The Agenda Meeting of the Mayor and Council of the Borough of AGEI`M ME=
Carteret preceding the Regular Meeting, February 5, 2016, was
held on Thursday, February 4, 2016, 6:00 P.M., Council Felxvaty 4, 2016
Chambers, Memorial Municipal Building, 61 Cooke Avenue,
Carteret, New Jersey.
The following were noted present:
Mayor Daniel J. Reiman
Councilmember Vincent Bellino
Jorge Diaz
" Dennis DiMascio
" Randy Krum
" Joseph W. Sitarz
Noted Absent was Councilmember Naples.
Also noted present was Kathleen M. Barney, Municipal Clerk and
Robert J. Bergen, Law Director.
The Clerk stated that on January 4, 2016, the 2016 Annual Notice SDUE4Nr CF MEPIAG
was mailed to The Home News Tribune, The Star Leger and posted =CE
on the Bulletin Board. Notice was published in The Home News
Tribune on January 5, 2016 and The Star Ledger on January 6,
2016.

The meeting was opened with a Minute of Silent Prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.
MMM FCR Upon MMS &C by Councilmembers Sitarz and Krum and
APFffVAT, unanimous affirmative vote of the five (5) Councilmembers
present, the Minutes of January 28, 2016 were approved,
transcribed and engrossed by the Clerk.
CRDIIW;CE #16-4 ORDINANCE 816.4 was Introduced and adopted on First Reading

POLICIES"
Wyor Reime, Mayor Reiman explained this ordinance is codifying the vacation
schedule and sick policy for our various unions, departments and
employees. This would be updating the ordinance to reflect the
current contracts. He said if you were hired after 2003 you would
get less sick and vacation time, after 2007 It would be less and
after 2012 less. He said it would codify It so we would have an
understanding of everything.

ORDINANCE #16 -5 was introduced and adopted on First Reading
and the Clerk authorized and directed to advertise same for Public
Hearing to to be held on February 25, 2016, upon MMS &C by
Councilmembers Diaz and Bellino . Upon Individual Roll Call Vote
Councilmembers Bellino, Diaz, DiMascio, Krum and Sitarz voted in
the Affirmative. Councilmember Naples was noted Absent.
"AN ORDINANCE OF THE BOROUGH OF CARTERET ADOPTING THE
SALT MEADOW REDEVELOPMENT PLAN"
Mayor Reiman explained this ordinance was referred over from
the Planning Board and said this is basically the second phase of
the landfill project behind the landfill.

present, the public portion on Resolutions /Agenda Items and New AM NFIq 131EINIESS
Business was opened to the public.
Rudy Urban questioned in reference to the redevelopment of the
Salt Meadow property if that was Gorecki's property.
Mayor Reiman said that is not under this , but that is the Gorecki
property, the Cytek property and part of what was the old
municipal landfills.
Upon MMS &C by Councilmembers Sitarz and Krum and
unanimous affirmative vote of the five (5) Councilmembers
present the public portion was closed.

Mayor Reiman read the Resolutions into the record.
1. Directing the Issuance of Various Raffle Licenses.
2. Property Tax Cancellation and Refund.
3. Approving Emergency Snow Removal for the Borough Hall
Complex.
4. Authorizing Various Reimbursements for Approved
Expenses.
5. Professional Services — Najarian Associates, Re: Specialized
Planning /Engineering Services, Phase 5, Final Design —
Block 201, Lots 5.01 & 5.02.
6. Professional Services — Maser Consulting, Re: Phase 1 and
11, Environmental Site Assessment & Preliminary

%yor Reinon Mayor Reiman said in reference to resolution #5 he explained this
Re: Resolution #5 is the waterfront river walk along the southern end of the U.S.
Metals site.
Myor Reirrm Mayor Reiman said in reference to #6 this is off of the Industrial
Re: Resolution # 6 Highway and Randolph Avenue.
Pryor Reinon Mayor Reiman said in reference to #7 this is testing off of
Re: Resolution #7 municipal property to determine if there is any contamination
caused by Conrail.
CcL'r ihy8Ti 2r Sitarz Councilmember Sitarz questioned if the bill for the snow removal
was under this year or last year?

Mayor Reiman said it was from the most recent storm but the %yor Reiman
bids came in December and the contract hadn't been awarded,
but they were under contract from prior years.
Mayor Reiman then asked for a motion on the Consent Agenda.
