CITY OF RICHMOND. INDIANA. APRIL 5. 1990
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session April 5, 1990 at
2 the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck.presided with Ms. McFarland
3 and Mr. Smith in attendance. Absent: None Media in attendance: Palladium Item, WHON/WQLK and
4 WKBV/WFMG. The following business was had to-wit:

7 APPROVAL OF MINUTES OF MARCH 29,1990

9 Ms. McFarland moved to approve the minutes of the previous meeting as prepared, seconded by Mr. Smith and
10 on unanimous voice vote the motion was carried.

12 APPROVAL OF CLAIMS FOR PAYMENT

14 Ms. McFarland moved to approve claims in the amount of 3201.37, seconded by Mr. Smith and on unanimous
15 voice vote the motion was carried.

21 PUBLIC REQUESTS AND COMMENT

23 Residential Handicapped Parking- 120 So.3rd Street and 407 No. 17th Street

25 Sgt. Kolentus reported that he had investigated both areas and recommends approval of these requests.

27 Ms. McFarland moved to approve the request for residential handicapped parking at 120 So. 3rd St. and 407
28 No. 17th St.,seconded by Mr. Smith and on unanimous voice vote the motion was carried.

31 Petition for Residential Parking Designation-100 Block S.W. F St.

33 Mr. Lester Writton of 119 S.W. F Street addressed the Board presenting a petition signed by 15 residents in the
34 100 block of S.W. F St. Mr. Writton explained that two of the signatures are from residents whose property
35 faces S.W. 2nd St. but have access to the homes on S.W. F St. and they would like to be included as permit
36 holders because they use S.W. F.

38 Ms. McFarland moved to set April 19, 1990 at 9:00 A.M. for a public hearing on the request for designated
39 residential parking area in the 100 block of S.W. F St.., seconded by Mr. Smith and on unanimous voice vote
40 the motion was carried.

42 Ms. Hauptsteuck requested that the traffic division of the Police Department do a survey of the block to present
43 at the April 19, 1990 public hearing.

51 Promotion of Firefighter Scott Simmons

53 Chief Jim Sticco read the following letter:

55 Pursuant to General Order No. 3-1986 and the professional negotiation agreement, Article 29, the
56 Chief of the Fire Department recommends to the Board of Public Works and Safety the promotion of
57 _ Scott Simmons to the rank of Engineer effective March 26, 1990. Eng. Simmons will be stationed at
58 Company 4 on"C" shift.

63 Ms. McFarland moved to accept the promotion of Firefighter Scott Simmons to the rank of Engineer, effective
64 March 26, 1990,seconded by Mr. Smith and on unanimous voice vote the motion was carried.

5 Ms. McFarland moved to set the date of May 3, 1990 at 9:00 A.M. to accept bids for HVAC System for the
6 Richmond Senior Community Center, seconded by Mr. Smith and on a unanimous voice vote the motion was
7 carried.

12 Update on 10. 13. 15 No. 10th St.

14 Ms. Braxton reported that Gibson Home Improvement will be securing the property and no contact has been
15 established with the owner.

17 Vacant Lot-519 So. 10th St.

19 Ms. Braxton stated that she only had time to drive past the address and saw no cars on the lot. She will do a
20 more thorough investigation and report at the next meeting.

32 Ms. McFarland moved to accept and file the quarterly report of the Animal Welfare League, seconded by Mr.
33 Smith and on a unanimous voice vote the motion was carried.
