BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND. INDIANA. MAY 2. 1991
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session May 2, 1991, at
2 the hour of 9:00 A.M. in the Municipal Building in said City. Mr. Smith presided with Ms. McFarland in
3 attendance. Absent: Ms. Hauptstueck. Media in attendance: WKBV and the Palladium Item. The following
4 business was had to-wit:

6 APPROVAL OF MINUTES OF APRIL 25,1991

8 Ms. McFarland moved to approve the minutes of the previous meeting as prepared, seconded by Mr. Smith and
9 on unanimous voice vote the motion was carried.

11 APPROVAL OF CLAIMS FOR PAYMENT

13 Ms. McFarland moved to approve claims for payment in the amount of 267,739.69, seconded by Mr. Smith and
14 on unanimous voice vote the motion was carried.

16 PUBLIC REQUESTS AND COMMENT

18 South 4th Street Arts and Crafts Fair

20 The Board received a memo from Ms. Gertrude Ward regarding the annual South 4th Street Arts and Crafts
21 Fair. The fair would be on October 5th and 6th, 1991 with rain dates of October 12th and 13th, 1991. The
22 request included temporary closing of South 4th Street from South A to South E, permission for a horse drawn
23 vehicle to use 3rd and 4th Streets and B and D Streets and for use of a portion of the FIND Center Parking Lot.

25 Lt. Kolentus informed the Board the request was the same as in the past and he had no problems with the
26 request.

28 Ms. McFarland moved to approve the requests for the South 4th Street Fair, seconded by Mr. Smith and on
29 unanimous voice vote the motion was carried.

35 Mr. Metzger requested the Board to leave the item tabled for one week.

37 Ms. McFarland moved to leave the item on the table until May 9, 1991, seconded Mr. Smith and on unanimous
38 voice vote the motion was carried.

42 FIRE DEPARTMENT

44 Approval of Hiring of Curtis Bane

46 Chief Sticco, by memo, requested the Board approve the hiring of Mr. Curtis Bane as a probationary firefighter
47 effective May 2, 1991. Mr. Bane has passed all requirements and been accepted by the Pension Board.

49 Ms. McFarland moved to approve hiring of Mr. Curtis Bane as a Probationary Firefighter effective May 2, 1991,
50 seconded by Mr.Smith and on unanimous voice vote the motion was carried.

52 Approval of Probationary Promotion to Rank of Engineer

54 Chief Sticco, by memo, recommended the Board approve the probationary promotion of William Elsrod to the
55 rank of Engineer effective April 25, 1991.

57 Ms. McFarland moved to approve the probationary promotion of William Elsrod to the rank of Engineer effective
58 April 25, 1991,seconded by Mr. Smith and on unanimous voice vote the motion was carried.

62 Police Memorial Services

64 Chief Dennis Rice requested the Board to temporarily close the central drive of the West parking lot at the City
65 Building on May 15, 1991 for one hour for the Police Memorial Service to be held at the Police Memorial. He

1 said this would not eliminate any available parking spaces.

3 Ms. McFarland moved to approve the temporary closing of the central drive of the west parking lot on May 15,
4 1991 for the Police Memorial Services, seconded by Mr. Smith and on unanimous voice vote the motion was
5 carried.
