OCTOBER 25, 1990 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session October 25, 2 1990 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck presided with Ms. 3 McFarland and Mr. Smith in attendance. Absent: None. Media in attendance: Palladium Item, WKBV and 4 WHON. The following business was had to-wit: 5 6 APPROVAL OF MINUTES OF OCTOBER 18,1990 7 8 Ms. McFarland moved to approve the minutes of the previous meeting as prepared,seconded by Mr. Smith and 9 on unanimous voice vote the motion was carried. 10 11 APPROVAL OF CLAIMS FOR PAYMENT 12 13 Mr. Smith moved to approve claims in the amount of 1,065,003.96, seconded by Ms. McFarland and on 14 unanimous voice vote the motion was carried. 15 16 PUBLIC REQUESTS AND COMMENT 17 18 Reserved Residential Handicapped Parking Requests 19 20 312 North 18th Street-New 21 22 Lt. Randy Kolentus informed the Board the request met all guidelines and he recommended approval. 23 24 Ms. McFarland moved to approve a reserved residential handicapped parking space at 312 North 18th Street, 25 seconded by Mr. Smith and on unanimous voice vote the motion was carried. 26 27 TABLED ITEMS OR CONTINUED 28 29 Freedom Fountain Maintenance 30 31 Ms. Hauptstueck requested the item remained tabled for an additional week for additional information on costs. 32 33 Mr. Smith agreed that the Board needed to see the specific costs of a maintenance program. 34 35 Ms. McFarland move to table the item for an additional week for the Purchasing Department and the Park 36 Department to present costs of maintenance, seconded by Mr. Smith and on unanimous voice vote the motion 37 was carried. 38 39 Sale of Property at 838 North 12th Street 40 41 Ms. Hauptstueck requested information from Mr. Metzger on how to proceed with the sale since no bids were 42 received at the last meeting. 43 44 Mr. Metzger informed the Board they would need to publish another Notice of Sale in order to be able to accept 45 bids for less than 90%of the appraised value. He said they could also use a broker or auctioneer. 46 47 Mr. Metzger recommended the Board look into a broker or auctioneer and see what they might recommend. 48 49 Ms. McFarland moved to leave the sale of the property at 838 North 12th Street tabled to look into alternate 50 ways of disposal of the property and to request Planning to winterize the property, seconded by Mr. Smith and 51 on unanimous voice vote the motion was carried. 52 53 Ms. Hauptstueck also requested the furniture and debris be removed from the porch. 54 55 DEPARTMENT REQUESTS AND COMMENTS 56 57 POLICE DEPARTMENT 58 59 Advancement to Rank of Patrolman First Class for David Glover and Kevin Wampler 60 61 Police Chief Rice recommended to the Board that David Glover and and Kevin Wampler be advanced to the 62 rank of Patrolman First Class, effective October 23, 1990, having successfully completed their probationary 63 period of one year. 64 65 Ms. McFarland moved to approve the advancement of David Glover and Kevin Wampler to Patrolman First Class effective October 23, 1990,seconded by Mr. Smith and on unanimous voice vote the motion was carried. // Board of Works Minutes Cont'd October 25, 1990 Page 2 1 PURCHASING DEPARTMENT 2 3 Set Bid Date for Park Vehicles 4 5 Ms. McFarland moved to set November 15, 1990 to receive bids for two trucks for the Park Department, 6 seconded by Mr.Smith and on unanimous voice vote the motion was carried. 7 8 PLANNING, PERMITS AND INSPECTION 9 10 Weights and Measures Report 11 12 The Monthly Report for Weights and Measures was presented showing a total of 678 inspection having been 13 made between September 16, 1990 and October 15, 1990. 14 15 Ms. McFarland moved to accept and file the Monthly Report for Weights and Measures, seconded by Mr. Smith 16 and on unanimous voice vote the motion was carried. 17 18 ADJOURNMENT 19 20 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 21 22 23 24 25 26 Carrie N.
