INDIANA.JULY 13. 1989 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session July 13, 1989 2 at the hour of 9:00 A.M. in the Municipal Building in said City. Mr. Barden presided with Ms. Hauptstueck and 3 Mr.Willis in attendance. Absent: None. Media in attendance: WKBV/WFMG. The following business was had 4 to-wit: 5 6 7 RECEIVE BIDS FOR ROOFS FOR MUNICIPAL BUILDING AND AIRPORT ADMINISTRATION BUILDING 8 9 Mr. Barden opened the bidding for roof for the Municipal Building and the Airport Administration Building. 10 Having received all bids, Ms. Hauptstueck moved to close the bidding, seconded by Mr. Willis and on 11 unanimous voice vote the motion was carried. 12 13 Mr. Barden examined the Proof of Publication and found it to be in order. Ms. Hauptstueck moved to accept and 14 file the Proof of Publication,seconded by Mr.Willis and on unanimous voice vote the motion was carried. 15 16 Purchasing Director, Rita Stout explained that she would not read any item pricing, but would do system and 17 alternate totals with the bids being available for inspection immediately following the opening. It was also noted 18 that the Approved Application Form and warranty from Trimco had been received for all bidders. The following 19 bids were opened: 20 21 1. Ralph R. Reeder and Sons of Indianapolis. The bid was on the proper form, signed, notarized and 22 accompanied by a bid bond. The bid for System 1/ City Building Roof was 140,731.00, System 23 1/Airport Building was 25,299.00. The bid for the approved alternate for the City Building was 24 122,827.00 and the Airport Building was 23,635.00. The bid for System 2 for the City Building was 25 134,191.00 and for the Airport Building was 22,489.00. 26 27 2. Nationwide Roofing of Dayton, Ohio. The bid was on the proper form, signed, notarized and 28 accompanied by a bid bond. The bid for System 1/ City Building Roof was 164,954.00, System 29 1/Airport Building was 27,801.00. The bid for the approved alternate for the City Building was 30 140,687.00 and the Airport Building was 21,971.00. The bid for System 2 for the City Building was 31 148,513.00 and for the Airport Building was 24,080.00. 32 33 3. R. Adams Roofing, Inc. of Indianapolis. The bid was on the proper form, signed, notarized and 34 accompanied by a bid bond. The bid for System 1/ City Building Roof was 175,931.00, System 35 1/Airport Building was 25,621.00. No bid for the approved alternate. The bid for System 2 for the City 36 Building was 152,481.00 and for the Airport Building was 23,311.00. 37 38 4. Command Roofing of Dayton, Ohio. The bid was on the proper form, signed, notarized and 39 accompanied by a bid bond. The bid for System 1/ City Building Roof was 194,339.00, System 40 1/Airport Building was 27,790.00. The bid for the approved alternate for the City Building was 41 186,539.00 and the Airport Building was 25,887.00. The bid for System 2 for the City Building was 42 186,539.00 and for the Airport Building was 25,887.00. 43 44 5. AAA Roofing Company, Inc. of Indianapolis. The bid was on the proper form, signed, notarized and 45 accompanied by a bid bond. The bid for System 1/ City Building Roof was 145,638.00, System 46 1/Airport Building was 25,922.00. The bid for the approved alternate for the City Building was 47 126,212.00 and the Airport Building was 24,490.00. The bid for System 2 for the City Building was 48 136,339.00 and for the Airport Building was 22,978.00. 49 50 Having opened all bids, Ms. Hauptstueck moved to refer the bids to the City Engineer and the Purchasing 51 Director for evaluation and recommendation, seconded by Mr. Willis and on unanimous voice vote the motion 52 was carried. 53 54 MISCELLANEOUS BUSINESS 55 56 GENERAL ORDER NO.1-1989 57 58 Replace of Police Department Body Armor 59 60 Ms. Hauptstueck moved that in order to insure the safety of the members of the Richmond Police Department, 61 The Board of Public Works and Safety authorizes the Purchasing Office to proceed with the necessary 62 arrangements to replace the body armor of the members of the Richmond Police Department as prescribed by 63 the manufacturer's warranty,seconded by Mr.Willis and on unanimous voice vote the motion was carried. 64 65 Mr. Barden explained it was discovered that much of the body armor was out of warranty and would be replaced on a rotating pattern. 9 / Board of Works Minutes Cont'd July 13, 1989 Page 2 1 APPROVAL OF MINUTES OF JULY 6. 1989 2 3 Ms. Hauptstueck moved to approve the minutes of the previous meetings as prepared, seconded by Mr. Willis 4 and on unanimous voice vote the motion was carried. 5 6 APPROVAL OF CLAIMS FOR PAYMENT 7 . 8 Mr. Willis moved to approve claims in the amount of 25,187., seconded by Ms. Hauptstueck and on unanimous 9 voice vote the motion was carried. 10 11 PUBLIC REQUESTS AND COMMENTS 12 13 Residential Handicapped Parking Renewal-226 South 11th 14 15 The renewal application of Mae McNew for a residential handicapped parking space was presented to the Board 16 for action. Captain Williams informed the Board the renewal was in order and met the guidelines. 17 18 Mr. Willis moved to approve the renewal of a residential handicapped parking space at 226 South 11th Street, 19 seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 20 21 TABLED ITEMS 22 23 Residential Handicapped Parking-402 1/2 North 19th Street 24 25 Captain Williams informed the Board the request did meet the guidelines and recommended approval. 26 - 27 Mr. Willis moved to approve the renewal of a residential handicapped parking space at 402 1/2 North 19th 28 Street,seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 29 30 RICHMOND POWER &LIGHT 31 32 Street Light Request 33 34 Mr. Robert Hankosky, Distribution Engineer with Richmond Power& Light presented plans to the Board for the 35 lighting of Commerce Road. The plans required 15 sodium pendant lights at a monthly increase to the City of 36 178.80. 37 38 Mr. Hankosky stated that the Street Light Committee of the Richmond Power&Light had approved the request. 39 40 Ms. Hauptstueck moved to approve the installation of 15-250 Watt sodium pendant street lights on Commerce 41 Road at a monthly rate of 178.80, seconded by Mr.Willis and on unanimous voice vote the motion was carried. 42 43 DEPARTMENT REQUESTS AND COMMENTS 44 45 FIRE DEPARTMENT 46 47 Battalion Chief Promotion 48 49 Chief Donald Trotter requested the Board to approve the appointment of Lt. Michael Allen as Battalion Chief, 50 effective July 10, 1989. He said Mr. Allen's appointment was based on promotional exams and interview by a 51 Board of Review. 52 53 Ms. Hauptstueck moved to approve the appointment to the probationary rank of Battalion Chief of Lt. Michael 54 Allen, effective July 10, 1989, subject to having obtained the certification for the rank of Master Fire Fighter as 55 set out in General Administrative Rule 655 Indiana Administrative Code 1-1 for the State of Indiana, Section 6, 56 within the six month probationary period, seconded by Mr. Willis and on unanimous voice vote the motion was 57 carried. 58 59 Fire House Closing_ 60 61 Mr. Barden inquired as to the reasons for the closing of Fire House No. 5 and if there was no available overtime 62 funds to call in additional manpower. 63 64 Chief Trotter told the Board he had used his overtime budget. 65 Board of Works Minutes Cont'd July 13, 1989 Page 3 1 Mr. Barden asked if consideration had been given to requesting an additional appropriation. He said the public 2 perception of the unexplained closing of a Fire House was negative and he would like to see it avoided. 3 4 Chief Trotter said a house had been closed both Friday and Sunday due to no supervisory personnel available to 5 assign. 6 7 Mr. Willis said he felt permanent fixed stations were wrong anyway and the major concern was that the 8 manpower was where it needed to be located. 9 10 Chief Trotter told the Board a study had been completed that recommended no two men trucks be allowed and 11 the closing of a house allowed for three men trucks with proper supervision. 12 13 Mr. Barden suggested that in the future more publicity needed to be given out to the public to explained how and 14 why this was being done in order to offset a possible emergency situation of the public expecting the Fire 15 Houses to be open. 16 17 Mr.Willis said he had no problem with displacing forces where they were needed. 18 19 Chief Trotter said it was not uncommon in fire services to close a house if it was not adequately staffed. 20 21 Mr. Barden said he understood the situation, he only felt the public needed to be educated of any changes. 22 23 Chief Trotter explained there were different reasons for closing a station such as apparatus or manpower. 24 25 The Board inquired as to the status of the study completed on fire services and why they had not received a 26 copy and it was explained that the study was as of yet incomplete,only in draft form. 27 28 POLICE DEPARTMENT 29 30 Clicking of Police Radios 31 32 Mr. Barden requested a formal report be made to the Board at its next regular meeting regarding allegations of 33 clicking in police radios to interfere with transmission. 34 35 PLANNING PERMITS AND INSPECTION 36 37 Report on Junk Cars in the 1300 Block of NW L Street 38 39 Mr. Dennis Bronston reported that the owner had been contacted to clean up the area. 40 41 Report on Permits Issued on Unsafe Property of Clara Hall on South 14th Street 42 43 Mr. Bronston told the Board no permits had been issued and the Planning Department would be issuing an 44 Order to cause the owner to come back before the Board. 45 46 DIRECTOR OF ADMINISTRATIVE SERVICE 47 48 Designee to Give Aptitude and Agility Tests 49 50 Chief Trotter requested the Board to designate the Fire Department and the Director of Administrative Services 51 as the Board's official designee to administer the aptitude and physical agility testing for persons to be 52 considered for hire. He explained this was necessary per a new state law and was only for persons going 53 through the hiring process. 54 55 Ms. Joyce Schmitz, Director of Administrative Services, told the Board they have an agreement with a testing 56 firm and the requirements are that one person have access to the materials and need an official designee. 57 58 Ms. Hauptstueck asked about the tests needing to be certified by the Board of Works and Chief Trotter made 59 some comment about the Pension Board certifying results to PERF. 60 Fite 61 Mr. Willis moved to designate the Richmond.Ps#iee Department and the Director of Administrative Services to 62 conduct aptitude and physical agility testing for the Fire Department hiring procedures, seconded by Ms. 63 Hauptstueck and on unanimous voice vote the motion was carried. 64 65 Board of Works July 13, 1989 Page 4 1 UNSAFE BUILDING HEARINGS 2 3 236 KINSEY STREET 4 5 Mr. Bronston informed the Board that Notice of Hearing had not been served in a timely fashion and the 6 Planning Department would need to reissue the order. 7 8 112-114 NORTH 14TH STREET 9 10 Mr. Bronston told the Board that an order was issued on June 27, 1989 and no Notice or return receipt had yet 11 been received on the hearing thereby making it necessary to reissue the order. 12 13 Mr. Bronston took the opportunity to thank the Board for their assistance over the past years since this was his 14 last meeting, having resigned from his position. 15 16 Mr. Barden extended the thanks of the Board to Mr. Bronston and wished him well in his future endeavor. 17 18 ADJOURNMENT 19 20 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 21 22 23 24 25 26 27 Kenneth E.
