BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND. INDIANA. NOVEMBER 30. 1989
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session November 30,
2 1989 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Hauptstueck presided with Ms.
3 McFarland in attendance. Absent: None. Media in attendance: Palladium Item and WHON/WQLK. The
4 following business was had to-wit:

6 APPROVAL OF MINUTES OF NOVEMBER 22.1989

8 Ms. McFarland moved to approve the minutes of the previous meeting, seconded by Ms. Hauptstueck and on
9 unanimous voice vote the motion was carried.

11 APPROVAL OF CLAIMS FOR PAYMENT

13 Ms. McFarland moved to approve claims in the amount of 234,592.61, seconded by Ms. Hauptstueck and on
14 unanimous voice vote the motion was carried.

16 PUBLIC REQUESTS AND COMMENTS

18 Roving Nativity Scene

20 The Board received a request from the Centerville Christian Church to bring a live nomadic Nativity Scene to
21 various nursing homes in Richmond on December 19, 1989. The request was to provide a police escort due to
22 the slow moving vehicle.

24 Captain Williams told the Board that he would be able to provide a police escort and that the event would be
25 from 6:00 PM to 8:00 PM.

27 Ms. McFarland moved to approve a police escort for a roving Nativity Scene on December 19, 1989 from 6:00
28 PM to 8:00 PM for the Centerville Christian Church,seconded by Ms. Hauptstueck and on unanimous voice vote
29 the motion was carried.

39 Report on School Buses Parked at Southvlew Apts.

41 Captain Williams reported to the Board that he had issued one ticket and the buses were off the street.

43 Ms. McFarland asked about the complaint on semi-trailers and Captain Williams said he had not seen any in the
44 area but would continue to check and would also respond to any specific complaints.

48 Update on Unsafe Building Order-430 South 14th

50 Ms. Sarah Braxton, Assistant Director of Planning, told the Board that she was unable to give an update this
51 morning due to the absence of Mr.Phil Craft.

53 The Board requested the item be kept on the agenda.

57 October Monthly Report

59 Assistant Chief Joe Pierce presented the Monthly Report. The report showed a total of 83 runs with an
60 estimated fire loss of 29,623.00.

62 Ms. McFarland moved to accept and file the October Monthly Report of the Richmond Fire Department,
63 seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried.

65 Installation of Fire Hydrant-Union Pike

1 Assistant Chief Pierce presented a request to place a hydrant on the east side of Union Pike across from
2 Industries Road for the fire protection required for Hills Pet Products.

4 Ms. McFarland moved to approve the placement of a fire hydrant on the east of Union Pike across from
5 Industries Road,seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried.

7 HUMAN SERVICES OFFICE

9 Approval to Submit Application for Funds with Area IX Agency on Aging

11 A request was submitted to the Board from the Human Services Office for authorization to submit an application
12 for funds for the Senior Transportation and the Information and Referral Programs to the Area IX Agency on
13 Aging for Older Americans Funds to assist in support of these programs..

15 Ms. McFarland moved to approve the submission of an application and entering into a contract for funds with the
16 Area IX Agency on Aging for funds for the Senior Transportation and Information and Referral, seconded by Ms.
17 Hauptstueck and on unanimous voice vote the motion was carried.

21 Set Date to Receive Proposals for Shelter for Animals for 1990

23 Ms. McFarland moved to set December 21, 1989 at 9:00 AM as the date and time to receive sealed proposals
24 for the provision of shelter for animals for the City of Richmond for 1990, seconded by Ms. Hauptstueck and on
25 unanimous voice vote the motion was carried.
