MARCH 29. 1990 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session March 29, 1990 2 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck.presided with Ms. McFarland 3 and Mr. Smith in attendance. Absent: None Media in attendance: Palladium Item, WHON/WQLK and 4 WKBV/WFMG. The following business was had to-wit: 5 6 7 RECEIVE BIDS FOR AGGREGATE AND BITUMINOUS MATERIALS 8 9 Ms. Hauptstueck opened the bidding for aggregate and bituminous materials for the City of Richmond. 10 11 Having received all bids, Ms. McFarland moved to close the bidding, seconded by Mr. Smith and on a 12 unanimous voice vote the motion was carried. 13 14 The proof of publication was examined and found to be in order. Ms. McFarland moved to accept and file the 15 proof of publication, seconded by Mr. Smith and on a unanimous voice vote the motion was carried. 16 17 The following bids were received: 18 19 Purchasing Director, Ms. Planck stated that no total prices would be read as the bids were opened and that they 20 would be available for inspection immediately after the bid opening. 21 22 1. American Aggregate. The bid was on the proper for, signed, notarized and accompanied by a bond. 23 24 2. Stonehenge. The bid was on the proper for,signed, notarized and accompanied by a bond. 25 26 3. Barrett Paving Materials. The bid was on the proper for, signed, notarized and accompanied by a 27 bond. 28 29 4. Richmond Concrete. The bid was on the proper for,signed, notarized and accompanied by a bond. 30 31 5. Ashland Oil. The bid was on the proper for,signed, notarized and accompanied by a bond. 32 33 6. Contractors United Inc. The bid was on the proper for, signed, notarized and accompanied by a 34 bond. 35 36 Ms. McFarland moved to refer the bids to the Purchasing Office, Engineer Office and Street Dept., seconded by 37 Mr. Smith and on a unanimous voice vote the motion was carried. 38 39 APPROVAL OF MINUTES OF MARCH 22,1990 40 41 Ms. McFarland moved to approve the minutes of the previous meeting as prepared,seconded by Mr. Smith and 42 on unanimous voice vote the motion was carried. 43 44 APPROVAL OF CLAIMS FOR PAYMENT 45 . 46 Ms. McFarland moved to approve claims in the amount of 740,118.85, seconded by Mr. Smith and on 47 unanimous voice vote the motion was carried. 48 49 TABLED ITEMS 50 51 None. 52 53 PUBLIC REQUESTS AND COMMENT 54 55 Residential Handicapped Parking - 134 Richmond Avenue 56 57 Sgt. Kolentus reported that he had investigated the area and recommends approval of this request. 58 59 Ms. McFarland moved to approve the request for residential handicapped parking at 134 Richmond Avenue, 60 seconded by Mr. Smith and on unanimous voice vote the motion was carried. 61 62 63 64 65 3a Board of Works Minutes Cont'd March 29, 1990 Page 2 1 2 Mr.Alonzo Eubanks 3 4 Mr. Alonzo Eubanks of 521 So. 10th St. addressed the Board in regard to the property at 519 So. 10th St. He 5 stated that the house had been torn down and that he now cares for the vacant lot keeping it free of weeds and 6 trash. He complained that the lot is being used to park cars from the neighborhood to do repairs and this is 7 causing ruts to be made in the lot and it is unsightly. He complained to the Police Department and was told they 8 could do nothing about it since he did not own the property. Mr. Eubanks stated that he has written a letter to 9 the owner of the property, Carl B. Lindsey, 1000 So. 9th St.,but has had no response. 10 11 Ms. Hauptsteuck informed M.r Eubanks this will be referred to the Planning Department for inspection and a 12 report on possible solutions. 13 14 RICHMOND POWER &LIGHT 15 16 Street Light Request-Kensington Drive 17 18 At the request of the Street Light Committee, Mr. Hankosky recommended that one (1) 100W Sodium 19 Ornamental Street Light Qa a cost of 5.54 per month be added at the south end of Kensington Drive. 20 21 Ms. McFarland moved to approve the request for one (1) 100W Sodium Ornamental Street Light be added at 22 the south end of Kensington Drive, seconded by Mr. Smith and on unanimous voice vote the motion was 23 carried. 24 25 DEPARTMENT REQUESTS AND COMMENTS 26 27 Police Department 28 29 Retirement of Captain Jenkins 30 31 Chief Joseph Nimitz read the following letter: 32 33 Dear Board Members: 34 35 Attached please find a copy of the letter of retirement from Capt. Gordon L. Jenkins, effective April 1, 36 1990. 37 38 I recommend acceptance of Capt. Jenkins' retirement as he has exceeded the minimum 20 years 39 service for retirement. 40 41 Capt.Jenkins has served the City of Richmond for twenty two years having been hired on April 1, 1968. 42 43 /s/Joseph Nimitz, Chief of Police 44 45 46 47 Dear Chief Nimitz: 48 49 I wish to advise you of my retirement from the Richmond Police Department effective April 1, 1990 and 50 request to be placed on the pension roll as of April 2, 1990. 51 52 53 54 55 56 On the above date I will have completed 22 years of service with the Richmond Police Department. 57 58 I have enjoyed my years with the Department and the City of Richmond and appreciate having had the 59 opportunity to serve my community in this manner. 60 /s/Gordon L.Jenkins 61 62 Chief Nimitz added that Capt.Jenkins has been a good officer. 63 64 Ms. McFarland moved to accept the retirement of Capt. Jenkins effective April 1, 1990, seconded by Mr. Smith 65 and on unanimous voice vote the motion was carried. Board of Works Minutes Cont'd March 29, 1990 Page 3 1 2 Change Alley to One Way 3 4 Sgt. Kolentus reported that a request has come from the School Transportation Dept. to change the west alley 5 by Fairview School,to a one way alley, northbound. Sgt. Kolentus surveyed the area and residents in the 1300 6 Block of Boyer St. and found that the majority of the residents were in favor of the change. 7 8 Mr. John Martin of Richmond Community Schools also addressed the Board in support of the request and 9 presented a drawing to clarify the changes to be made. The drawing shows widening of the alley with a pull off 10 area for safely unloading students from busses. 11 12 Ms. McFarland moved to approve the request for making the alley behind Fairview School one way, seconded 13 by Mr.Smith and on unanimous voice vote the motion was carried. 14 15 Parking on Elm Drive 16 17 Sgt. Kolentus stated that the Department of Traffic Safety requests that "No Parking This Side" signs be placed 18 on the north side of the street in the 1700 and 1800 Block of Elm Dr. The street is very narrow and parking on 19 both sides causes unnecessary congestion. All homes in this area are located on the south side of the street 20 and there is adequate parking for those homes on the south side. 21 22 Ms. McFarland moved to approve the request to remove parking from the on the north side of Elm Dr. and place 23 "No Parking This Side" signs in 1700 and 1800 blocks, seconded by Mr. Smith and on unanimous voice vote 24 the motion was carried. 25 26 Public Works-Rose View 27 28 Ms. McFarland moved to strike the Rose View request from the agenda, seconded by Mr. Smith and on 29 unanimous voice vote the motion was carried. 30 31 ADJOURNMENT 32 33 There being no further business,on a motion duly made, seconded and passed the meeting was adjourned. 34 35 36 37 38 39 Carrie Hauptsteuck, President 40 41 42 43 44 ATTEST: • 45 Carol Brady, Deputy City Clerk 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65
