INDIANA, APRIL 20. 1989 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session April 20, 1989 2 at the hour of 9:00 A.M. in the Municipal Building in said City. Mr. Barden presided with Mr. Willis in 3 attendance. Absent: Ms. Hauptstueck. Media in attendance: WHO/WQLK and the Palladium Item. The 4 following business was had to-wit: 5 6 APPROVAL OF MINUTES OF APRIL 13.1989 7 8 Mr.Willis moved to approve the minutes of the previous meetings as prepared,seconded by Mr. Barden and on 9 unanimous voice vote the motion was carried. 10 11 APPROVAL OF CLAIMS FOR PAYMENT 12 13 Mr. Willis moved to approve claims for payment in the amount of 349,545.72 seconded by Mr. Barden and on 14 unanimous voice vote the motion was carried. 15 16 TABLED ITEMS 17 18 Curb Cut Request-Star Bank 19 20 The request for a curb cut on property owned by Star Bank, located at 1524 N.W. 5th Street was presented for 21 action. 22 23 Mr. Willis moved to grant a curb cut request onto Progress Drive from the property at 1524 N.W. 5th Street, to 24 waive the ten (10) day construction requirement and to allow an amended site plan to be filed at a later time, 25 seconded by Mr. Barden and on unanimous voice vote the motion was carried. 26 27 PUBLIC REQUESTS AND COMMENTS 28 29 Residential Handicapped Parking 30 31 1217 Parry Street 32 33 The request of Mr. and Mrs. Marcus Reeve of 1217 Parry Street for a residential handicapped parking space 34 was presented. Captain Williams informed the Board that the request met all the requirements. 35 36 Mr. Willis moved to approve the residential handicapped parking space at 1217 Parry Street, seconded by Mr. 37 Barden and on unanimous voice vote the motion was carried. 38 39 425 Richmond Avenue 40 41 The request of Lucille Hale of 425 Richmond Avenue for a residential handicapped parking space was 42 presented to the Board for action. 43 44 Captain Williams, Traffic Division, informed the Board that the request does not meet the guidelines since Ms. 45 Hale has off street parking available and he recommended denial of the request. 46 47 Mr. Willis moved to deny the request for a residential handicapped parking space at 425 Richmond Avenue, 48 seconded by Mr. Barden and on unanimous voice vote the motion was carried. 49 50 Curb Cut Requests 51 52 139 South 5th Street 53 54 A curb cut request was presented for property located at 139 South 5th Street owned by Mr. Bill Johnson. 55 Captain Williams expressed his concerns about the small amount of frontage on the 5th Street side of the 56 property and Mr. Willis noted that the curb cut would be on the B Street side of the property and he had no 57 problems. 58 59 Mr. Bronston agreed there was no problem with the cut being on the B Street side and Captain Williams also 60 agreed to recommend approval. 61 62 Mr.Willis moved to approve a curb cut for Mr. Bill Johnson on property located at 139 South 5th Street with the 63 ingress to be situation on the B Street side of the property, seconded by Mr. Barden and on unanimous voice 64 vote the motion was carried. 65 Board of Works Minutes Cont'd April 20, 1989 Page 2 1 N.W.5th and L 2 3 A curb cut request for Marsh Village Pantries, Inc. to be located at the southwest corner of NW 5th and L 4 Streets was presented. 5 6 It was explained to the Board that a curb cut on NW 5th Street would be closed and the ingress to be on L 7 Street. Traffic Division and Planning have approved the request. 8 9 Mr. Willis moved to approve a curb cut request for Marsh Village Pantries on property located at the southwest 10 corner of NW 5th and L Streets with an L Street ingress, seconded by Mr. Barden and on unanimous voice vote 11 the motion was carried. 12 13 South Fourth Street Fair 14 15 The Board received a request from Ms.Gertrude Ward for the temporary closing of South 4th Street from South 16 A to South E Streets on October 7th and 8th with rain dates on October 14th and 15th for the 9th annual Fourth 17 Street Fair. 18 19 Mr. Willis moved to approve the request for the temporary closing of South 4th Street for the Fourth Street Fair 20 on the dates requested, seconded by Mr. Barden and on unanimous voice vote the motion was carried. 21 22 Noise Ordinance Waiver-Jane Silver 23 24 Ms.Jane Silver presented a request to the Board for a waiver on the Noise Control Ordinance on May 14, 1989 25 from 8 PM to 11 PM at 400 SW H Street for an outside party to include a 10 piece jazz band. 26 27 There being no objections from the Police Department, Mr. Willis moved to approve a waiver of the Noise 28 Control Ordinance for Ms.Jane Silver,400 SW H Street on May 14, 1989 from 8 PM to 11 PM, seconded by Mr. 29 Barden and on unanimous voice vote the motion was carried. 30 31 MISCELLANEOUS BUSINESS 32 33 Mr. Barden acknowledged correspondence from Firefighters Local 1408 regarding 1990 contract negotiations 34 and referred the correspondence to the Mayor. 35 36 Zoning Complaints 37 38 Mr. Barden referred complaints of body shops operating in residential neighborhoods on Straightline Pike and 39 1451 Irish Hills Court to the Planning Department for a report in two weeks. 40 41 DEPARTMENT REQUESTS AND COMMENTS 42 43 LAW OFFICE 44 45 Stampers Wrecker Service 46 47 Mr. Barden requested the Police Department to notify Stampers Wrecker Service on Indiana Avenue that if the 48 violation of the Zoning Ordinance regarding the storage of abandoned and wrecked vehicles was not rectified 49 within one week they should appear at the Board of Works on April 27, 1989 for a hearing by the Board on the 50 possible suspension of their wrecker service from the Cities wrecker rotation list until they are in compliance with 51 all City ordinances. 52 53 PURCHASING OFFICE 54 55 Release of Weed Lien n_ 56 57 Award Bids for Aggregate and F'ituminous Materials 58 59 Purchasing Director Rita Stout recommended the aggregate and bituminous be awarded to the lowest bidder in 60 each category as follows: 61 62 Section 2. Concrete. Stonehenge at Class A Delivered at 41.25/ton, Class B Delivered at 38.25/ton, 63 Class A FOB Plant at 35.00/ton and Class B FOB Plant at 32.00/ton. 64 65 Section 3. Petroleum. All petroleums to Ashland Oil as the lowest bidder. 26 27 Section 6. Coated Aggregate or Cold Mix. Stone Valley at 23.,50/ton. 28 29 Section 6. Hot Asphalt #5 to Contractors United at 14.80/ton and #11 at Contractors United at 30 16.30/ton. 111 31 32 Ms. Stout again stressed that the bids as presented were the lowest in each instance and the prices would be for 33 a one year period through April 19, 1990. 34 35 Mr. Willis moved to award the bids for aggregate and bituminous materials to the lowest bidder in each category 36 as recommended by the Purchasing Director, seconded by Mr. Barden and on unanimous voice vote the motion 37 was carried. 38 39 Set Date to Receive Bids for Lunricants&Oils 40 41 Ms. Stout explained to the Board she would like to set May 18, 1989 to receive bids for lubricants and oils for the 42 City on a two year contract. 43 44 Mr. Willis moved to set May 18, 1989 at 9:00 AM to receive bids for lubricants and oils for the various City 45 departments,seconded by Mr. Barden and on unanimous voice vote the motion was carried 46 47 ADJOURNMENT 48 49 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 50 51 52 53 54 Kenneth E.Barden, President 55 56 57 58 59 ATTEST: 60 Mary Merchanthouse,City Clerk 61 62 63 64 65
