BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND. INDIANA. MAY 10. 1990
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session May 10, 1990 at
2 the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck presided with Mr. Smith in
3 attendance. Absent: Ms. McFarland. Media in attendance: Palladium Item. The following business was had
4 to-wit:

6 APPROVAL OF MINUTES OF MAY 3.1990

8 Mr. Smith moved to approve the minutes of the previous meeting as prepared, seconded by Ms. Hauptstueck
9 and on unanimous voice vote the motion was carried.

11 APPROVAL OF CLAIMS FOR PAYMENT

13 Mr. Smith moved to approve claims in the amount of 842,816.07, seconded by Ms. Hauptstueck and on
14 unanimous voice vote the motion was carried.

18 Use of Rose View Transit Bus by Tourism Bureau

20 Ms. Hauptstueck explained that the Board recommended the request by the Wayne County Convention and
21 Tourism for the donation of a bus for an orientation of Rose Festival Tour guides be denied. She stated the
22 request did not meet the Charter guidelines for promotion of the City and if they would like to discuss a discount
23 rate,the request could be returned to the Board at a later date.

25 Mr. Smith moved to deny the request of the Wayne County Convention and Tourism Bureau for the donated use
26 of a Rose View Transit Bus, seconded by Ms. Hauptstueck and on unanimous voice vote the motion was
27 carried.

31 Residential Handicapped Parking-New Requests and Renewals

37 Sgt. Kolentus informed the Board that all requests for residential handicapped parking met the guidelines and he
38 recommended approval.

40 Mr. Smith moved to approve the residential handicapped parking requests at 122 South 12th Street, 1339 Harris
41 Street and 426 Lincoln Street, seconded by Ms. Hauptstueck and on unanimous voice vote the motion was
42 carried.

46 PURCHASING DEPARTMENT

48 Extension of Time to Receive Bids for Reconstruction of Industries Road and NW 5th Street

50 Ms. Planck explained to the Board that the plans for the reconstruction of portions of Industries Road and NW
51 5th Street had not been completed by the Engineering firm in a timely manner and the vendors did not have
52 proper time to prepare their bids. Ms. Planck requested the bid be extended to May 24, 1990 and all vendors
53 have been notified.

55 Mr. Smith moved to extend the time to receive bids for the reconstruction of portions of Industries Road and NW
56 5th Street to May 24, 1990 at 9:00 AM, seconded by Ms. Hauptstueck and on unanimous voice vote the motion
57 was carried.

61 Rose View Transit-Charter Donation Request

63 A request was presented by Mayor Frank H. Waltermann for the use of a Rose View Transit Van to transport
64 representatives of a business looking at Richmond for Economic Development purposes on May 8, 1990.

1 Mr.Smith moved to approve the donation of a van from Rose View Transit use for economic development efforts
2 on May 8, 1990, seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried.

4 Public Works Monthly Report

6 Mr.Wiwi presented the Board the April 1990 Monthly Report. The report detailed activities of the Street Division
7 including painting, sweeping,trees, and signage. The report also showed the status of Engineer projects.

9 Mr. Smith moved to accept and file the April Monthly Report, seconded by Ms. Hauptstueck and on unanimous
10 voice vote the motion was carried.

12 National Transportation Day

14 Mr.Wiwi announced that May 16, 1990 was National Transportation Day and Rose View would be offering rides
15 for.25 cents that day and the drivers would be sporting shirts declaring Rose View Number 1.

17 FIRE DEPARTMENT

19 Hiring of Probationary Firefighter

21 Chief Sticco presented Mr. Jeffrey Glenn as a candidate for probationary firefighter. Chief Sticco informed the
22 Board that Mr. Glenn had completed all testing and been accepted by the Pension Board and recommended the
23 approval of his hiring effective May 16, 1990.

25 Mr. Smith moved to approve the hiring of Mr. Jeffrey Glenn as a probationary firefighter effective May 16, 1990,
26 seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried.

30 Place of Recycling Signage in Public Right of Way

32 The Board was presented a request by Mr. Ralph Willis, Sanitary District Manager, to place temporary signs
33 indicating recycling containers on South 5th and E, South 9th and L and South 15th and E.

35 Mr. Smith moved to approve the place of temporary signage in the requested areas subject to approve by the
36 Traffic Division,seconded by Ms. Hauptsteuck and on unanimous voice vote the motion was carried.

40 Set Date for Revocation of Alarm Permit
41
42 City Attorney, Bruce Metzger requested the Board to set May 24, 1990 at 9:00 am for a hearing for Pedro's for
43 revocation of the Alarm Permit.

45 Mr. Smith moved to set May 24, 1990 at 9:00 AM for an Alarm Permit Revocation Hearing for Pedro's, seconded
46 by Ms. Hauptstueck and on unanimous voice vote the motion was carried.
