HomeMy Public PortalAbout03-15-1990 cZ/7 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 15, 1990 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session March 15, 1990 2 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck presided with Mr. Smith in 3 attendance. Absent: Ms. McFarland. Media in attendance: WHON/WQLK and WKBV/WFMG. The following 4 business was had to-wit: 5 6 APPROVAL OF MINUTES OF MARCH 8,1990 7 8 Mr. Smith moved to approve the minutes of the previous meeting as prepared, seconded by Ms. Hauptstueck 9 and on unanimous voice vote the motion was carried. 10 11 APPROVAL OF CLAIMS FOR PAYMENT 12 . 13 Mr. Smith moved to approve claims in the amount of 729,021.32, seconded by Ms. Hauptstueck and on 14 unanimous voice vote the motion was carried. 15 16 TABLED ITEMS 17 18 None were presented. 19 20 PUBLIC REQUESTS AND COMMENT 21 22 Residential Handicapped Parking Requests 23 24 402 South 7th Street- Carl Burkhardt 25 1304 East Main-Jill Meadrum 26 1306 East Main- Betty Daniels 27 248 Pearl Street- Christ Tabernacle Apostolic Faith Church 28 29 Sgt. Kolentus informed the Board that the requests for 402 South 7th and 248 Pearl Street meet the guidelines 30 and he recommended approval. He told the Board that the requests for 1304 and 1306 East Main did not meet 31 the guidelines since they had off street parking available. 32 33 Mr. Smith moved to approve the requests for handicapped parking at 402 South 7th Street and 248 Pearl Street, 34 seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 35 36 Mr. Smith moved to deny the requests for handicapped parking at 1304 and 1306 East Main Street, seconded 37 by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 38 39 Lions Club Flea Market- Use of Parking Garage 40 41 The request of the Richmond Lions Club to use the Municipal Parking Garage for their annual Flea Market on 42 July 15, 1990. The request included the use of the garage the evening of the 14th for set up. 43 44 Concern was expressed by the Board and the City Attorney over the Certificate of Insurance and some safety 45 - conditions of the garage. 46 47 Ms. Merchanthouse assured the Board and the City Attorney that she had just received the current Certificate of 48 Insurance and was working on correcting the safety problems in the garage. She requested the Board approve 49 the Flea Market contingent upon the Attorney approving the Certificate of Insurance and the safety problems 50 being addressed. 51 52 Mr. Smith moved to approve the Lions Club Flea Market to be held in the Municipal Parking Garage on July 15, 53 1990 subject to approval of the Certificate of Insurance the appropriate repairs being made to the garage, 54 seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 55 56 DEPARTMENT REQUESTS AND COMMENTS 57 58 Richmond Sanitary District 59 60 Change in Parking on North C Street 61 62 Mr. Ralph Willis, Sanitary District Manager, requested the Board to change the parking on North C Street from 63 9th to 16th from the North side of the street to the South side of the street to accommodate right hand trash 64 containers. Mr. Willis said there are no alleys to service the properties and the majority of the houses are 65 located on the south side of the street. He said this will also allow the trucks to drive the proper direction on the one way street west. d Board of Works Minutes Cont'd March 15, 1990 Page 2 1 Mr. Smith asked about people being able to park in front of their houses and Mr. Willis stated there were only a 2 few houses on the north side, most were on the south side. 3 4 Mr. Smith asked about any handicapped parking in the street and Mr. Willis was not certain is there were any 5 handicapped spaces. 6 7 Sgt. Kolentus told the Board there was one handicapped space in the 1200 Block of North C Street and he felt a 8 survey of the residents would be helpful. He suggested the item be tabled to allow discussion with the residents, 9 Traffic Division and the Sanitary District. 10 11 Captain Williams asked if the Sanitary District was going to this type route system with their new equipment and 12 Mr. Willis explained that the objective is to make all route one man, not three. He said they were changing the 13 routes a part at a time and that B Street will also be a problem for them in the future. 14 15 Mr. Willis added that there is a problem with no alleys in the area and all their equipment is right side pick up. 16 Mr. Willis stated that the Sanitary District would be willing to assist in the cost of moving signs and they would 17 like to do this quickly, but also prudently. 18 19 Ms. Hauptstueck recommended it be table for one week and let the Board look at the situation and speak with 20 the person having the handicapped parking. 21 22 Mr. Willis said it was good to get everyone's input. He also said there were some utility wires that needed to be 23 moved higher up. 24 25 Mr. Smith moved to table the request of the Sanitary District to move parking on North C Street to March 22, 26 1990,seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 27 28 PURCHASING OFFICE 29 30 Set Bid Date for Dump Truck 31 32 Mr. Smith moved to set April 12, 1990 at 9:00 AM to receive bids for one dump truck with snow removal 33 package, seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 34 35 HUMAN SERVICES OFFICE 36 37 Release and Satisfaction of Mortgage 38 39 The Release and Satisfaction of a Home Equity Mortgage for Carl and Marie Phillips, which is paid in full, was 40 presented. 41 42 Mr. Smith moved to approve and execute a Release and Satisfaction of Mortgage for Carl and Marie Phillips, 43 seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 44 45 PLANNING, PERMITS AND INSPECTION 46 47 February Monthly Report 48 49 Ms. Sarah Braxton presented the Board the February Monthly Report of the Building Division of Planning, 50 Permits and Inspection. The report showed a total of 118 permits issued at an estimated construction cost of 51 1,132,968.00 and 10 buildings demolished. 52 53 Mr. Smith moved to accept and file the February Monthly Report of the Building Division, seconded by Ms. 54 Hauptstueck and on unanimous voice vote the motion was carried. 55 56 Repairs at 415 North 16th Street 57 58 Ms. Braxton informed the Board she had been able to contact the Perry's, owners of the property. She said they 59 were still trying to sell the property and she did not feel it would be difficult to sell. Ms. Braxton will keep the 60 Board informed. 61 62 UNSAFE BUILDING HEARING CONT'D 63 64 11,13,15 North 10th Street 65 Board of Works Minutes Cont'd March 15, 1990 Page 3 1 Ms. Hauptstueck opened a continuation of an Unsafe Building Hearing on property located at 11,13,15 North 2 10th Street. The hearing had been continued in order that the attorney representing Mr. Brandenburg, owner of 3 record could be in attendance. 4 5 Ms. Sarah Braxton informed the Board that Mr. Steve Hunyadi, the attorney representing the owner, had not 6 returned her calls and she recommended the order be affirmed as written, with an effective date of today. 7 8 Ms. Hauptstueck asked about the order being reissued to include sealing of the windows and Ms. Braxton said 9 they had not done that and really needed to involved the owner of record in the proceedings. 10 11 Mr. Bruce Metzger, City Attorney,told the Board that Mr. Hunyadi had contacted him and was not able to attend 12 the meeting today until 9:30 AM to 9:45 AM and Mr. Metzger had told him they could continued it another week. 13 14 Ms. Hauptstueck recommended it be continued for one additional week and if there is no cooperation at that 15 time,the Board would take the recommendation of Ms. Braxton. 16 17 Mr. Smith moved to continue the Unsafe Building Hearing at 11,13,15 North 10th to March 22, 1990, seconded 18 by Ms. Hauptstueck and on a unanimous voice vote the motion was carried. 19 20 211 SOUTH 6TH STREET 21 22 Ms. Braxton informed the Board the Planning Department had successfully advertised this property for a hearing 23 on March 22, 1990. 24 25 ADJOURNMENT 26 27 There being no further business,on a motion duly made, seconded and passed the meeting was adjourned. 28 29 30 31 32 33 Carrie Hauptstueck, President 34 35 36 37 38 ATTEST: 39 Mary Merchanthouse, City Clerk 40 41 42 43 44 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65
