AUGUST 8. 1991 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session August 8, 1991; 2 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck presided with Mr. Smith and 3 Ms. McFarland in attendance. Absent: None. Media in attendance: Palladium Item and WKBV. The following 4 business was had to-wit: 5 6 RECEIVE BIDS FOR PARK DEPARTMENT MOWERS 7 8 Ms. Hauptstueck opened the bidding for two (2) front deck mowers and two (2) tractors with mowers for the 9 Richmond Park Department. Having received all bids, Ms. McFarland move to close the bidding, seconded by 10 Mr. Smith and on unanimous voice vote the motion was carried. 11 12 The Proof of Publication was presented and found to be in order. Mr. Smith move to accept and file the Proof of 13 Publication, seconded by Ms. McFarland and on unanimous voice vote the motion was carried. 14 15 Ms. Karen Wright, Purchasing Assistant,opened the following bids: 16 17 1. Redpath Implement Company. The bid was on the proper form,signed, notarized and accompanied 18 by a cashier's check. The bid was for 2-front deck mowers at 10,275.00 each with no trade in offered 19 and for 2-four wheel drive tractors with mid mount mowers at 10,200.00 each with no trade in offered. 20 21 2. Benson Keesling. The bid was on the proper form, signed, notarized and accompanied by a 22 cashier's check. The bid was for 2-front deck mowers at 11,183.27 each with no trade in offered and 23 for 2-four wheel drive tractors with mid mount mowers at 10,668.40 each with no trade in offered. 24 25 3. Conniff's Power Equipment. The bid was on the proper form, signed, notarized (but not sealed)and 26 accompanied by a cashier's check. The bid was for 2-front deck mowers at 10,384.00 each with no 27 trade in offered and for 2-four wheel drive tractors with mid mount mowers at 10,463.00 each with no 28 trade in offered. The bid also included an alternate proposal on the front deck mowers at 10,706.00 29 each. 30 31 4. Reynolds Farm Equipment. The bid was on the proper form,signed, notarized and accompanied by 32 a Bidders Bond. The bid was for 2-four wheel drive tractors with mid mount mowers at 11,812.00 each 33 with no trade in offered. 34 35 5. Merkamp Sales and Service. The bid was on the proper form, signed, notarized and accompanied 36 by a cashier's check. The bid was for 2-front deck mowers at 10,350.00 each with a total trade in 37 offered at 1,400.00 for a total net price at 19,300.00. 38 39 6. Twin Valley Equipment. The bid was on the proper form, signed, notarized and accompanied by a 40 cashier's check. The bid was for 2-four wheel drive tractors with mid mount mowers at 11,190.00 each 41 with no trade in offered. An alternate bid was presented at 12,192.00 each. 42 43 7. Garco Equipment. The bid was on the proper form, signed, notarized and accompanied by a 44 Bidders Bond. The bid was for 2-front deck mowers at 10,414.00 each with no trade in offered and for 45 2-four wheel drive tractors with mid mount mowers at 10,685.00 each with no trade in offered. An 46 alternate bid for the tractors was offered at 8,603.00 each. 47 48 8. Indiana Turf Equipment Company. The bid was on the proper form, signed, notarized and 49 accompanied by a certified check. The bid was for 2-front deck mowers at 15,905.00 each a total trade 50 in of 11,910.00 for a net price of 19,900.00 for both mowers. 51 - 52 9. Richert Equipment. The bid was on the proper form, signed, notarized and accompanied by a 53 Bidders Bond. The bid was for 2-front deck mowers at 11,138.10 each with a total trade in offered of 54 200.00 for a net price of 22,076.20 and for 2-four wheel drive tractors with mid mount mowers at 55 10,796.11 each with no trade in offered. They also offered 100.00 each for the outright purchase of the 56 two mowers offered for trade in purposes. 57 58 There being no further bids to open, Ms. McFarland moved to refer the bids to the Park Department and the 59 Purchasing Office for evaluation and recommendation with bid award to be by the Park Board, seconded by Mr. 60 Smith and on unanimous voice vote the motion was carried. 61 62 APPROVAL OF MINUTES OF AUGUST 1,1991 63 64 Ms. McFarland moved to approve the minutes of the previous meeting as prepared, seconded by Mr. Smith and 65 on unanimous voice vote the motion was carried. Board of Works Minutes Cont'd August 8, 1991 Page 2 1 _APPROVAL OF CLAIMS FOR PAYMENT 2 3 Mr. Smith moved to approve claims in the amount of 589,829.11 for payment, seconded by Ms. McFarland and 4 on unanimous voice vote the motion was carried. 5 6 PUBLIC REQUESTS AND COMMENT 7 8 Residential Handicapped Parking 9 10 322 North 18th Street- Renewal 11 12 Captain Ponder informed the Board the request still meets the guidelines and he recommended approval. 13 14 Ms. McFarland moved to approve the handicapped parking request as presented, seconded by Mr. Smith and 15 on unanimous voice vote the motion was carried. 16 17 Route for CROP Walk 18 19 The Board received a request from the Wayne County Ministerial Association for approval of a route for a CROP 20 Walk scheduled for September 29, 1991 from 2PM to 5:30PM. The requested route included North 10th Street, 21 North A Street, Sixth Street, South A Street and 18th Street. 22 23 Captain Ponder informed the Board the route seemed fine and the street crossings would all be at lights. He 24 recommended approval. 25 26 Mr. Smith moved to approve the request for the CROP Walk with the route as presented, seconded by Ms. 27 McFarland and on unanimous voice vote the motion was carried. 28 29 Use of Lot at Fire Station No.5 for Neighborhood Ministry 30 31 The Board received a request from Mr. Phil Wages to use the lot at Fire Station No. 5 for neighborhood ministry 32 for the residents of the Westwood Apartments on August 18, 1991. Mr. Wages also asked that SW A Street be 33 temporarily blocked for tables for food service. 34 35 Captain Ponder informed the Board there was no problem with temporary closing of SW A Street. 36 37 Chief Sticco also sent a memo to the Board approving the use of the lot at the Fire Station. 38 39 Ms. McFarland moved to approve the use of the lot at Fire Station No. 5 and for the temporary closing of SW A 40 Street behind the fire house on August 18, 1991, seconded by Mr. Smith and on unanimous voice vote the 41 motion was carried. 42 43 44 45 46 47 TABLED ITEMS 48 49 Complaint About Trucks on South 7th Street 50 51 The Board received a petition from the residents of the 300 and 400 blocks of South 7th Street regarding 52 excessive truck noise from trucks using South 7th Street north of E Street. 53 54 Mr.Wiwi said he had spoken with Mr. Dooley and Captain Ponder and they were not able to determine the need 55 to restrict truck traffic since this is a secondary arterial street. He said the safety aspect would be the only 56 concern the the street is wide enough to handle the truck traffic. Mr. Wiwi indicated he felt the need for 57 additional information, but at this point in time could not recommend restrictions on trucks on the street. 58 59 Ms. Hauptstueck indicated that noise was also a problem for the residents and asked if someone had spoken 60 with the industries in the area regarding cooperating in keeping the trucks out of this residential area and Mr. 61 Wiwi stated he had not, but he would contact them before the next meeting of the Board. 62 63 Ms. McFarland said a lot of the noise was late at night and asked if trucks could be restricted during certain 64 hours. 65 Board of Works cont'd August 8, 1991 Page 3 1 Mr. Wiwi said that 5th and 9th Streets are definitely alternate routes rather than using 7th Street, although the 2 turn at 9th is hard for trucks because of the traffic island. 3 4 Captain Ponder said he was not aware of a lot of truck traffic in that area and there are no reported accidents. 5 6 Ms. Hauptstueck asked Mr.Wiwi if he had taken a look at 7th Street and Mr.Wiwi said he had not. 7 8 Ms. Hauptstueck requested Mr. Wiwi to speak with the industries in the area about using alternate routes and to 9 also investigate the restriction of trucks during certain hours. 10 11 The item will remain tabled for additional information. 12 13 DEPARTMENT REQUESTS AND COMMENTS 14 15 PURCHASING DEPARTMENT 16 17 Set Date to Receive Bids for Industries Road/Dana Parkway Improvements 18 19 Mr. Smith moved to set August 29, 1991 at 9AM to receive bids for improvements for Industries Road/Dana 20 Parkway, seconded by Ms. McFarland and on unanimous voice vote the motion was carried. 21 22 Ms. McFarland asked about funding for this project and Mr. Wiwi explained the funds would be from the TIF 23 bonds. 24 25 Mr. Metzger explained to the Board they were needing to get the bidding procedure started to determine final 26 figures for the bond sale. 27 28 BOARD OF WORKS MISCELLANEOUS 29 30 Hearing on Declaration of Default of Franchise Agreement by TCI 31 32 The Board received formal notification that TCI had requested a hearing be set on the declaration of default of 33 the current Franchise Agreement between the City of Richmond and TCI of Indiana, Inc. 34 35 Ms. McFarland moved to set August 29, 1991 at 10:00 AM for the hearing on the default issue, seconded by Mr. 36 Smith and on unanimous voice vote the motion was carried. 37 38 Plans for Industries Road/Dana Parkway Improvements 39 40 Mr. Wiwi presented the plans for improvements to Industries Road and Dana Parkway going west from 41 Williamsburg Pike and making the road four lanes with improvements at the intersection. He said the plans were 42 prepared by SIECO, as authorized by the Redevelopment Commission, and is in association with the proposed 43 mall project. 44 45 Ms. McFarland moved to accept and execute the plans as presented, seconded by Mr. Smith and on unanimous 46 voice vote the motion was carried. 47 48 ADJOURNMENT 49 50 There being no further business, on a motion duly made,seconded and passed the meeting was adjourned. 51 52 53 54 55 Carrie N.
