CALL TO ORDER -Mayor Blum Mayor Blum called the City Council Regular Meeting to order at 7:30 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: 3. INVOCATION Councilmember -Sternquist, Vizcarra, Yu, Chavez and Blum Councilmember -None Interim City Manager Penman, City Attorney Vail, City Clerk Kuo, Administrative Services Director Hause, Parks and Recreation Director Burroughs, Assistant to the City Manager I Economic Development Manager Haworth, Public Safety and Services Manager Sahagun and Planning Manager Starns Pastor John Neiman from St. Luke Catholic Church, 5605 Cloverly Avenue, provided the Invocation. 4. PLEDGE OF ALLEGIANCE Assistant Fire Chief Duvally led those present in the Pledge of Allegiance to the Flag. 5. CEREMONIAL MATTERS-PRESENTATIONS A PROCLAMATION-OLDER AMERICAN MONTH Mayor Blum and City Council proclaimed the month of May Older American Month. Mayor Blum presented a proclamation to Janice Helmer. B. PROCLAMATION-NATIONAL PUBLIC WORKS WEEK Mayor Blum and City Council proclaimed May 18-24 as National Public Works. Mayor Blum presented a proclamation to Public Safety and Services Manager Sahagun. City Council Minutes May 20, 2014 Page 2 of 10 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Jing Li, Temple City Library Manager, announced upcoming library events and programs for the month of June. Councilmember Sternquist invited the public to attend the Los Angeles County Library Commission meeting tomorrow, Wednesday, May 21, at the Temple City library at 10:30 a.m. Stacey Tucker, Temple City Relay for Life, invited the public to attend a breakfast fundraiser on Saturday, June 7, and Sunday, June 8, at Applebee's restaurant in Temple City. Marv Kokayko, Temple City resident, thanked City Council for approving a Dial-A- Ride contract with a new vendor. She enjoyed the Rosemead Boulevard Grand Opening event. 7. CONSENT CALENDAR Councilmember Yu moved to approve .. the remam1ng items on the Consent Calendar, seconded by Councilmember Vizcarra and unanimously carried. A. APPROVAL OF MINUTES The City Council is requested to review and approve Minutes of the City Council Regular Meeting of May 6, 2014. Action: Approved. B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS - MEETING OF APRIL 23, 2014 The City Council is requested t,o review the Transportation and Public Safety Commission actions of their meeting of April 23, 2014. Action: Received and filed. C. PLANNING COMMISSION ACTIONS-MEETING OF APRIL 22, 2014 The City Council is requested to review the Planning Commission actions of their meeting of April 22, 2014. Action: Received and filed. D. RELEASE OF SECURITY FOR PARCEL MAP NO. 067584 FOR STREET TREE IMPROVEMENTS AT 5601 PAL MAL AVENUE City Council Minutes May 20, 2014 Page 3 of 10 The Los Angeles County Department of Public Works notified the City that the street tree improvements for Parcel Map No. 067584 were completed, inspected and found to be in compliance with the approved plans. Hence, the City can now release the Certificate of Deposit Action: Approved the work that has been completed and accepted the street tree improvements for public use and authorized release of security in the amount of $1,500. E. RELEASE OF GRADING SECURITY BOND FOR PARCEL MAP NO. 71195, LOCATED AT 5326-5330 WELLAND AVENUE Transtech Engineers, Inc., City's contract engineer, notified the City that the grading work for Parcel Map No. 71195 was completed and found to be in compliance with the approved plans. Hence, the City can now release the Grading Security Bond. Action: Authorized the release of a grading security . bond in the amount of $17,000. F. FISCAL YEAR 2013-14 THIRD QUARTER CITY TREASURER'S REPORT, REVENUE, EXPENDITURE, CAPITAL PROJECT SUMMARY REPORTS AND THIRD QUARTER BUDGET AMENDMENTS The City Council will review the Fiscal Year 2013-14 Treasurer's Report, Revenue, Expenditure, Capital Project Summary Reports, and third quarter budget amendments. Action: Received and filed the reports and authorize staff to revise various budgeted adjustments. G. PETTY CASH REPORT AND VISA CARD REPORT The City Council is requested to review, receive and file the Petty Cash and Visa Card Report. Action: Received and filed. H. ADOPTION OF RESOLUTION NO. 14-4993 APPROVAL OF PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 14-4993 authorizing the payment of bills. Action: Adopted Resolution No. 14-4993. City Council Minutes May 20, 2014 Page 4 of 10 8. PUBLIC HEARING-None 9. UNFINISHED BUSINESS-None 10. NEW BUSINESS A APPROVAL OF CONSULTANT SERVICES AGREEMENT WITH CBS DECAUX STREET FURNITURE, LLC FOR BUS SHELTER ADVERTISING AND MAINTENANCE SERVICES (Updated Attachment A and Attachment E) The proposed agreement with CBS/Decaux provides the City with a bus shelter program complete with advertising displays and regular maintenance. A best practice for municipalities, this type of program provides a number of benefits including: improved accommodations to bus patrons; reduced costs and higher service frequencies for shelter maintenance; and a consistent revenue source. Assistant to the City Manager/Economic Development Manager Haworth provided a brief summary of the staff report. Mayor Pro Tern Chavez commented about Section 3A of Attachment A where it referenced paragraph (g). City Attorney Vail responded that the section referenced is incorrect and should be section (h). Staff will revise the agreement to cite the correct section. Mayor Blum opened public comment. Oscar Bustamante, Temple City resident and business owner, asked about bus shelter advertising for local businesses. James Johnson, CBS Decaux, responded that local businesses interested in placing an ad on the bus shelters should contact them. Mayor Blum closed public comment. Councilmember Sternquist made a motion to authorize the Interim City Manager to execute an agreement with CBS Decaux Street Furniture, LLC to provide bus shelter advertising and maintenance services for a five-year term with one five-year renewal option. Seconded by Councilmember Yu and unanimously carried. B. FISCAL YEAR 2014-15 PUBLIC ARTS ANNUAL PLAN Approval of this Annual Plan allows for the continuation of public art installations, as well as the establishment of essential policies to guide future growth and sustainability of the city's inaugural Art in Public Places Program. City Council Minutes May 20, 2014 Page 5 of 10 Assistant to the City Manager/Economic Development Manager Haworth gave a brief summary of the staff report and the priorities of the Public Arts Commission Annual Plan. Councilmember Vizcarra directed staff to provide a progress report and plan to City Council in August for the library mural. Mayor Blum spoke in opposition of using City's General Fund for the Public Arts Commission Annual Plan. Interim City Manager Penman suggested that City Council discuss funding source for the Public Arts Commission Annual Plan during the City Budget Study session tomorrow on May 21, 2014. Mayor Blum opened public comment. Mayor Blum closed public comment. Mayor Pro Tern Chavez made a motion to approve the Fiscal Year 2014-15 Public Arts Annual Plan Seconded by Councilmember Vizcarra and unanimously carried. C. AWARD OF AN ARCHITECTURAL SERVICES AGREEMENT WITH GONZALEZ GOODALE ARCHITECTS, INC. FOR FACILITIES PROGRAMMING AND FACILITY PHYSICAL ASSESSMENT SERVICES FOR CITY HALL AND THE TEMPLE CITY UNIFIED SCHOOL DISTRICT ADMINISTRATION OFFICES There is a potential to pursue a joint venture between the City, Los Angeles County Library, and Temple City Unified School District to improve the functionality of each of these civic buildings by creating a Civic Center (i.e., P3P~e~. . There are a number of steps and actions that must be taken to determine the viability of the P3 Project. The City Council is requested to proceed with two of the four recommended steps at this time to assess the overall feasibility of the P3 concept. Interim City Manager Penman gave a brief summary of the staff report. Councilmember Sternquist asked if the Temple City School District was asked to share the cost to conduct the facility physical assessment services for their District Administration Offices. City Council Minutes May 20, 2014 Page 6 of 10 Interim City Manager Penman responded that this project was initiated by the City. Councilmember Yu added that the school district was invited to share the cost of the study but at that time did not have the funds to do so. Mayor Blum opened public comment. Mayor Kokayko, Temple City resident, spoke in opposition of the P3 Project. Councilmember Yu commented that since the elimination of Community Redevelopment Agency, there is very little funding for capital improvement of public facilities. P3 is a viable way to fund update of public facilities. Councilmember Sternquist stated that she would like to have a City Council Study Session to receive more information about the P3 and a joint meeting with the Temple City Unified School District board members to discuss the P3 before she makes a decision to move forward with this project. Mayor Blum commented that the City has not received a commitment from the Temple City Unified School District regarding this project. Councilmember Vizcarra expressed that he would like to know more about the project before he makes further commitment towards the project. Mayor Pro Tem Chavez spoke in favor of City Council receiving more information regarding this project before moving forward with the P3. Councilmember Yu stated that he felt it is important to conduct a facility physical assessment services for City Hall even if the Temple City Unified School District is not ready to assess their Administration Offices. Mayor Blum closed public comment. Mayor ProTem Chavez made a motion to table this item until the City Council has had a chance to discuss this project further in a study session and after a joint meeting with the Temple City Unified District school board members to do the same. Seconded by Councilmember Yu and unanimously carried. D. APPROVE THE USE OF FUNDS IN THE DEMOLITION AND SITE PREPARATION BUDGET FOR THE 5800 TEMPLE CITY BOULEVARD PROPERTY TO CONDUCT SITE PLAN ANALYSIS OF VARIOUS DEVELOPMENTAL TERNATIVES The City Council is requested to approve use of $14,000 from the Demolition and Site Preparation budget for 5800 Temple City Blvd. Parking Lot to prepare conceptual/schematic designs for future uses of 5800 Temple City Blvd. property. Interim City Manager Penman gave a brief summary of the staff report. City Council Minutes May 20, 2014 Page 7 of 10 Mayor Blum opened public comment. Oscar Bustamante, Temple City resident and business owner, expressed his interest in the property and shared his proposal for the use of 5800 Temple City Boulevard. Mayor Blum closed public comment. Councilmember Yu made a motion to approve the use of $14,000 in the Demolition and Site Preparation budget for the 5800 Temple City Blvd. Parking Lot to conduct site plan analysis of various development alternatives. Seconded by Councilmember Sternquist and unanimously carried. City Council meeting recessed at 9:27p.m. and reconvened at 9:34p.m. 11. COMMUNICATIONS-None 12. UPDATE FROM CITY MANAGER Interim City Manager Penman reported on upcoming City events: Wednesday, May 21, City Council Budget Study Session in the City Hall Community Room, 7:00p.m.; Saturday, May 24, City's second annual Food Truck Festival at Live Oak Park, 11:30 a.m.; Monday, May 26, Memorial Day, City Hall will be closed. Live Oak Park will be open from 10:00 a.m. to 10:00 a.m. and Dial-A-Ride services will be available from 10:00 a.m. to 5:00p.m. No trash pickup on Memorial Day. 13. COUNCILMEMBER STERNQUIST Councilmember Sternquist reminded the public not to leave any standing water during warm weather to prevent West Nile Virus. She invited the public to join the San Gabriel Valley Mosquito and Vector Control's Citizen Science Team to reduce the Asian Tiger Mosquito. San Gabriel Valley Mosquito and Vector Control is also offering mosquito eating fish to residents. B. COUNCILMEMBER VIZCARRA Councilmernber Vizcarra commented that he has received many compliments about the Rosemead Boulevard Improvement Project. C. COUNCILMEMBER YU Councilmember Yu commented about the Rosemead Boulevard Improvement Project Grand Opening. D. MAYOR PROTEM CHAVEZ Mayor Pro Tern Chavez directed staff to provide more information and notices to the residents regarding no stre~t parking on street sweeping days. He has already received many concerns about the signs that were installed. He commented about the Rosemead Boulevard Improvement Project Grand Opening and reported about the California Contract Cities Annual Conference he attended last week. E. MAYOR BLUM Mayor Blum reported that he and Councilmember Sternquist attended the Postmaster Swearing-In event last week. He also commented about the Rosemead Boulevard Improvement Project and the successful Grand Opening Event. 15. REIMBURSEMENT OF EXPENSES TO CITY OFFICIALS FOR CONDUCT OF CITY BUSINESS AND FOR CITY PAYMENT OF CONFERENCE EXPENDITURES A. RECONVENE AS CITY COUNCIL The City Council meeting was reconvened at 9:56 p.m. with four Councilmembers present. 17. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Jerry Jambazian, Temple City business owner, commented on the Rosemead Boulevard Improvement Project Grant Opening Event. He also suggested including a notice in the resident's trash bill regarding no parking on street sweeping days. 19. CLOSED SESSION-None 20.
