the candidate will discuss possible strategies they would' pursue to make a great impact on significantly reducing crime and thereby making Hillsborough a safer community to live. 3. All municipalities are currently facing tight financial times, thus forcing police departments to 1?e innovative in their thinking and operations. A one (1) cent increase in the Town's property tax rate generates about $50,000. If you were Chief and given an additional $50,000 (over and above the base budget) to spend any way you wanted on improving the HPD's operational effectiveness, how would you spend these funds? 4. The HPD is a nationally accredited department and employs many talented officers. Even good departments and employees can get stronger. What specifically would you do to build on the talent of all officers, as well as increase morale within the department?
