Carteret was called to order by Mayor Daniel J. Reiman, Thursday, Fd)n� 25 2016
February 25, 2016, 6:00 P.M., Council Chambers, Memorial
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon Individual Roll Call Vote the following were noted present: ROLL CALL

Also noted present was Kathleen M. Barney, Municipal Clerk and
Robert J. Bergen, Law Director.
Mayor Reiman asked that the cell phones were on silent or Mayor Reiman
vibrate and those present that would like to address the Council
during the open public portion need to sign the book sometime
before the public portion.
The meeting was opened with a minute of silent prayer and the Silent Prayer/ Pledge
Pledge of Allegiance led by Mayor Daniel J. Reiman. of Alle
The Clerk stated that on January 4, 2016, the 2016 Annual Notice STATFmNr OF pg=
was mailed to The Home News Tribune, The Star Ledger and NJECE
posted on the Bulletin Board. Notice was published in The Home
News Tribune on January 5, 2016 and The Star Ledger on January
6, 2016.

APFFOVAL Upon MMS &C by Councilmembers Sitarz and Bellino and
unanimous - affirmative vote of the full Council present, the
Minutes of February 4, 2016, were approved, transcribed and
engrossed by the Clerk.

Mayor Reiman explained that Mickey is getting a Special
Recognition Award for winning the Andersen Corporation's 2015
Don Garofalo Volunteer Service Award as part of their giving
program. She demonstrates a strong commitment to the
community through volunteerism and as a result the Andersen
Corporation will make a donation to the charity of her choice.
Mickey chose the Borough of Carteret Office of Emergency
Management and because of this they are presenting them with a
check for $5000.00.
Mayor Reiman thanked Mickey for all her hard work.

Mayor Reiman explained that this is for the Redevelopment
Project on Federal Boulevard in West Carteret.
Public Hearing-
The Clerk stated that Ordinance #16 -3 was introduced and
adopted on First Reading at meeting of the Borough Council of the
Borough of Carteret held on January 28, 2016. it was duly
published in The Star Ledger on February 4, 2016 with notice that
it will be considered for final passage after Public Hearing to be
held on February 25, 2016 at approximately 6:00 P.M. The
Ordinance was posted on the Bulletin Board and copies were
made available to the general public and according to law she
read the Ordinance by title.
Upon MMS &C by Councilmembers Sitarz and Diaz and unanimous
affirmative vote of the full Council present, the Mayor declared
the Public Hearing to be open.
Rudy Urban asked if there were going to be any more houses.
Mayor Reiman said these are the properties that have been raised
and there is also some acquisition of Borough easements that the
Borough has storm water lines under some properties for the last
fifty (50) years that unfortunately weren't recorded correctly. He
said there is one (1) garage that has to come down as part of the
upgrade but there are no additional acquisition of real property or
homes. He said the only homes that were acquired were bought
directly from the property owners .

PUBLIC PORTION ON RESOLUTIONS /AGENDA ITEMS AND NEW
BUSINESS:
Upon MMS &C by Councilmembers Sitarz and Krum and
unanimous affirmative vote of the full Council present, the public
portion on Resolutions, /Agenda Items and New Business was
opened to the Public.
The Clerk stated that Robert Mezey had signed the book to speak
in the public portion.
Robert t1-my Robert Mezey, from Perth Amboy, spoke about getting sick on a
rotisserie chicken from Shop Rite. He was told no one else got sick
and asked if they knew anyone else who had gotten sick.
%yor Reinm Mayor Reiman asked Mr. Mezey if he spoke to any of the
managers.
Robert Nbzey Mr. Mezey said he spoke to two (2) of the managers.
Mayor Reicren Mayor Reiman said he would speak to Mr. Sitarz the following
day. He told Mr. Mezey that the Board of Health does their
inspections there and the store is very clean and tends to score
very high and they haven't had any complaints recently with them
but he will bring it to their attention.
Robert hbzey Mr. Mezey then thanked the Mayor for having concerts in the
park and at the waterfront.
%yor Reuren Mayor Reiman said he was glad to see he enjoyed it and
commented that the local residents enjoy it and the visitors from
out of town also enjoy it.

Mr. Mezey said there were no listings for the concerts on the
website.
Mayor Reiman said we generally put it on our webpage in the
spring and on TV 36 which is the local access channel for Carteret.
Mr. Mezey asked if someone could mail him a schedule.
Mayor Reiman addressed the clerk to have one mailed to him
Mr. Mezey mentioned Joe Medwick who is in the Hall of Fame
and just has a street somewhere in the boon docks of Carteret
named after him.
Mayor Reiman told Mr. Mezey that there is an entire county park
named after him in West Carteret.
Roger Daniels then spoke. He said his fathers best friend in High
School was D. Medwick and his family has been in this town one
hundred and ten (110) years. He then went on to say that last
night at the Planning Board Meeting seemed to be pre- arranged
with that no one took issue with Beacon Planning with the part in
specific, that they said there were no contingent properties. He
said he has five (5) properties that are in jeopardy. We were
mislead. We were told it did not include Carteret Avenue. He said
there are thirty -two (32) tenants involved of which 84% are
minorities, people of color, Asians, Hispanics and African
Americans. The landlords involved are one Arab, one Jew and one
Indian. He said this came to the attention of The Star Ledger.
Mayor Reiman told Mr. Daniels that he should be embarrassed to
suggest that and told him he knows this administration and this
town and they have had discussions about this over many years
explaining that this is not something that will happen overnight
and that the area is clearly, under the statute, under the law and
under the recommendation of the Planning Board, as an area in

%yor Reinrn Cent: need of improvement. He told Mr. Daniels that he already sold
properties in that area to the city and the Redevelopment Agency
and so had other willing sellers. He told him we are not here
condemning anything and he will have his opportunity to object
to a plan when it is written by the Planning Board and at the point
in time that the Council decides to adopt it and at the point in
time that the Redevelopment Agency or other entity decides to
take any action. He told him they had sat down with him over the
years to talk about acquisition of the property to continue to
improve the area and he had talked about selling property over
the years one by one.
Roger Daniels Mr. Daniels said they never talked about Carteret Avenue.
Mayor Rehm Mayor Reiman said the property and the plan has always included
a certain block from geographically point A to point B. He said the
Council is not taking any action on condemnation this is simply an
action with a designation of a particular area of property that is in
need of redevelopment. He then told Mr. Daniels that he and the
Council appreciated him coming there tonight.
Alnrd Albrolisy Ahmed Albrolisy then spoke. He said he appreciated the rules of
law but he never thought he would have to stand here like he was
this evening. He said over the years he has improved his building
adding new boilers and hot water heaters and he was looking to
sell. He had a buyer who walked away because if it is designated
for redevelopment it is impossible to sell. He urged them, if it is
done by condemnation or eminent domain, that he would
receive the true market value and asked that they please do not
benefit the whole on the cost of a few.
%yor Reinm Mayor Reiman told him he appreciated him coming in and he
would like to say that the Council is not voting tonight to acquire
any property. He said this vote would simply ratify the Planning
Boards recommendation that a particular geographic area is in
need of redevelopment. He said the Planning Board would still

have to have a hearing, adopt a plan to see what any future use Myor Reim Cent:
would be, whether or not it is overly zoning or additional
redevelopment. That still has to be done and once that is done in
the future then it comes back to them. He said as far as
acquisition that none of the properties in the redevelopment
areas in the last five (5) years, aside from one, did the city and the
Redevelopment Agency have to condemn and in that instance
every one of the property owners reaped a benefit of higher than
the market value under the prior zoning, so it has always been
advantageous to the property owner to have a redevelopment
plan in the redevelopment zone because it automatically
increases the value of the property because you have a higher and
better use of what the current zoning allows. He said that Mr.
Daniels was well aware of this because he was under contract to
sell a piece of property that ultimately the city appraised and paid
a higher value than what he was under contract to pay. He said
we have to offer based upon fair market value. We cannot
subtract any conditions so when we go in whether it is the city,
the Redevelopment Agency, a non - profit economic development,
etc., it is always the higher value and 99% of the time the property
owners walk away very happy to work with the city and the
redevelopment project. He told him he did appreciate him coming
in and sharing his concerns with the council.

Mayor Reinm
Mayor Reiman said in reference to #15, this was in lieu of making
or rebuilding and creating additional wetlands along the
waterfront for the Marina Project. This is a payment to the state
wetlands council which is run by the DEP and will go into a
Wetlands Mitigation Bank.

Mayor Reiman asked if there were any questions from the Council kbyor Reinm
and hearing none he asked for a motion on the Consent Agenda.

Councilmember Naples commented during the Roll Call, in respect maples
to Mr. Daniels, she whole heartedly disagreed with his racial
profiling statement saying she herself is a third generation
Carteret person and Carteret has changed very much and she
thinks for the better. She said we have multi - cultural people
getting along from one end of the community to the other and
everyone up here is very proud of this.

REPORTS:
Clerk's Report — January 2016.
Inspection of Buildings— January 2016.
Upon MMS &C by Councilmembers Diaz and DiMascio and
unanimous affirmative vote of the full Council present, all Reports
were ordered to be received and placed on file.
QITii'PIEE5 COMMITTEES:
BUILDINGS & GROUNDS: Committee Chairperson Naples
reported the department has reconfigured some of the plumbing
at the Police Station to make the jail cells up to par, as well as
working on the roofs for repairs of damages that were created
through the storm.
FINANCE & ADMINISTRATION:
Committee Chairperson Diaz reported the Finance Department is
currently working on the Municipal Budget and it should be
completed by March 18th and is also working on the first half of
the 2016 sewer bills and they should be mailed out in the next
two weeks. Progress.
FIRE & DOMESTIC PREPAREDNESS — Committee Chairperson
Krum reported they just finished up their quarterly training. He
said one was on Solar Power, Strategy and Tactics for the First

for Grant Preparation has been started. Progress.
PARKS, RECREATION & PUBLIC PROPERTY: Committee
Chairperson Bellino reported the Boy Scouts had a display at the
Cultural Center and it was very informative and a there was a
real turnout.
POLICE: Committee Chairperson Sitarz reported they are in the
process of ordering new police cars and they should be in shortly.
Progress.
Mayor Reiman said Councilmember Sitarz was on sabbatical in
December but they did order nine (9) police cars and he knows we
are looking for additional cars this year.
PUBLIC WORKS: Committee Chairperson DiMascio reported
Progress.
BOARD OF EDUCATION — Committee Chairperson Naples reported
she wanted to make everyone aware at the Applebees in
Woodbridge Center, this Saturday, February 27 the Band
Parents are having a fund raiser. The cost is $11.00 a person
between 8:00 p.m. and 10:00 p.m.
She said Disabilities Awareness Day has been changed to be held
on March 5 th at Carteret High School between 12:00 and 2:00
p.m. and it is opened to the public. She encouraged everyone to
stop in and support our disabled residents.
Mayor Reiman said Mr. Daniels had given the Clerk a letter earlier %yor Rehm
and told the Council today they will all receive that along with
their packet of information. He went on to say in addition to that
they received a letter from McManimon and Scotland, which is
the lawyer representing the city that went before the Planning

Mayor Reinm Cont: Board last night as part of the presentation and he will give them
a copy of that also. He said it basically refutes that letter and
there was an attorney there that was representing some of the
property owners and went on record acknowledging that the
Planning Board Application was in fact legal and accurate.
