HomeMy Public PortalAbout07-05-1990 vi BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA,JULY 5, 1990 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session July 5, 1990 at 2 the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck presided with Mr. Smith in 3 attendance. Absent: Ms. McFarland Media in attendance: WKBV and Palladium Item. The following 4 business was had to-wit: 5 6 PUBLIC HEARING FOR RESIDENTIAL PARKING DISTRICT-100 BLOCK OF SW E STREET 7 8 Ms. Hauptstueck opened a public hearing on a petition of 100 percent of the residents of the 100 Block of SW E 9 Street to become a Residential Parking District. 10 11 The Proof of Publication for the public hearing was presented and found to be in order. Mr. Smith moved to 12 accept and file the Proof of Publication, seconded by Ms. Hauptstueck and on unanimous voice vote the motion 13 was carried. 14 15 Ms. Hauptstueck invited public response. There was no public in attendance to speak to the petition. 16 17 Ms. Hauptstueck requested findings from Traffic Division to determine the qualifications of the area to become a 18 residential parking district. 19 20 Sgt. Randy Kolentus informed the Board that the area would meet the qualifications. He stated that during the 21 school year the area is heavily parked with high school students and he had spoken with the neighbors 22 regarding the problems. 23 24 Sgt. Kolentus recommended to the Board they approve the request. 25 26 Mr. Smith moved to approve a request from the residents of the 100 Block of SW E Street to become 27 Residential Parking District and to forward the request to Common Council for final determination, seconded by 28 Ms. Hauptstueck and on unanimous voice vote the motion was carried. 29 30 APPROVAL OF MINUTES OF JUNE 28.1990 31 32 Mr. Smith moved to approve the minutes of the previous meeting as prepared, seconded by Ms. Hauptstueck 33 and on unanimous voice vote the motion was carried. 34 35 APPROVAL OF CLAIMS FOR PAYMENT 36 . 37 Mr. Smith moved to approve claims in the amount of 1,465,919.73, seconded by Ms. Hauptstueck and on 38 unanimous voice vote the motion was carried. 39 40 TABLED ITEMS 41 42 None were presented. 43 44 PUBLIC REQUESTS AND COMMENT 45 46 Noise Problem at South 6th and H Streets 47 48 Mr. Jim Morrow, 520 South H Street, representing the neighbors in the area of South 6th and H Streets, 49 informed the Board that the Colorbox factory had become a public nuisance. He said during the night the noise 50 coming from the plant sounds like machine guns. 51 52 Mr. Dale Darnell of 747 South 6th Street explained that the only day the plant is quiet is on Sunday and over the 53 years with additional equipment,the noise has worsened. 54 55 Mr. Morrow said he was award that other cities required manufacturing plants in residential areas to do sound 56 proofing. 57 58 Ms. Mary Jeffers of 736 South 6th Street agreed that the noise was a problem for the area. 59 60 Mr. Darnell said the plant had been at that location 16 or 17 years and the last few years the noise was getting 61 louder. He said they have reported it to the Police. 62 63 Mr. Metzger suggested it might be referred to the Planning Department for a zoning violation. 64 65 Mr. Dan Dooley said under the performance standards any use may not become objectional. Mr. Dooley said if l . . f Board of Works Minutes Cont'd July 5, 1990 Page 2 1 they exceed the noise levels established in the sound control ordinance, they would be in violation of the zoning 2 ordinance. 3 4 Mr. Metzger commented that it was hard for the Police Department to determine noise level without proper 5 equipment, but there was also another provision of the ordinance regarding not disturbing neighbors. 6 7 Mr. Darnell informed the Board there were a lot more neighbors concerned than the six in attendance. 8 9 There being no further comment, Mr. Smith moved to refer the complain regarding noise in the area of South 6th 10 and H Street to the Planning Department and the Police Department for a recommendation to the Board on July 11 12, 1990,seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 12 13 Residential Handicapped Parking-123 Richmond Avenue 14 15 Sgt. Kolentus informed the Board the request for a Residential Handicapped Parking space at 123 Richmond 16 Avenue did meet the guidelines and he recommended approval. 17 18 Mr. Smith moved to approve a Residential Handicapped Parking space at 123 Richmond Avenue, seconded by 19 Ms. Hauptstueck and on unanimous voice vote the motion was carried. 20 21 DEPARTMENT REQUESTS AND COMMENTS 22 23 PURCHASING DEPARTMENT 24 25 Award Bid for Paving Projects 26 27 Mr. Bob Wiwi recommended to the Board that the bid be awarded to Barrett Paving of Richmond in an amount 28 not to exceed 150,000.00. Mr. Wiwi referred the Board to a memo from Ms. Planck showing that Barrett was the 29 lowest bidder by 1,676.87 for the the application of #12 surface with the other items being insignificant in the 30 total bid amount. 31 32 Mr. Smith moved to award the bid for various street paving projects to Barrett Paving as the lowest and most 33 responsive bidder, seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 34 35 PLANNING, PERMITS AND INSPECTION 36 37 Acceptance of Deed of Dedication on Portion of South 22nd Street 38 39 Mr. Dooley explained to the Board that Richmond Community Schools was dedicating 10 ft. on the east side of 40 South 22nd Street from South A Street to the alley as right of way in order that the street be widened and new 41 sidewalks be constructed. 42 43 Mr. Smith commented he was familiar with this and felt it would provide more safety for the students along with 44 safer parking on South 22nd Street. 45 46 Mr. Smith moved to accept and execute a Deed of Dedication from the Richmond Community School for 10 ft. of 47 South 22nd as described in the Deed of Dedication as public right of way, seconded by Ms. Hauptstueck and on 48 unanimous voice vote the motion was carried. 49 50 TRANSPORTATION DEPARTMENT 51 52 Request for Promotion Donation of Rose View Transit Bus for French Dignitaries 53 54 Mayor Waltermann requested the Board approve the donation of a 29 passenger bus for promotion to 55 accommodate visiting dignitaries from France as possible participants in the Sister Cities Program with the City 56 of Richmond. 57 58 Mayor Waltermann said if there is no volunteer driver,the fees will be paid for a driver. 59 60 Mr. Smith moved to approve the donation of a 29 passenger bus as promotion of the City from July 20, 1990 61 through July 26, 1990 for visiting French dignitaries, seconded by Ms. Hauptstueck and on unanimous voice vote 62 the motion was carried. 63 64 65 Board of Works Minutes Cont'd July 5, 1990 Page 3 1 Request for Promotion Donation of Double Decker Bus-Centerville Archway Days Festival 2 3 Mayor Waltermann presented a request for the use of the Double Decker Bus in the Centerville Archway Days 4 Parade on Sunday,August 26, 1990. 5 6 Mr. Smith moved to approve the promotional donation of the Double Decker Bus for the Centerville Archway 7 Days Parade on August 26, 1990, seconded by Ms. Hauptstueck and on unanimous voice vote the motion was 8 carried. 9 10 Request for Discounted Use of Double Decker Bus by Chamber of Commerce 11 12 The Chamber of Commerce presented a request for a discounted rate for the use of the Double Decker bus for a 13 tour of the community for the visitors to Richmond with the Indiana Commerce Executives Association 14 Conference on July 19, 1990. 15 16 Ms. Hauptstueck stated that the proposed rate of 125.00 will cover all expenses for use of the bus. 17 18 Mr. Smith moved to approve the discounted rate of 125.00 for use of the Double Decker bus by the Chamber of 19 Commerce on July 19, 1990, seconded by Ms. Hauptstueck and on unanimous voice vote the motion was 20 carried. 21 22 ADJOURNMENT 23 24 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 25 26 27 28 29 30 Carrie N.
