CITY.OF RICHMOND. INDIANA. DECEMBER 7. 1989
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session December 7,
2 1989 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck presided with Ms.
3 McFarland in attendance. Absent: None. Media in attendance: Palladium Item, WKBV/WFMG and
4 WHON/WQLK. The following business was had to-wit:

6 APPROVAL OF MINUTES OF NOVEMBER 30.1989

8 Ms. McFarland moved to approve the minutes of the previous meeting, seconded by Ms. Hauptstueck and on
9 unanimous voice vote the motion was carried.

11 APPROVAL OF CLAIMS FOR PAYMENT

13 Ms. McFarland moved to approve claims in the amount of 514,266.33, seconded by Ms. Hauptstueck and on
14 unanimous voice vote the motion was carried.

18 Set Hearing Date for Appeal of DangerousNicious Dog

20 The Board received a request from Roger and Regina Wooten, 1230 Sheridan Street,to appeal a determination
21 that a dog owned by them was DangerousNicious.

23 Ms. McFarland moved to set December 21, 1989 at 9:00 AM to hear the appeal of Roger and Regina Wooten
24 regarding the DangerousNicious determination on their dog, seconded by Ms. Hauptstueck and on unanimous
25 voice vote the motion was carried.

27 Mr. Wooten inquired of the Board if he could ask some questions and Ms. Hauptstueck informed Mr. Wooten
28 that the Board was only setting the date for the hearing and all information would be received at the hearing.
29 She added that Mr. Wooten could speak with the Animal Control Officer if he needed assistance or had
30 questions.

32 Ms. McFarland explained the Board needed to legally advertise the hearing to give notice to all interested parties
33 when the hearing would be held.

35 Ms. Hauptstueck further added that all wanting to speak will have ample time at the public hearing.

37 Mr.Wooten stated he had obtained insurance on the dog and asked if the animal had to remain impounded.

39 Ms. Hauptstueck asked if he wished to continue the appeal of the determination of DangerousNicious Dog and
40 Mr. Wooten replied that he did. Ms. Hauptstueck informed Mr. Wooten the dog would remain impounded until
41 the outcome of the hearing.

51 Update on Unsafe Building Order-430 South 14th

53 Ms. Sarah Braxton, Assistant Director of Planning, told the Board that the process for purchasing the property
54 was moving along. She said that Mr. Scott Gibson was to have closed on the property yesterday and that Ms.
55 Hall would have time allotted to remove her belongings from the property.

57 The Board requested the item be kept on the agenda in order that they can be updated.

59 Repairs to be Completed at 30 North 15th Street

61 Ms. Braxton reported that an exterior stairwell had been removed and the property was vacated. She said that a
62 Mr. Danny Stamper was attempting to purchase the property.

64 Ms. McFarland asked what had happened with Mr. Cornett purchasing the house and participating in the Rental
65 Rehab Program and Ms. Braxton indicated that had been unsuccessful.

1 Ms. McFarland asked that the Planning Department continue to update the Board on the North 15th Street
2 property since the time was up for repairs to be completed and they would like to take another look at the
3 circumstances.

5 'RECESS AND RECONVENE OF THE BOARD

7 Ms. McFarland moved to recess the regular meeting of the Board of Public Works and Safety until 9:30 AM to
8 allow time for a report from the Traffic Division on two requests for Residential Handicapped Parking and for an
9 Unsafe Building Hearing at 220 South 9th Street, seconded by Ms. Hauptstueck and on unanimous voice vote
10 the motion was carried.

16 713 South 9th Street and 402 Pearl Street

18 Lt. Marshall Smith requested the Board to table action on these requests until the next regular meeting of the
19 Board since Captain Williams had questions and needed additional information.

21 Ms. McFarland moved to table the requests for Residential Handicapped Parking Spaces at 713 South 9th
22 Street and 402 Pearl Street to December 14, 1989, seconded by Ms. Hauptstueck and on unanimous voice vote
23 the motion was carried.

25 UNSAFE BUILDING HEARING

27 220 South 9th Street

29 Ms. Hauptstueck opened an Unsafe Building Hearing on property located at 220 South 9th Street pursuant to an
30 Order to Robert Spenser, Contract Purchaser and Randall Coats,Owner of Record.

32 Mr. Phil Craft informed the Board that proper notice had not been served to the owner of record. He said he had
33 hand delivered notice of the hearing to the contract purchaser, Mr. Robert Spenser, but has been unable to
34 contact the owner of record. Mr. Craft told the Board that Mr. Coats had moved from the community fifteen
35 years ago and his whereabouts is not known.

37 Mr. Craft requested the Board to reset the Unsafe Building Hearing at 220 South 9th Street to January 11, 1990
38 in order that he legally advertise the hearing to insure proper notification.

40 Ms. McFarland moved to set January 11, 1990 at 9:00 AM for an Unsafe Building Hearing on property located at
41 220 South 9th Street, seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried.
