BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, APRIL 19, 1990
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session April 19, 1990 at
2 the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck.presided with Ms. McFarland
3 and Mr. Smith in attendance. Absent: None Media in attendance: Palladium Item, WHON/WQLK and
4 WKBV/WFMG. The following business was had to-wit:

6 PUBLIC HEARING-RESIDENTIAL PARKING DISTRICT IN THE 100 BLOCK OF SW F STREET

8 Ms. Hauptstueck opened the public hearing for a residential parking district in the 100 block of SW F Street
9 pursuant to a petition filed by a majority of the adjacent residents.

11 Having examined the Proof of Publication and found it to be in order, Ms. McFarland moved to accept and file
12 the Proof of Publication,seconded by Mr.Smith and on unanimous voice vote the motion was carried.

14 Ms. Hauptstueck called for public comment and Mr. Lester Whitman, 119 SW F Street told the Board that he
15 was in favor of the request and the residents of the block supported the residential parking district.

17 Mr. Lloyd Miller, 112 SW F Street, told the Board he was also in favor of the request and added that all the
18 residents of the block understood the requirements of the ordinance and were supportive.

20 Sgt. Randy Kolentus, Traffic Division, presented the Board his findings after investigation. The findings
21 indicated the following:

23 1. The request does meet the standards set in the city ordinance for restricted parking.
24
25 2. The parking for residents of this block is unavailable during school hours due to student parking.

27 3. A count taken of parking spaces on the Boulevard and Richmond High School parking lot indicates
28 in excess of 98 parking spaces students could use for parking.

30 4. 100%of all neighbors effected by this restricted parking are in favor of this change.

32 Sgt. Kolentus recommended approval of the request.

34 Ms. McFarland moved to recommend to the Common Council to designate the 100 Block of SW F Street as a
35 residential parking district, seconded by Mr.Smith and on unanimous voice vote the motion was carried.

37 APPROVAL OF MINUTES OF APRIL 12.1990

39 Ms. McFarland moved to approve the minutes of the previous meeting as prepared, seconded by Mr. Smith and
40 on unanimous voice vote the motion was carried.

42 APPROVAL OF CLAIMS FOR PAYMENT

44 Ms. McFarland moved to approve claims in the amount of 234,512.14, seconded by Mr. Smith and on
45 unanimous voice vote the motion was carried.

53 4-Way Stop at 22nd and Grand Boulevard

55 Ms. McFarland moved to refer the petition and request for a 4-way stop at 22nd and Grand Boulevard to the
56 Engineer for recommendation,seconded by Mr. Smith and on unanimous voice vote the motion was carried.

58 Restricted Parking on SW E and 3rd Streets

60 The Board received a petition from the neighbors of the area of SW E and SW 3rd Streets requesting restricted
61 parking to help alleviate a parking problem caused by the high school students parking in the residential area.

63 Mrs. Virginia Berheide of SW 2nd Street represented the petition to the Board requesting restricted parking on
64 SW E Street between 2nd and 4th and SW 3rd Street between E and F.

1 Ms. Hauptstueck recommended that the Board and Traffic take a look at the area and come up with some
2 specific suggestions for the area. The item will be tabled for more specific recommendations and information.

4 Animal Shelter Complaint

6 The Board received a complaint from Mr.George Haskett regarding the operations of the Animal Welfare Shelter
7 and the Board requested that the record show a complaint had been formally received regarding the operations
8 of the City supported Animal Shelter.

12 FIRE DEPARTMENT

14 Promotion of Lt.Marshall Kern to Battalion Chief
15
16 Fire Chief Sticco recommended to the Board that Lt. Marshall C. Kern be approved as a probationary Battalion
17 Chief effective April 17, 1990. This was due to the voluntary demotion of Battalion Chief Dale Knarzer.

19 Ms. McFarland moved to approve the appointment of Marshall Kern to the probationary rank of Battalion Chief,
20 effective April 17, 1990,seconded by Mr. Smith and on unanimous voice vote the motion was carried.

22 Promotion of Dale Knarzer to Rank of Lieutenant
23
24 Chief Sticco recommended to the Board that Dale Knarzer be promoted to the rank of Lieutenant effective April
25 17, 1990. Chief Sticco informed the Board there would not be a probationary period since Mr. Knarzer had
26 previously held that rank.

28 Ms. McFarland moved to approve the promotion of Dale Knarzer to the rank of Lieutenant effective April 17,
29 1990,seconded by Mr. Smith and on unanimous voice vote the motion was carried.

31 POLICE DEPARTMENT

33 Hiring of Jon Chilcoate as Probationary Police Officer

35 Police Chief Joe Nimitz read the following letter to the Board:

37 The following applicant for the position of Probationary Police Officer with the Richmond Police
38 Department is recommended for hiring.

44 This applicant has successfully completed written examinations, background investigation, physical
45 qualifications and has been accepted by the Police Pension Board.

47 This applicant had been approved by the Police Merit Commission.

49 It is recommended that the above named individual enter police service retroactively with the Richmond
50 Police Department effective February 12, 1990.

54 Ms. McFarland move to approve the hiring of Jon Chilcoate as a probationary police officer, effective February
55 12, 1990,seconded by Mr.Smith and on unanimous voice vote the motion was carried.

57 Chief Nimitz informed the Board that Officer Chilcoate had been sworn in on a previous date.

61 Curb Construction Agreement-East Main Street

63 Mr. Wiwi presented the Board a curb re-construction agreement with the State of Indiana for concrete to be
64 supplied by the State and labor to be provided by the City along a portion of the East Main from 11th to 15th.

1 Mr.Wiwi recommended approval of the agreement.

3 Ms. McFarland moved to approve and execute and agreement between the City of Richmond and the State of
4 Indiana to provide materials for curb reconstruction, seconded by Mr. Smith and on unanimous voice vote the
5 motion was carried.

13 Ms. Sarah Braxton reported in a memo to the Board that this property had been demolished.

15 Repairs to Begin on Unsafe Structures

20 Ms. Braxton also reported by memo that 511 North 18th Street was being repaired and the time for repairs on
21 415 North 15th had been deferred.
