A JOINT RESOLUTION OF THE CITY OF LYNWOOD (CITY), AND THE CITY OF
LYNWOOD HOUSING AUTHORITY (LHA) APPROVING THE AGREEMENT WITH
MDG ASSOCIATES, INC. FOR ON-CALL SERVICES FOR THE HOUSING
REHABILITATION PROGRAM, AFFORDABLE HOUSING RELATED SERVICES,
AND GRANT RELATED SERVICES
WHEREAS, the City of Lynwood and the Lynwood Housing Authority
(collectively, the "Authority") identified various current and future projects that require
housing rehabilitation program, affordable housing administration and non-housing
grant related support services; and
WHEREAS, MDG Associates, INC. ("MDG") submitted a statement of
qualifications (SOQ) per the City's SOQ process as issued on October 18, 2010 by the
former Lynwood Redevelopment Agency (Agency); and
WHEREAS, MDG was selected as a pre-approved firm for on-call professional
services per Agency Resolution No. 2010.052; and
WHEREAS, on December 7, 2010 MDG Associates, Inc. ("MDG"), one of the
selected firms, was approved to enter into a contract with the Agency and effectively
provided subject services to the Agency through fiscal year 2012; and
WHEREAS, on September 20, 2010 MDG Associates, Inc. ("MDG"), , was
approved to enter into a joint contract with the City/Agency (City Resolution 2011.214,
Agency Resolution 2011.037) and effectively provided subject services to the City and
Agency through fiscal year 2012; and
WHEREAS, as of July 1, 2012, MDG's contract expired and though the majority
of their services will not be retained due to budgetary restraints, certain housing aspects.
of their service would continue to benefit the City; and
WHEREAS, On May 7, 2013 Council approved to extend. MDG's Contract
exclusively for housing services due to funding constraints for other services previously
provided; and
WHEREAS, On December 31, 2013, MDG's contract will expire, and housing
along with certain services including grant monitoring and reporting will continue to be
needed; and
WHEREAS, the Authority has determined the services of the Consultant are still
valuable and needed in order to maintain the existing level of supportive housing
rehabilitation program and affordable housing related services to the Authority and
community; and
WHEREAS, the Authority and has determined the services of the.Consultant will
be a valuable and needed support resource to maintain the existing level of efficiency in
monitoring and reporting for grant related projects to the City and community due to the
overwhelming success in the pursuit of grant funding over the past this fiscal year(s); and
WHEREAS, based on performance and workload, the:Authority. has determined
there is a continued need to retain MDG for assistance"for a time..period which will be
extended to December 1, 2014 and has determined a budget for these services not to
exceed $100,000; and -
WHEREAS, the eligible services to be performed by MDG•will be,funded by
HOME, CDBG, LHA and administrative funds will also be available from-certaih grants
for the reporting and monitoring services.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD AND,
LHA BOARD DOES HEREBY RESOLVE, DECLARE,,DETERMINE`AND ORDER AS,
FOLLOWS:
Section 1. That the Lynwood Housing Authority authorizes an appropriation
from revenue funds for the continued use of MDG to provide housing rehabilitation
program, and affordable housing professional services for'projects and programs of the
LHA under the supervision of Community Development Department staff in a not-to
exceed contract amount of$100,000.
Section 2. That the Lynwood City Council authorizes `appropriation;;HOME,
CDBG Rehabilitation Program and use of Grant Administration Funds as needed for the
continued use of MDG to provide housing'rehabilitation, program, affordable housing,
and grant monitoring and reporting professional services for current and'future projects
under the supervision of Community Development Department staff:
Section 3. The LHA Board, and City Council authorize the Chairperson/Mayor,
Executive Director/City Manager or appointed designee to execute,an agreement with
MDG in the amount $100,000, in a form approved by the Authority/Agency Counsel/City
Attorney. This initial agreement will not exceed $100,000 for the period of December 1,
2013 to December 1, 2014. At the City's discretion and Executive Director/City
Manager's approval, the contract for services may continue on a month to month basis
based on terms set forth in subject agreement pursuant to Section 3B(i) of said
agreement.
Section 4. This Resolution shall -take. effect immediately upon, approval by
majority vote of the members of the LHA Board and City Council.
