OF 1VICCALL CITY MANAGER March 29, 2000 Jack Gantz Idaho Department of Health & Welfare Division of Environmental Quality 1445 North Orchard Boise, Idaho 83706 re: J Ditch Phase 2 I&I reduction and increased land application Dear Mr. Gantz: As we have discussed on several occasions, the City is committed to ensuring that the 268 million -gallon design for J Ditch Phase II will adequately address the concerns of the regulatory agencies and serve the citizens of McCall well into the future. To that end, the City is pursuing two methods of effectively increasing the useful life of the facility: an aggressive inflow and infiltration (I&1) reduction program and increased land application of treated effluent. 181 Reduction The City has embarked upon an aggressive I&I reduction program, beginning in earnest in FY99. We have purchased a specially -equipped vehicle and a video camera that enables us to examine sewer lines and identify areas of high infiltration. Previously, the City contracted for this service. In 1999, we videotaped approximately 8,000 linear feet of what we believe to be the worst sewer lines. This spring, the City will video additional lines and begin the analysis of those videos. The Payette Lakes Water & Sewer District conducted a survey of over 400 manholes throughout the sewer system, to identify areas of high inflow. A number of the worst manholes have already been repaired, but substantial inflow reductions can still be achieved. The City has appropriated $250,000 for FY00 for improvements throughout the sewer collection system. A large portion of those funds will be used for two lift station improvement projects. The remainder will be used for manhole repair and sewer line replacement in locations with the highest volumes of I&I. It is the City's goal to reduce I&I by approximately 4 million gallons annually For the next five years. The City Council is firmly committed to this goal and recognizes that the continued success of the J Ditch project depends upon effective I&I reduction. Increased Land Application We intend to appfy for the necessary permits to allow the City to land apply treated effluent both before and after the traditional irrigation season. As you know, our initial design assumptions include the application of mixed effluent and irrigation water during an irrigation season of between 75 and 100 days. The City is reviewing regulatory requirements and potential sites for the application of up to one million gallons per day, for 30 days prior to and 30 days after the irrigation season. This will yield a maximum of 60 million gallons reduction in storage needs. The City is confident that these measures will result in the reductions described above.
