INDIANA.JANUARY 18. 1990 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session January 18, 2 1990 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck presided with Ms. 3 McFarland and Mr. Smith in attendance. Absent: None. Media in attendance: Palladium Item and 4 WHON/WQLK. The following business was had to-wit: 5 6 APPROVAL OF MINUTES OF JANUARY 11.1990 7 8 Ms. McFarland moved to approve the minutes of the previous meeting as prepared,seconded by Mr. Smith and 9 on unanimous voice vote the motion was carried. 10 11 APPROVAL OF CLAIMS FOR PAYMENT 12 . . 13 Ms. McFarland moved to approve claims in the amount of 778,923.54, seconded by Mr. Smith and on 14 unanimous voice vote the motion was carried. 15 16 TABLED ITEMS 17 18 None were presented. 19 20 PUBLIC REQUESTS AND COMMENT 21 22 Residential Handicapped Parking 23 24 304 North 18th Street, Mr. Floyd Lawrence, Permit No. 78028, expiring 8-23-92. 25 422 South 13th Street, Ms.Pamela Fales, Permit No. 100875, expiring 4-1-93. 26 121 North 15th Street, Ms. Mary Estes, Permit No.73555,expiring 4-29-92. 27 28 Det. Randy Kolentus of the Traffic Division informed the Board that all three requests met the guidelines for 29 residential handicapped parking and he recommended approval. 30 31 Mr. McFarland moved to approve residential handicapped parking designations at 304 North 18th Street, 422 32 South 13th Street and 121 North 15th Street, seconded by Mr. Smith and on unanimous voice vote the motion 33 was carried. 34 35 Request for Parade Route Approval-Wayne County Afro-American Association 36 37 The Board received a request from the Wayne County Afro-American Association to hold a parade on April 14, 38 1990 on a route starting at the Municipal Building, west on Main Street to SW 9th to National Road and ending 39 at Earlham College. 40 41 It was requested the item be tabled for further investigation by the Traffic Division. Mr. McFarland moved to 42 table the request for approval of a parade route for investigation by the Traffic Division, seconded by Mr. Smith 43 and on unanimous voice vote the motion was carried. 44 45 46 RICHMOND POWER &LIGHT 47 48 Announcement on Removal of Street Lights-East Main Street 49 50 Mr. Robert Hankosky, Distribution Engineer, with Richmond Power & Light informed the Board and the public 51 that they were in the process of removing street lights on East Main in connection with the widening of East 52 Main. He said they were removed on the north side from 16th to 17th Streets and they will proceed east with the 53 removal. Mr. Hankosky asked that the public be made aware that the area was darker and that they proceed 54 with caution in the area. 55 56 DEPARTMENT REQUESTS AND COMMENTS 57 58 PUBLIC WORKS 11 59 60 Agreement with City for Lease of Double Decker Bus 61 62 Ms. McFarland asked this be tabled for one week to check into any,effect it might have on federal funds for the 63 transit system. 64 65 Ms. McFarland moved to table the Agreement between the City and Rose View Transit for one week, seconded by Mr.Smith and on unanimous voice vote the motion was carried. / f° Board of Works Minutes Cont'd January 18, 1990 Page 2 1 PLANNING. PERMITS AND INSPECTION 2 3 Possible Purchase of 30 North 15th Street 4 5 Ms. Braxton reported Mr. Stamper had not yet purchased the building. She said he had made an offer that was 6 refused by the owner and was going to make another offer. She added that the owner, Mr. Dennis Jones, was 7 looking for a purchaser and feels he will sell the structure for renovation. 8 9 Ms. Braxton stated that the building is secured and is not a nuisance. 10 11 Ms. Hauptstueck asked Ms. Braxton for a summary of the events on this structure. 12 13 Ms. Braxton told the Board that an order was issued in May to vacate the premises, remove a back stairwell and 14 repair plumbing and electrical systems within thirty days. She said the Board continued the hearing to August 15 and at that time affirmed the order to allow thirty days for removal of the stairwell and for the repairs to start, not 16 for the demolition of the structure. Ms. Braxton said the building is not in a structural condition to cause 17 demolition and that Planning could do the repair work, but preferred to work with Mr. Jones to get the repairs 18 completed. 19 20 UNSAFE BUILDING HEARING CONT'D 21 22 220 SOUTH 9TH STREET 23 24 Ms. Hauptstueck opened the continuation of an Unsafe Building Hearing on property located at 220 South 9th 25 Street belonging to Randall Coats,owner and Robert and Berniece Spencer,contract purchasers. 26 27 Mr. Phil Craft of Planning, Permits and Inspection, informed the Board that he was still unable to contact Mr. 28 Coats, but that there were no other lien holders against the property. Mr. Craft told the Board that there was a 29 possible purchaser of the property and he would like to see the order modified to allow time to continue to find 30 the owner,work with a purchaser and get it repaired. 31 32 Ms. Hauptstueck asked if there was a time limit allowed for trying to locate the owner and Mr. Metzger said he 33 was not aware of any. 34 35 Mr. Craft stated that the possible purchaser's attorney had preferred to deal with the owner of the property and 36 not the contract purchasers. He said the title search had shown that the tax duplicate was sent to the Spensers 37 and they were still unable to.locate Mr.Coats. 38 39 Ms. McFarland asked if the City's hands were tied without the owner and Mr. Metzger said the Board can take 40 action against the building with publication of the notice of the hearing, but cannot take title to the premises 41 without the owner. 42 43 Ms. McFarland asked if the house was structurally good and Mr. Craft said there was a good foundation and 44 bearing walls,but it needed electrical and plumbing systems updated and also repairs to drywall,flooring and the 45 heating plant were needed. Mr. Craft told the Board that the possible purchaser indicated their ability financially 46 to any rehabilitation. 47 48 Mr. Craft reminded the Board that the City had sealed the structure and made a recommendation to the Board to 49 modify the order to start with today's date for time limitations. 50 51 Ms. McFarland asked if thirty days was sufficient to get title to the property changed if the owner can be located. 52 53 Mr. Metzger felt that sixty days was a more reasonable time period. 54 55 Ms. Hauptstueck asked if the contract purchasers wanted out of the obligation and if so could they sub-contract. 56 57 Mr. Craft stated they did want out of the contract and could sub-contract, but the attorney for the possible 58 purchaser wanted to notify the owner what was happening. 59 60 There were no other interested parties speaking at the hearing. 61 62 Ms. McFarland moved to modify the order on unsafe premises located at 220 South 9th Street for repairs to 63 begin within 60 days of January 18, 1990 and to be completed within 180 days or demolition of the premises to 64` begin the 61st day,seconded by Mr. Smith and on unanimous voice vote the motion was carried. 65 ADJOURNMENT There being no further business,on a motion duly made,seconded and passed the meeting was adjourned.
