MAY 23. 1991 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session May 23, 1991, 2 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck presided with Mr. Smith in III 3 attendance. Absent: Ms. McFarland. Media in attendance: WKBV and the Palladium Item. The following 4 business was had to-wit: 5 6 APPROVAL OF MINUTES OF MAY 16,1991 7 8 Mr. Smith moved to approve the minutes of the previous meeting as prepared, seconded by Ms. Hauptstueck 9 and on unanimous voice vote the motion was carried. 10 11 APPROVAL OF CLAIMS FOR PAYMENT 12 13 Mr. Smith moved to approve claims for payment in the amount of 704,582.89, seconded by Ms. Hauptstueck 14 and on unanimous voice vote the motion was carried. 15 16 PUBLIC REQUESTS AND COMMENT 17 18 Reserved Residential Handicapped Parkina 19 20 427 South 13th-Appeal 21 22 The petitioner, Ms. Marsha Oakley, requested the appeal be tabled for one week in order that she might be in 23 attendance at the meeting. 24 25 Mr. Smith moved to table the appeal for reserved residential handicapped parking at 427 South 13th Street to 26 May 30, 1991,seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 27 28 Sound Control Variance-Earlham College 29 30 The Board received a request from Earlham College for an outdoor Memorial Day Concert on May 27, 1991 31 starting a 7PM and ending at 11 PM. May 28, 1991 was requested for a rain date. 32 33 There being no questions, Mr. Smith moved to approve the sound control variance for Earlham College on May 34 27, 1991 with a rain date on May 28, 1991, seconded by Ms. Hauptstueck and on unanimous voice vote the 35 motion was carried. 36 37 HELP the Animals Shelter Complaint 38 39 The Board received a complaint from Christine Matheny of 2001 West Main Street regarding noise from the 40 HELP Shelter. She questioned the zoning for the animal shelter since the area is residential. 41 42 Ms. Hauptstueck requested that Planning respond to Ms. Matheny regarding the zoning and that HELP be 43 notified of the complaint. 44 45 Petition for Residential Parking Permit Area 46 47 The Board received a petition from the residents of the 300 Block of North 20th Street to establish a residential 48 parking permit area. 49 50 Mr. Smith moved to set June 20, 1991 at 9:00 AM for a hearing for a residential parking permit district in the 300 51 Block of North 20th Street,seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 52 53 TABLED ITEMS 54 55 Curb Cut Request-1600 NW 5th Street 56 57 Ms. Sarah Braxton explained to the Board that this property is in need of a zoning variance through the Board of 58 Zoning Appeals and she requested the matter be tabled until June 20, 1991 for a decision by the Board of 59 Zoning Appeals. 60 61 Mr. Smith moved the table the curb cut request to June 20, 1991, seconded by Ms. Hauptstueck and on 62 unanimous voice vote the motion was carried. 63 64 65 Board of Works Minutes Cont'd May 23, 1991 Page 2 1 DEPARTMENT REQUESTS AND COMMENTS 2 3 ' PLANNING. PERMITS AND INSPECTION 4 5 1991 Monthly Reports 6 7 The Board received the 1991 Monthly Reports for Planning, Permits and Inspection. Ms. Braxton told the Board 8 she has been working on this new format and wanted the Board to approve the numbers so she could get the 9 information out to the public. 10 11 Ms. Hauptstueck complimented Ms. Braxton on the new format. 12 13 Mr. Smith moved accept and file the Monthly Reports for January, February, March and April 1991, seconded by 14 Ms. Hauptstueck and on unanimous voice vote the motion was carried. 15 16 FIRE DEPARTMENT 17 18 Firefighter Promotion 19 20 Lt. Gerald Rigsby, representing Chief Sticco, recommended to the Board that Fire Fighter Jeffrey Glenn be 21 promoted to the rank of Fire Fighter II, having met all the first year requirements. 22 23 Mr. Smith moved to approve the promotion of Fire Fighter Jeffrey Glenn to the rank of Fire Fighter II effective 24 May 16, 1991,seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 25 26 PURCHASING DEPARTMENT 27 28 Award Bids for Street Paving Projects Phase I 29 30 Ms. Planck recommended to the Board that the total bid be awarded to Contractors United, Inc. as the lowest, 31 most responsible and responsive bidder. She explained that the major bid item was#12 Surface Coat with CIU 32 being the lowest bidder by 1,184.48 and only a$37.00 difference in the#11 binder. 33 34 Mr. Smith moved to award the bid for the Street Paving Projects, Phase Ito Contractors United, Inc. seconded 35 by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 36 37 FIRE DEPARTMENT 38 39 Fire Prevention Monthly Reports 40 41 The March and April monthly reports were presented showing 103 inspections in March and 127 inspections in 42 April. 43 44 There being no questions, Mr. Smith moved to accept and file the March and April Monthly Reports of the Fire 45 Prevention Bureau,seconded by Ms. McFarland and on unanimous voice vote the motion was carried. 46 47 MISCELLANEOUS BUSINESS 48 49 Reset Date for Hearing for Vicious Dog Determination 50 51. Mr. Smith moved to reset the date for a hearing on an appeal of a vicious dog determination on May 29, 1991 at 52 9 AM in the Board of Works Room, seconded by Ms. Hauptstueck and on unanimous voice vote the motion was 53 carried. 54 55 ADJOURNMENT 56 57 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 58 59 60 61 Carrie N.
