HomeMy Public PortalAbout03-14-1991 / 7`� BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 14, 1991 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session March 14, 1991, 2 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck presided with Ms. McFarland 3 and Mr. Smith in attendance. Absent: None. Media in attendance: Palladium Item. The following business 4 was had to-wit: 5 6 APPROVAL OF MINUTES OF MARCH 7.1991 7 8 Ms. McFarland moved to approve the minutes of the previous meeting as prepared, seconded by Mr. Smith and 9 on unanimous voice vote the motion was carried. 10 11 APPROVAL OF CLAIMS FOR PAYMENT 12 13 Ms. McFarland moved to approve claims for payment in the amount of 629,427.90, seconded by Mr. Smith and 14 on unanimous voice vote the motion was carried. 15 16 PUBLIC REQUESTS AND COMMENT 17 18 Reserved Residential Handicapped Parking Requests 19 20 731 South 13th Street-New 21 2309 Glen Court-Renewal 22 248 Pearl Street-Renewal 23 430 Pearl Street-Renewal 24 404 South 7th Street-Renewal 25 521 South 11th Street-Renewal 26 121 North 15th Street-Renewal 27 245 S.W.3rd Street-Renewal 28 29 Lt. Randy Kolentus informed the Board that the new request meet the guidelines and he recommended 30 approval. Kolentus also recommended approval of all renewals. 31 32 Ms. McFarland moved to approve a reserved residential handicapped parking space at 731 South 13th Street 33 and to approval the renewal requests as listed, seconded by Mr. Smith and on unanimous voice vote the 34 motion was carried. 35 36 1991 Rose Festival Requests 37 Moonlight Parade 38 Rose Parade 39 Parade Route Signs and Flags 40 41 Ms. Sharlene Clouse, Executive Director, of the Richmond Area Rose Festival, requested approval for the 42 Moonlight Parade to be held on June 22, 1991 with the route to be on National Road West as in past years with 43 street closings to begin at 4:00 PM. Ms. Clouse also requested closing of East Main Street from North 22nd 44 Street to North 10th Street on June 16, 1991 starting at 9:30 AM. She explained this was the route used prior to 45 the East Main Construction and they would be returning to that route this year. 46 47 Lt. Kolentus informed the Board there were no problems with the requests and he recommended approval. 48 49 Mr. Smith moved to approve the parade routes as requested for the Rose Festival Parade to be held on June16, 50 1991 and the Moonlight Parade on June 22, 1991, seconded by Ms. McFarland and on unanimous voice vote 51 the motion was carried. 52 53 Ms. Clouse requested permission to place route signs and flags on utility poles from the end of May through mid 54 July, 1991 to designate the parade routes. Richmond Power & Light had given permission for the use of the 55 utility poles. 56 57 Ms. McFarland moved to approve the placement of route signs and flags on utility poles as requested, seconded 58 by Mr. Smith and on unanimous voice vote the motion was carried. 59 60 Bike-a-thon Request-St.Jude's Fundraiser 61 62 Ms. Erna Jacobs, Lincoln Street, coordinator in the Richmond Area for a fundraiser for St. Jude's Children's 63 Research Hospital, requested permission to hold a bike-a-thon on April 13, 1991 with a rain date on April 20, 64 1991. The route would start at the Richmond High School to the FOP Lodge from 9AM to 12 noon. They asked 65 to barricade streets or place posters at the stop signs to notify traffic and would also need slow cones to set up a / 7 Board of Works Minutes Cont'd March 14, 1991 Page 2 1 course in the High School parking lot for younger riders. 2 3 Lt. Kolentus informed the Board they would not be able to barricade the streets but would be allowed to place 4 warning signs and slow cones could be provided. 5 6 The Board asked this effort be coordinated with the Traffic Division. 7 8 Ms. McFarland moved to approve the use of public right of way for a bike-a-thon to be held on April 13, 1991 9 with a rain date on April 20, 1991, with the Traffic Division assisting with warning signs and slow cones, 10 seconded by Mr. Smith and on unanimous voice vote the motion was carried. 11 12 Restriction of Right-of-Way on 800 Block of North E Street for Richmond Hardware 13 14 Mr. Dana Mueller of Richmond Hardware requested the Board permission to place a car in the 800 block of 15 North E Street on the sidewalk to use for demonstration of power tools. Mr. Mueller said they would clean up 16 and properly sign the area to warn pedestrians. The event would be on May 11, 1991 from 8AM to 5PM. 17 18 Mr. Bob Wiwi, Director of Public Works,told the Council that was a new sidewalk and if there were any damage 19 he would like Richmond Hardware to be liable. Mr. Wiwi said there was also a gas regulator close and he felt 20 the Gas Company should be notified. Mr.Wiwi explained to the Board that the sidewalk needed to be covered. 21 22 Ms. Hauptstueck asked if damage could be done to the sidewalk and Mr.Wiwi said it could. 23 24 Mr. Mueller said they would only be using hand tools and would use the lightest car possible. 25 26 Mr.Wiwi said he preferred it be the 8th Street side of the sidewalk used because of the new sidewalk on North E 27 and the gas regulator. 28 29 Mr. Smith asked about the parking lot for the restaurant across the street and if a portion of that could be used. 30 He said he felt a car on the sidewalk could be a safety problem. 31 32 Mr. Mueller said he could check with the owners of Paulees and notify the Board. 33 34 Ms. Hauptstueck suggested the item be tabled for further information and asked Mr. Mueller to work with Mr. 35 Wiwi. 36 37 Ms. McFarland moved to take the restriction of right-of-way on North E Street for Richmond Hardware for one 38 week,seconded by Mr. Smith and on unanimous voice vote the motion was carried. 39 40 Decorations on City Property to"Welcome Home Troops" 41 42 Ms. Julie Marcum, representing SOS, requested permission to place yellow ribbons on the poles on the City 43 Building and flag poles at the Freedom Fountain and signage on the corner of the City Building property 44 dependent on funds available to provide a welcome for all the returning troops from the area. The decorations 45 would remain up until Rose Festival and then be removed so as not to conflict with Rose Festival activities. 46 47 Ms. Marcum said they would be responsible for providing the decoration, placing them and removing them. 48 49 There being no further questions, Mr. Smith moved to approve the placement of decorations on City Building 50 property to "Welcome Home Troops", seconded by Ms. McFarland and on unanimous voice vote the motion was 51 carried. 52 53 TABLED ITEMS 54 55 Parade Request-Wake Up Richmond Family Concert Committee 56 57 Lt. Kolentus stated that he was unable to make further contact with Mr. Disney and he felt the Board needed 58 more explanation. 59 60 Ms. McFarland moved to leave the request tabled for one week in order to obtain more specific information 61 seconded by Mr. Smith and on unanimous voice vote the motion was carried. 62 63 64 65 / 7 Board of Works cont'd March 14, 1991 Page 3 1 Permission to Place Sign in Right of Way at North 16th &Main by Area Merchants 2 3 The Board had still received no information concerning this request, but Mr. Wiwi expressed his concerns 4 regarding state approval also being needed for placement of a sign in the right of way. 5 6 Ms. McFarland moved to leave the request tabled for one week in order to obtain more specific information 7 seconded by Mr.Smith and on unanimous voice vote the motion was carried. 8 9 DEPARTMENT REQUESTS AND COMMENTS 10 11 FIRE DEPARTMENT 12 13 Placement of Fire Hydrants in Hunters Point and Oak Park Subdivisions 14 15 Fire Chief Jim Sticco requested approval from the Board to place fire hydrants at the intersection of Hunters 16 Point Dr. and Pheasant Run, Eagle Trace and Pheasant Run and Parkdale Dr.and University Blvd. 17 18 Ms. McFarland asked who payed for the hydrants and Chief Sticco informed the Board the Water Company for 19 the installation and the City pays charges for the use of the hydrants. 20 21 Ms. McFarland moved to approve the placement of fire hydrants at the locations requested, seconded by Mr. 22 Smith and on unanimous voice vote the motion was carried. 23 24 Promotion of Probationary Firefighter 25 26 Chief Sticco recommended approval of the promotion of Probationary Fire Fighter Charles Schroeder to the rank 27 of Fire Fighter II, effective March 1, 1991. 28 29 Ms. McFarland moved to approve the advancement of Charles Schroeder to the rank of Fire Fighter II, effective 30 March 1, 1991,seconded by Mr. Smith and on unanimous voice vote the motion was carried. 31 32 PLANNING. PERMITS AND INSPECTION 33 34 Curb Cut Request at 1600 NW 5th Street 35 36 The petition of Warfield Oil for a curb cut at 1600 NW 5th was presented to the Board. Ms. Braxton requested it 37 be tabled for one week for additional information. 38 39 Ms. McFarland moved to table the curb cut request at 1600 NW 5th Street for one week, seconded by Mr. Smith 40 and on unanimous voice vote the motion was carried. 41 42 PUBLIC WORKS 43 44 February Monthly Report 45 46 Mr. Wiwi presented the February Monthly Report showing work completed by the Street Division and the 47 Engineering Division. 48 49 There being no comments, Ms. McFarland moved to accept and file the February Monthly Report of Public 50 Works,seconded by Mr. Smith and on unanimous voice vote the motion was carried. 51 52 PURCHASING DEPARTMENT 53 54 Set Date to Receive Bids for Aggregate and Bituminous Materials 55 56 Ms. McFarland moved to set April 4, 1991 to receive bids for aggregate and bituminous materials, seconded by 57 Mr.Smith and on a unanimous voice vote the motion was carried. 58 . 59 60 ADJOURNMENT 61 62 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 63 64 65 Carrie N.
