SUMMARY
McCALL FACILITY PLAN
Background
The McCaII Waste Water Treatment Plant (WVYfP) provides service to the City of McCall and the
Payette Lakes Water and Sewer District. The responsibilities for operation, maintenance and
sharing of costs associated with the plant are outlined In agreements betweenthe City and Sewer
District. The effluent from the McCall WWTP is discharged to the North Fork of the Payette River
above Cascade Reservoir. Studies performed by local state and federal agencies over the past
decade have identified phosphorous as the nutrient responsible for excessive algae growth in
Cascade Reservoir. The effluent from the McCall VVWTP is one of the sources of phosphorous
contributing to the problem.
The State of Idaho Division of Environmental Quality (DEQ) has recommended to the U.S.
Environmental Protection Agency (EPA) very stringent NPDES permit limitations for phosphorous as
part of a program to improve water quality in Cascade Reservoir_ This kmitation, together with
recommendations for ammonia and heavy metals to protect cold water biota, will dictate that the
City replace its discharge to the river with land application of the effluent.
Alternatives Evacuated
The alternatives evaluated For Improving the McCall WWTP fail into the following categories:
• Treatment and discharge to the Payette River.
• Treatment and discharge to an irrigation or land application system.
Alternatives which called for treatment and discharge to the Payette River have been found to be
more expensive than alternatives which discharge to irrigation or land application systems.
From the five alternatives for treatment and discharge to an irrigation or land application system, the
Maki Altemative and J-Ditch Alternative are being pursued for implementation.
The general concept for the Maki Alternative is for the City to provide water for irrigation during the
growing season to several farms located south of McCall. in the winter, water will be stored In a
large reservoir. The proposed project includes:
1. Renovations of the treatment works to produce an effluent of satisfactory quality,
2. A pump station and pipeline to deliver treated effluent to farms south of McCall where the
effluent will be benefidally used for irrigation.
3. Improvements to on -farm irrigation systems.
4. A reservoir to store the effluent through the winter months.
5. System features to enhance reliability and assure no discharge to the river In wet years.

The general concept for the J-Dltch Alternative is for the Clty to discharge to the J-Ditch, which is a
portion of a large irrigation system owned by the Lakes Irrigation District. Irrigation water mixed with
treated effluent will be used for irrigation. In the winter, water will be stored in a large reservoir. The
proposed project includes:
1. Renovation of the treatment works to produce an effluent of satisfactory quality.
2. A pump station and pipeline to deliver treated effluent to the J-Ditch.
3. A pipeline to allow water previously delivered by the J-Dltch to be delivered under pressure.
4. A reservoir to store the effluent through the winter months.
5. System features to enhance reliability and assure no discharge to the river in wet years.
Project Budget
The total project budget for either the Maki or J-Ditch Altemathre is estimated to be nearly the same.
The anticipated breakdown of project funding is as follows:
The local share of project costs will be distributed between the Clty of McCall and the Payette Lakes
State of Idaho Appropriation $ 1,000,000
State of Idaho Supplemental Grant 1,500,000
Bureau of Reclamation 5,540,850
Funds borrowed for the State Revolving Loan Fund
by the City of McCall 3,140,850
$11,281,700
Water & Sewer District in eccordanoe with established agreements. The exact allocation of costs
has not yet bean agreed upon.
Project Implementation
Project implementation will require the following:
1 Authorization for the City to borrow $3,140,850 from the State Revolving Loan Fund.
2. Environmental clearance.
3. Permits and approval by DEQ for irrigation with the effluent.
4. Congressional appropriation of $5,1340,850 to the U.S. Bureau of Reclamation.
It is anticipated that the project will be implemented In several phases, as funding becomes
available.
