MAY 17. 1990 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session May 10, 1990 at 2 the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck presided with Ms. McFarland and 3 Mr. Smith in attendance. Absent: None. Media in attendance: WHON, Palladium Item. The following 4 business was had to-wit: 5 6 7 BID OPENING FOR HVAC SYSTEM-RICHMOND SENIOR CENTER 8 9 Ms. Hauptstueck opened the bidding for the HVAC System for the Richmond Community Senior Center. Having 10 received all bids, Ms. McFarland moved to close the bidding, seconded by Mr. Smith and on unanimous voice 11 vote the motion was carried. 12 13 The Proofs of Publication for the original bid and the extension of time were presented and approved. Ms. 14 McFarland moved to accept and file the Proof of Publication, seconded by Mr. Smith and on unanimous voice 15 vote the motion was carried. 16 17 Ms.Annie Planck,Purchasing Director,opened the following bids: 18 19 1. Meyers Mechanical. The bid was on the proper form, signed, notarized and accompanied by a bid 20 bond in the amount of 5%of the bid. The total bid received was for 159,990.00 with an alternate bid of 21 105,890. 22 23 2. Hirst Heating. The bid was on the proper form,signed and notarized. It was noted that they had not 24 received their 5% bid bond as of this date. The total bid was 117,500 and no alternate bid was 25 submitted. 26 27 Having opened all bids, Ms. McFarland moved to refer the bids to Mr. Earl Liebert,the Park Department and the 28 Purchasing Director,seconded by Mr.Smith and on unanimous voice vote the motion was carried. 29 30 RESIDENTIAL PARKING DISTRICTS-PUBLIC HEARING 31 32 200 Block of SW E Street 33 500 Block of SW 3rd Street 34 35 Ms. Hauptstueck opened a public hearing on petitions by the residents of the 200 Block of SW E Street and the 36 500 Block of SW 3rd Street for Residential Parking Districts. The petitions had been signed by 100 percent of 37 the residents on both blocks. 38 39 The Proof of Publication of the Hearing was presented and found to be in order. Ms. McFarland moved to 40 accept and file the Proof of Publication, seconded by Mr. Smith and on unanimous voice vote the motion was 41 carried. 42 43 The report of the Traffic Division recommended approval of the requests and showed the areas met the 44 guidelines to establish a Residential Parking District. 45 46 Ms. Hauptstueck asked that since all residents were in favor of the request, that only persons in opposition 47 speak. 48 49 There being no one in opposition, Ms. McFarland moved to accept all previous testimony and recommendations 50 and recommend to the Common Council that the 200 Block of SW E Street and the 500 Block of SW 3rd Street 51 be designated as Residential Parking Districts, seconded by Mr. Smith and on unanimous voice vote the motion 52 was carried. 53 54 APPROVAL OF MINUTES OF MAY 10.1990 55 56 Ms. McFarland moved to approve the minutes of the previous meeting as prepared,seconded by Mr. Smith and 57 on unanimous voice vote the motion was carried. 58 59 APPROVAL OF CLAIMS FOR PAYMENT 60 . 61 Ms. McFarland moved to approve claims in the amount of 542,975.95 seconded by Mr. Smith and on 62 unanimous voice vote the motion was carried. 63 64 TABLED ITEMS 65 No items remained on the table. Board of Works Minutes Cont'd May 17, 1990 Page 2 1 PUBLIC REQUESTS AND COMMENT 2 3 Residential Handicapped Parking-New Requests and Renewals 4 5 228 North 18th Street-New 6 1415 South E Street-New 7 131 South 5th Street-New 8 19 NW 16th Street-Renewal 9 10 Sgt. Kolentus informed the Board that the requests for residential handicapped parking at 228 North 18th street, 11 131 South 5th Street and 19 NW 16th Street met the guidelines and he recommended approval. He requested 12 the Board withdraw the request at 1415 South E Street since there was not a need for a handicapped parking 13 designation. 14 15 Ms. McFarland moved to approve the residential handicapped parking requests at 228 North 18th Street, 131 16 South 5th Street and 19 NW 16th Street and to strike the request at 1415 South E Street, seconded by Mr. 17 Smith and on unanimous voice vote the motion was carried. - 18 19 Downtown Signage-Richmond Community Development Corporation 20 21 The request of the Richmond Community Development Corporation to place signage in public right of way to 22 indicate shopping and parking facilities in the downtown area was presented to the Board. Ms. Hauptstueck 23 indicated that the Board had previously approved the payment for the signage. 24 25 Ms. McFarland moved to approve the placement of directional signage in public right of way in the downtown 26 area under the supervision of the Street Department and the Traffic Division, seconded by Mr. Smith and on 27 unanimous voice vote the motion was carried. 28 29 Request to Encroach Public Right of Way-Tom Rapers 30 31 The Board received a request from Tom Rapers to encroach a public right of way by placing a barricade at the 32 cul-de-sac on Commerce Road to prevent access to their property. Mr. Tony Leach, representing Raper's, 33 explained to the Board they were making this request to satisfy concerns of the insurance company regarding 34 access of the general public to their property. 35 36 Mr. Robert Wiwi, Director of Public Works, expressed his concerns over installing a permanent barricade on 37 public right of way and the City's liability. 38 39 Mr. Bruce Metzger, City Attorney, added his concerns and felt it could be better addressed by fencing the 40 cul-de-sac to prevent access. 41 42 Mr.Wiwi agrees that fencing the surrounding area of the cul-de-sac was a better solution 43 44 Ms. McFarland moved to deny the request of Tom Raper's to encroach public right of way with the placement of 45 a barrier on Commerce Road and to refer the request to Public Works for an alternate solution, seconded by Mr. 46 Smith and on unanimous voice vote the motion was carried. 47 48 DEPARTMENT REQUESTS AND COMMENTS 49 50 PUBLIC WORKS 51 52 Release of Performance Bond on South 18th Street Construction 53 54 Mr. Wiwi informed the Board that all requirements have been met on the construction of South 18th Street and 55 he recommended that the bond be released. 56 57 Ms. McFarland moved to release the Performance Bond on CUI for work on South 18th Street, seconded by Mr. 58 Smith and on unanimous voice vote the motion was carried. 59 60 Rose View Charter Promotion Donation 61 62 The Board received a request from Richmond State Hospital to use the City's Double Decker bus in the annual 63 parade at the Richmond State Hospital on June 9, 1990. 64 65 Mr. McFarland moved to approve the use of the Double Decker Bus in the Richmond State Hospital Parade on June 9, 1990 as a promotion donation, seconded by Mr. Smith and on unanimous voice vote the motion was carried. PERMITS AND INSPECTION 111 2 3 511 North 18th Street Status Report -_4 5 Ms. Sarah Braxton informed the Board that repairs had begun and the Planning Office is satisfied that they are 6 complying with the order. 7 8 BOARD OF WORKS MISCELLANEOUS 9 10 Appointment of Members of Contract Negotiation Committee 11 12 Ms. Hauptstueck explained that the Board needed to name persons to serve on the City's Negotiation 13 Committee for Police and Fire Contract negotiations. 14 15 Mr. Smith moved to appoint Ms. Marge Sweet to the Negotiation Committee, seconded by Ms. McFarland and 16 on unanimous voice vote the motion was carried. 17 18 Ms. McFarland moved to appoint Ms. Mary Merchanthouse to the Negotiation Committee, seconded by Mr. 19 Smith and on unanimous voice vote the motion was carried. 20 21 The Board announced a third member would be appointed at a later date. 22 23 ADJOURNMENT 24 25 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 26 27 28 29 30 31 Carrie N.
