APRIL 18. 1991 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session April 18, 1991, at 2 the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck presided with Ms. McFarland 3 and Mr. Smith in attendance. Absent: None. Media in attendance: WKBV and the Palladium Item. The 4 following business was had to-wit: 5 6 APPROVAL OF MINUTES OF APRIL 11.1991 7 8 Ms. McFarland moved to approve the minutes of the previous meeting as prepared,seconded by Mr. Smith and 9 on unanimous voice vote the motion was carried. 10 11 APPROVAL OF CLAIMS FOR PAYMENT 12 13 Mr. Smith moved to approve claims for payment in the amount of 182,690.53, seconded by Ms. McFarland and 14 on unanimous voice vote the motion was carried. 15 16 PUBLIC REQUESTS AND COMMENT 17 18 Residential Handicapped Parking Requests 19 20 1132 Boyer Street-New 21 1126 North D Street-new 22 439 Lincoln Street-Renewal 23 24 Lt. Randy Kolentus recommended to the Board that the request for 1132 Boyer Street be denied due to off street 25 parking available. He recommended that the request at 1126 North D Street be approved as meeting all 26 guidelines and the renewal at 439 Lincoln Street be approved as still meeting all guidelines. 27 28 Ms. McFarland moved to deny a residential handicapped parking space at 1132 Boyer Street and to approve a 29 space at 1126 North D and the renewal at 439 Lincoln Street, seconded by Mr. Smith and on unanimous voice 30 vote the motion was carried. 31 32 Noise Ordinance Waiver-Earlham 33 34 The Board received a request for a waiver for the Noise Control Ordinance for April 19, 1991 from 9 pm to 1 am 35 for a folk ensemble at Earlham. 36 37 Ms. Hauptstueck noted that the waiver could not be extended beyond 11 pm. 38 39 Mr. Smith moved to approve the waiver for the Noise Control Ordinance for April 19, 1991 from 9pm to t:/Amwith 40 noise to be within reason and for the activities to cease if complaints are received, seconded by Ms. McFarland 41 and on unanimous voice vote the motion was carried. 42 43 TABLED ITEMS 44 45 None were presented. 46 47 DEPARTMENT REQUESTS AND COMMENTS 48 49 PURCHASING OFFICE 50 51 Set Date for Phase 1 of Street Paving Projects 52 53 Ms. McFarland moved to set May 9, 1991 at 9 am as the date and time to receive bid for Phase 1 of the Street 54 Paving projects,seconded by Mr. Smith and on unanimous voice vote the motion was carried. 55 56 Award Bids for Aggregate and Bituminous Materials for 1991 57 58 Ms. Planck informed the Board that in all cases the bids were awarded to the lowest bidder. She said the only 59 bid with an alternate bidder would be for hot and cold mix and she recommended the bid be awarded to CUI as 60 the lowest bidder with Barrett Paving as back up dependent on availability of the product. 61 62 The following recommendations were made: 63 64 Concrete-All concrete be awarded to Richmond Concrete as the lowest bidder. 65 Stone-All stone be awarded to Barrett Paving as the lowest bidder. ( Board of Works Minutes Cont'd April 18, 1991 Page 2 1 Gravel-All gravel be awarded to American Aggregate as the lowest bidder. 2 Washed Gravel-All washed gravel to American Aggregate as the lowest bidder. 3 Sand-All sand to Stonehenge as the lowest bidder. 4 Petroleum Products-All petroleum products to Ashland Oil as the lowest bidder. 5 Cold Mix-Be awarded to CUI as the lowest bidder with Barrett Paving as the back up vendor. 6 Hot Mix-Be awarded to CUI as the lowest bidder with Barrett Paving as th back up vendor. 7 8 Mr. Smith moved to award the bids for bituminous and aggregate materials for 1991 as recommended by the 9 Purchasing Department,seconded by Ms. McFarland and on unanimous voice vote the motion was carried. 10 11 ADJOURNMENT 12 13 There being no further business, on a motion duly made,seconded and passed the meeting was adjourned. 14 15 16 17 18 19 20 Carrie N.
