BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA.JULY 6. 1989
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session July 6, 1989 at
2 the hour of 9:00 A.M. in the Municipal Building in said City. Mr. Barden presided with Ms. Hauptstueck and Mr.
3 Willis in attendance. Absent: None. Media in attendance: Palladium Item and WHON/WQLK. The following
4 business was had to-wit:

6 APPROVAL OF MINUTES OF JUNE 29. 1989

8 Ms. Hauptstueck moved to approve the minutes of the previous meetings as prepared, seconded by Mr. Willis
9 and on unanimous voice vote the motion was carried.

11 APPROVAL OF CLAIMS FOR PAYMENT
12 .
13 Ms. Hauptstueck moved to approve claims in the amount of 659,427.20, seconded by Mr. Willis and on
14 unanimous voice vote the motion was carried.

16 PUBLIC REQUESTS AND COMMENTS

18 Noise Control Ordinance Waiver

20 The Christ Tabernacle Apostolic Faith Church, 248 Pearl Street, requested the Board for a waiver for the Noise
21 Control Ordinance for a district meeting to be held in the parking lot at Westwood Apartments on July 8, 1989
22 from 5:30 to 6:30 PM.

24 Captain Williams expressed no concerns with the event.

26 Mr. Willis moved to approve a waiver to the Noise Control Ordinance for the Christ Tabernacle Apostolic Faith
27 Church on July 8, 1989 from 5:30 to 6:30 PM, seconded by Ms. Hauptstueck and on unanimous voice vote the
28 motion was carried.

32 Trash Receptacles Located in the Alley behind Rax-National Road West

34 Mr. Willis explained that the Sanitary District had made changes in the route system after Rax designed their
35 corral which causes the containers to be behind the restaurant for the side loader pick up.

37 Captain Williams said he had investigated the situation and the containers did not obstruct traffic.

39 Mr. Barden suggested the matter be finally referred to the Sanitary District.

41 Mr.Willis said the Sanitary District was going to clean up the containers and see about making a special effort to
42 clean up better around the area.

44 Ms. Hauptstueck said she had also driven the area and found no problem with traffic, but did feel the Sanitary
45 District could be asked to make a special effort to keep the area cleaned up.

47 No further action was taken by the Board.

49 South 15th Street Improvements-Greenwood Apartments

51 There was no one in attendance to represent Greenwood Apartments with their inquiry about improvements for
52 South 15th Street.

54 Mr. Barden requested the item be stricken from the Agenda until further contact by made by Greenwood.

56 Mr. Willis said the City did survey the street since the residents were opposed to a curb cut for Greenwood
57 without improvements being made to the street. He indicated the street was narrow, but no funds were available
58 to make the improvements.

60 Mr. Barden suggested the matter be referred to the City Engineer for further investigation and be stricken from
61 the Agenda until such time as it need return for action.

63 Ms. Hauptstueck moved to refer the request from Greenwood Apartments for street improvements on South
64 15th Street to Public Works Director, Robert WiWi, seconded by Mr. Willis and on unanimous voice vote the
65 motion was carried.

1 Wernle Home Activity-5 K Run Final Route

3 Captain Williams informed the Board he had spoken with Ms. Mueller and has agreed on the route they indicated
4 was first choice and they will do an escort.

6 The Board requested Captain Williams to file a copy of the map with the City Clerk.

8 Mr. Willis moved to approve temporary closing of appropriate streets on July 9, 1989 from 9:00 AM to 9:40 AM
9 for a 5 K Run for Wernle Home, as approved by the Traffic Division, seconded by Ms. Hauptstueck and on
10 unanimous voice vote the motion was carried.

12 Residential Handicapped Parking-402 1/2 North 19th Street

14 Captain Williams requested the matter remain tabled since he had a problem he needed to discuss with the
15 resident and had been unable to make contact.

17 Ms. Hauptstueck moved to leave the request for residential handicapped parking at 402 1/2 North 19th Street
18 tabled, seconded by Mr.Willis and on unanimous voice vote the motion was carried.

20 Truck Traffic on Richmond Avenue

22 The request of Nova Gibson, 634 Richmond Avenue, for Caution-Children at Play signs due to the truck traffic
23 and the speed of the trucks was returned for action.

25 Captain Williams said he did speak with Ms.Gibson and the trucks are entering Richmond Avenue at a high rate
26 of speed and are coming up into her yard. He said he felt the situation was dangerous and had already posted
27 the signs.

29 Mr. Willis suggested that Captain Williams contact Manville regarding the problem. He said the trucks would
30 have to be more careful or the City would give citations.

34 PURCHASING OFFICE

36 Set Date to Receive Bids for Phase II of the Downtown Renovation Project

38 Ms. Rita Stout, Purchasing Director, explained that they were ready to bid Phase II of the Downtown Renovation
39 Project in connection with the Main Street Program and they would be doing sidewalk and curb on South 8th and
40 the parking lot between 6th and 7th Streets.

42 Ms. Hauptstueck moved to set August 3, 1989 at 9:00 AM to receive bids for Phase II of the Downtown
43 Renovation Project, seconded by Mr.Willis and on unanimous voice vote the motion was carried.

45 Mr. Barden inquired about Phase I coming in over the cost estimate and is there had been a revised estimate for
46 Phase II.

48 Ms. Stout explained there was a revised cost estimate and scope of project for Phase II.

50 Execution of Contract for Phase I of the Downtown Renovation Project

52 Ms. Stout presented the Board the Contract with Stone Valley Paving, as awarded by bid on June 29, 1989,for
53 their signature.

55 PLANNING PERMITS AND INSPECTION

57 Report on Car Repairs at 120 S.W. G Street

59 Mr. Dennis Bronston said he had been receiving this complaint for several years, but can't sufficiently identify a
60 repair business in the area for any zoning violations.

62 Mr. Barden added that he had responded within a few minutes to complaints and there would be no activity in
63 the area. He said the reason he had requested further investigation was a complaint from the Council about two
64 (2)trucks full of parts parked at this address at 12:00 midnight.

1 Mr. Barden asked that the Police Department make periodic check of the area.

3 Mr. Bronston said that Planning will also continue to monitor the complaints.

5 Mr. Barden said part of the difficulty with the situation is that complainants will not verify their complaints in
6 writing and the City has been unable to witness any violations.

8 Report on Hossman Property-Richmond Avenue

10 Mr. Bronston reported to the Board that this property is located behind the antenna service at 25 Richmond
11 Avenue and has been vacant for several years, but is secured. Mr. Bronston said he was unable to gain access
12 for an inspection and requested the City Attorney to file for an Inspection Warrant.

14 Report on Unsafe Property of Clara Hall-South 14th Street

16 Mr. Bronston reported that Ms. Hall had been able to pay her back real estate taxes and secure a loan for
17 repairs, but to date no one has been in the Planning Office to secure permits.

19 Mr. Barden requested Mr. Bronston to bring the item back to the Board if no permits had been secured by the
20 end of the week.

22 Report on Unsafe Property-541 South 5th Street

24 Mr. Bronston said he had been informed by the Mr. David Gethers,Attorney for Mr. King,that the title defect had
25 been cleared up, but he had been unable to contact Mr. King regarding repairs being started.

27 Mr. Barden requested the item returned to the agenda if Mr. Bronston had not heard from Mr. King within the
28 next ten days.

30 Mr.Willis asked that a report be made to the Board in two weeks on the status of the property.

34 BUS BENCHES NOT OWNED BY CITY

36 Mr. Barden explained that the Board was requested by Council to investigate privately owned bus benches being
37 placed around the City. He asked Mr. Bronston is they might be considered billboards, thereby placing the
38 property owners allowing the benches on their properties to be in violation of the signage ordinance.

40 Mr. Bronston said if they were not in the right of way,they would fall under the sign ordinance. He added if they
41 have permission of the property owner to be place there,they would have to have a permit.

43 Mr. Bronston will investigate the situation further.

49 Mr.Willis moved grant Grievance No. 1-1989 to honor the request of Mr.Jerald Rigsby for a scheduled vacation
50 date, with times to be finalized with the Chief's Office, seconded by Ms. Hauptstueck and on unanimous voice
51 vote the motion was carried.

55 Mr.Willis moved to deny Grievance No.4-1989, seconded by Ms. Hauptstueck and on unanimous voice vote the
56 motion was carried.

3 Mr. Willis moved to grant Grievance No. 6-1989 to withdraw a reprimand issued to W.Joseph Pierce, seconded
4 by Ms. Haupstueck and on unanimous voice vote the motion was carried.

6 Mr. Barden announced Grievances No.2 and 3-1989 were still under advisement.
