CITY OF RICHMOND. INDIANA. APRIL 27. 1989
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session April 27, 1989
2 at the hour of 9:00 A.M. in the Municipal Building in said City. Mr. Barden presided with Ms. Hauptstueck in
3 attendance. Absent: Mr. Willis. Media in attendance: WHON/WQLK and WKBV/WFMG. The following
4 business was had to-wit:

6 APPROVAL OF MINUTES OF APRIL 20.1989

8 Ms. Hauptstueck moved to approve the minutes of the previous meetings as prepared, seconded by Mr. Barden
9 and on unanimous voice vote the motion was carried.

11 APPROVAL OF CLAIMS FOR PAYMENT

13 Ms. Hauptstueck moved to approve claims for payment in the amount of 3,587,380.13, seconded by Mr.
14 Barden and on unanimous voice vote the motion was carried.

24 MISCELLANEOUS BUSINESS

26 Clicking on Police Radios

28 Mr. Barden reported that Acting Chief Ponder was following up on the allegations of clicking on the Police radios
29 in order to disrupt transmission and that Acting Chief Ponder will report to the Board of Public Works and Safety
30 if necessary.

32 Repair of City Building Steps

34 Mr. Barden requested an order be issued from the Board to the appropriate party to repair the west steps to the
35 City Building or close them immediately due to the safety hazards involved.

37 Ms. Hauptstueck so moved to issued an order for the repairs of the steps at the west entrance to the City
38 Building, seconded by Mr. Barden and on unanimous voice vote the motion was carried.

44 Agility Testing/Use of Parking Garage

46 A memo was presented to the Board requesting the use of the parking garage on May 21, 1989 from 7:00 AM to
47 4:00 PM for applicant agility testing with possible use on May 22, 1989 from 5:00 PM to 9:00 PM depending on
48 the number of applicants.

50 There being no problem with the request, Ms. Hauptstueck moved to approve the use of the Municipal Parking
51 Garage for Fire Department agility testing of applicants on May 21, 1989 and May 2, 1989, seconded by Mr.
52 Barden and on unanimous voice vote the motion was carried.

54 Promotion of Probationary Firefighter-Timothy Brown

56 A memo from Chief Trotter informed the Board that Probationary Firefighter Timothy Brown had successfully
57 completed his probationary period effective April 14, 1989 and he recommended advancement to Firefighter.

59 Ms. Hauptstueck moved to approve the advancement of Probationary Firefighter Timothy Brown to the rank of
60 Firefighter, effective April 15, 1989, seconded by Mr. Barden and on unanimous voice vote the motion was
61 carried.

65 The March Monthly Report of the Richmond Fire Department showed a total of 65 runs with an estimated fire

1 loss of 30,955.

3 Ms. Hauptstueck moved to accept and file the March Monthly Report of the Richmond Fire Department,
4 seconded by Mr. Barden and on unanimous voice vote the motion was carried.

8 Stampers Wrecker Service

10 Mr. Barden reported that all vehicles stored at 627 Indiana Avenue would be removed by May 20, 1989 to a
11 properly zoned location and that the only vehicle stored at Stampers since the zoning petition was denied was
12 the semi trailer involved the train accident. It was stored on Indiana Avenue for two days since it couldn't be
13 placed elsewhere. All vehicles to'.ied by Stampers are being taken to the designated impound area for the City.

17 Award of Weed Removal Contract

19 Ms. Stout, Purchasing Director, recommended the contract for weed removal be awarded to Hooks Mowing
20 Service as the lowest bidder at 32.50 and that the second lowest bidder Morris be used as a secondary source.

22 Ms. Hauptstueck moved to award the contract for weed mowing services to Hooks Mowing service as the lowest
23 most responsive bidder with Morris being used as a secondary source, seconded by Mr. Barden and on
24 unanimous voice vote the motion was carried.

26 Award Bids for Park Departmen Mowing Equipment

28 Purchasing Director Rita Stout recommended the following bids be awarded for mowing equipment for the Park
29 Department to be purchased through the Capital Equipment fund. Ms. Stout said that due to discrepancies in
30 pricing on other equipment they would only award the bids for the Tee Mower, Tractor and Top Dresser and the
31 only bidder was Indiana Turf Equipment on these three items.

33 Ms. Hauptstueck moved to award the bid for one Tee Mower to Indiana Turf Equipment Company at 6,189.00,
34 one Tractor at 12,950.00 and ont., Top Dresser at 5,907.00, seconded by Mr. Barden and on unanimous voice
35 vote the motion was carried.

37 South L Street Construction Inspection Contract

39 Mr. Fred Bergner of Butler Fairman Seufert, Consulting Engineers for South L Street requested the Board to
40 execute the Construction Engineering Contracts, designate an Engineer to the project and execute the LPA's
41 regarding commitment of matching funds in the amount of 25%with the funds already having been appropriated.

43 A short recess was held in order to locate necessary documents to be executed.

45 Upon reconvene of the Board Ms. Hauptstueck moved to approve and execute the LPA for the L Street
46 extension, approve and execute the Construction Engineering Agreement and to authorize a letter of
47 Engineering Designation for Mr. -.ohn Barnhizer, seconded by Mr. Barden and on unanimous voice vote the
48 motion was carried.

51 PLANNING,PERMITS AND INSPECTION

53 Straightline Pike-Auto Repair Shop Complaint

55 Mr. Dennis Bronston explained t ) the Board that the Plan Department had contracted Jim's Body Shop on
56 Straightline Pike and a meeting h id been scheduled with the County also since some of the problems are under
57 County jurisdiction. He said he would follow up and report to the Board as soon as possible.

59 South Q Street Trailer Park

61 Mr. Bronston informed the Board there were two trailer parks on South Q Street. He said if the reference was to
62 the one a 299 South Q, requests for quotes had been sent out for the removal of the trailers and due to the cost
63 involved, it was going to be necessary to schedule a public bid through the Board of Works.

3 Mr. Bronston reported to the Board that this property was the subject of a previous unsafe building hearing and
4 since has been sold to Mr. Rhett Baumgardner who would like to see the property demolished and has offered it
5 to the Fire Department for training. He said the Fire Department will try and secure the permits and if used for
6 training,the site will be cleared of all debris within ten days of the burning.

8 Monthly Report-Building Division

10 The February and March Monthly Reports of the Building Division were presented. They showed a total of 274
11 permits issued and ten buildings demolished.

13 Ms. Hauptstueck moved to accept and file the February and March monthly reports of the Building Div ision of
14 Planning, Permits and Inspection,seconded by Mr. Barden and on uanimous voice vote the motion was carried.

16 Extended Hours for Inspection Appointments

18 Mr. Bronston stated that the Planning Department would be trying an experimental program to have office hours
19 starting at 7:30 AM to allow calls to schedule inspection during the busy summer months. He said Permits can
20 also be issued during this time and information can be obtained by calling 983-7241.
