INDIANA.JUNE 14. 1990 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session June 14, 1990 111 2 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck presided with Ms. McFarland 3 and Mr. Smith in attendance. Absent: None. Media in attendance: WKBV and Palladium Item. The following 4 business was had to-wit: 5 6 BID OPENING-POLICE DEPARTMENT BODY RECORDERS 7 8 Ms. Hauptstueck opened the bidding for body recorders for the Richmond Police Department. Having received 9 all bids, Ms. McFarland moved to close the bidding, seconded by Mr. Smith and on unanimous voice vote the 10 motion was carried. 11 12 The Proof of Publication was presented and found to be in order. Ms. McFarland moved to accept and file the 13 Proof of Publication,seconded by Mr.Smith and on unanimous voice vote the motion was carried. 14 15 Ms.Annie Planck,Purchasing Director,opened the following bid: 16 17 1. Nagra USA of New York. The bid was on the proper form, signed, notarized and accompanied by a 18 Certified Check. The total bid was 36,249.00. 19 20 Ms. Planck explained to the Board that she would like to award this bid later in the meeting if the bid submitted 21 met all specifications. She said the equipment was so very specialized that the number of vendors was limited. 22 23 The Board granted Ms. Planck authority to inspect the bid and award it later in the meeting. 24 25 APPROVAL OF MINUTES OF JUNE 7,1990 26 27 Ms. McFarland moved to approve the minutes of the previous meeting as prepared,seconded by Mr.Smith. and 28 on unanimous voice vote the motion was carried. 29 30 APPROVAL OF CLAIMS FOR PAYMENT 31 . 32 Ms. McFarland moved to approve claims in the amount of 1,030,613.52 seconded by Mr. Smith and on 33 unanimous voice vote the motion was carried. 34 35 TABLED ITEMS 36 37 No items remained on the table. 38 39 PUBLIC REQUESTS AND COMMENT 40 41 Residential Handicapped Parking 42 43 21 North 20th Street-Renewal 44 1219 Ridge Street-New Request 45 419 Kinsey Street-New Request 46 47 Sgt. Randy Kolentus of the Traffic Division informed the Board that he had investigated the requests and the 48 renewal request at 21 North 20th Street did meet the guidelines and he recommended approval. Sgt. Kolentus 49 recommended the request at 1219 Ridge Street be denied due to off street parking available and the request at 50 419 Kinsey also be denied since there is off street parking available. 51 52 Mr. Smith moved to approve a renewal of a residential handicapped parking space at 21 North 20th Street and 53 to deny the requests at 1219 Ridge Street and 419 Kinsey Street, seconded by Ms. McFarland and on 54 unanimous voice vote the motion was carried. 55 56 DEPARTMENT REQUESTS AND COMMENTS 57 58 POLICE DEPARTMENT _ I/ 59 60 Retirement of Captains Ron Williams and John P.Lantz 61 62 Major Tom Cox read the following requests to the Board: 63 64 Board of Public Works&Safety 65 Attached find a copy of the letter of retirement of Capt. Ron Williams, effective June 18., 1990. j Board of Works Minutes Cont'd June 14, 1990 Page 2 1 I recommend acceptance of Capt. Williams' retirement as he has exceeded the minimum 20 years 2 service for retirement. 3 4 Capt.Williams has served the City of Richmond for twenty years having been hired on June 18, 1970. 5 6 /s/Joseph A. Nimitz, Chief of Police 7 8 Joseph A. Nimitz 9 10 I am submitting this letter to inform you of my intentions to retire from the Richmond Police Department. 11 The date of request would be June 18, 1990. This date would complete twenty years of service. 12 13 I am grateful for the years of employment and will miss those I have worked closely with on the 14 department as well as the various city departments. 15 16 /s/Captain Ron E.Williams 17 18 Board of Public Works&Safety 19 20 Attached find a copy of the letter of retirement of Capt.John P. Lantz, effective June 18, 1990. 21 22 I recommend acceptance of Capt. Lantz's retirement as he has exceeded the minimum 20 years 23 service for retirement. 24 25 Capt. Lantz has served the City of Richmond for twenty one years, nine months and 23 days, having 26 been hired on August 26, 1968. 27 28 /s/Joseph A. Nimitz, Chief of Police 29 30 Chief Nimitz 31 32 I wish to announce to you my retirement from the Richmond Police Department effective June 18, 1990. 33 34 I began working for the Richmond Police Department on August 26, 1968 and as of June 18, 1990 I will 35 have completed 21 years, 9 months and 23 days of service. 36 37 It has been my pleasure to be a member of the Richmond Police Department for these many years and 38 I appreciate having had the opportunity to serve my community in this manner. 39 40 /s/J.P. Lantz, Captain 41 42 Ms. McFarland moved to accept the retirements of Captain Ron Williams and Captain J.P. Lantz, effective June 43 18, 1990,seconded by Mr.Smith and on unanimous voice vote the motion was carried. 44 45 The Board extended their appreciation and best wishes to the Officers. 46 47 Hiring of Probationary Police Officer 48 49 Major Tom Cox read the following letter to the Board: 50 51 The following applicant for the position of Probationary Police Officer with the Richmond Police 52 Department is recommended for hiring: 53 54 Dean Brian Snapp, Age: 34 55 1068 Round Barn Road South 56 Richmond, Indiana 57 58 This applicant has successfully completed written examinations, background investigations, physical 59 qualifications and has been accepted by the Police Pension Board. 60 61 This applicant has been approved by the Police Merit Commission. 62 63 It is requested that the above named individual enter police service with the Richmond Police 64 Department effective June 18, 1990. 65 /s/Joseph A. Nimitz, Chief of Police ._3 Board of Works Minutes Cont'd June 14, 1990 Page 3 1 Ms. McFarland moved to approve the hiring of Dean Brian Snapp as a probationary Police Officer, effective June 2 18, 1990,seconded by Mr. Smith and on unanimous voice vote the motion was carried. 3 4 Mayor:Waltermann administered the oath to become a Police Officer to Mr. Snapp and the congratulations of the 5 Board were offered. 6 7 PUBLIC WORKS 8 9 Temporary Closing of Hub Etchison Parkway 10 11 Mr. Wiwi presented the Board a request from the contractor for the reconstruction of the G Street Bridge for the 12 temporary closing of a portion of Hub Etchison Parkway in order to speed up the construction and save dollars in 13 the process. He said they requested it be closed from June 25, 1990 through August 13, 1990. 14 15 Sgt. Kolentus stated he had no problems with the request and felt it was a good idea. 16 17 Mr. Smith moved to approve the temporary closing of Hub Etchison Parkway from June 25, 1990 through 18 August 13, 1990,seconded by Ms. McFarland and on unanimous voice vote the motion was carried. 19 20 Temporary Right of Way Agreement for Industries Road Extension 21 22 Mr.Wiwi informed the Board that for the widening of Industries Road it was necessary to have a temporary right 23 of way to be granted by US Steer and Carnegie Pension Fund. He said it would only be in use during the time of 24 construction. 25 26 Mr. Smith moved to accept and execute the Temporary Right of Way Agreement between the City of Richmond 27 and US Steel and Carnegie Pension Fund, seconded by Ms. McFarland and on unanimous voice vote the 28 motion was carried. 29 30 MAYOR'S OFFICE 31 32 Mayor Waltermann requested the Board to look into providing handicapped parking spaces for the License 33 Branch as requested by Councilmember Elstro. He also informed the Board he felt there should be a minimum 34 of two handicapped spaces at each intersection of the Promenade to allow access to the shopping area for 35 disabled citizens. 36 37 Sgt. Kolentus told the Board there were handicapped parking spaces on each side of the street at each 38 intersection but 6th Street. 39 40 Ms. McFarland moved to table the request for handicapped parking spaces at the license branch and 6th Street 41 intersection for one week for recommendation of the Traffic Division, seconded by Mr. Smith and on unanimous 42 voice vote the motion was carried. 43 44 PURCHASING DEPARTMENT 45 46 Award Bid for Police Body Recorders 47 48 Ms. Planck recommended to the Board that the bid for the Police Department body recorders be awarded to 49 Nagra, USA as the lowest bid meeting specifications at a price of 36,249. She said since this equipment is so 50 hi-tech there are few sources available. 51 52 Ms. McFarland moved to award the bid for the body recorders to Nagra USA at 36,249.00, seconded by Mr. 53 Smith and on unanimous voice vote the motion was carried. 54 55 ADJOURNMENT 56 57 There being no further business, on a motion duly made, seconded and passed the meeting was adjourned. 58 59 60 61 Carrie N.
