Penman, Interim City Manage~ _.fJ< By: Cathy Burroughs, Director of Parks and Recreation CV SUBJECT: RECOMMENDATION FROM THE PARKS AND RECREATION COMMISSION REGARDING PRIORITIZATION OF PARKS AND OPEN SPACE MASTER PLAN ACTION PLAN MATRIX RECOMMENDATION: The City Council is requested to: a) Review the priorities established by the Parks and Recreation Commission for the Action Plan Matrix (Matrix) from the Parks and Open Space Master Plan; and b) Approve or amend the priority list. BACKGROUND: 1. On October 21, 2013, the draft Parks and Open Space Plan (Plan) was presented at a public meeting held at Live Oak Park. Preliminary information on key findings from the surveys, trends, and recommendations for future parks and open space were discussed. 2. On November 12, 2013, the Plan was presented to the Parks and Recreation and Planning Commissions at a joint meeting. 3. on -April 2, 2014, the City Council adopted the Plan. 4. On April 16, 2014, the Parks and Recreation Commission reviewed the Matrix from the Plan and discussed prioritizing components of the Matrix. 5. On May 21, 2014, the Parks and Recreation Commission approved the priority list recommended by staff, with revisions. City Council June 3, 2014 Page 2 of 3 ANALYSIS: To assist staff in implementation of the recently adopted Plan, the Parks and Recreation Commission was requested to review the Matrix for Facilities and Programs and prioritize the various components. At the April 16, 2014 regular meeting of the Parks and Recreation Commission, the Commission began a discussion on prioritizing the Facilities/ Amenities Matrix and directed staff to develop a prioritization list based on Commission comments and recommendations. Staff presented a recommended priority list for the Commission's review and consideration at their May 21, 2014 meeting. During discussion of this item at the May 21, 2014 Parks and Recreation Commission meeting, the Commission recommended several changes to staff's priority list as follows: J» Meet and develop use agreement with Los Angeles County for development of trails in Eaton and Arcadia washes and develop plans. Staff Ranking: 4 Commission Ranking: 1 Commission Justification: Trails were ranked #1 as the most unmet need by residents; possible grants for trails within next year and ranking #1 may provide higher score in competitive grant applications. J» Prepare Master Plans for Live Oak and Temple City Parks. Staff Ranking: 1 Commission Ranking: 2 Commission Justification: Commission concurred that plans were necessary for coordinating improvements at existing facilities but felt trails should be higher priority as explained above. J» Meet with private schools/churches to discuss possible use of property for park and open space development. Staff Ranking: "Lower Priority/Other Items" Commission Ranking: 9 Commission Justification: Commission argued that although there may not be many viable locations, there are a few that could possibly be used for public space and felt this should be included in the top 1 0. J» Discuss with Los Angeles County possible incorporation of property at 6499 Rosemead Blvd. Staff Ranking: 9 Commission Ranking: Move to "Lower Priority/Other Items" City Council June 3, 2014 Page 3 of 3 Commission Justification: Commission did not feel this was a high priority due to the location and size of the property. "» Check on possible closure of Temple City Post Office. Staff Ranking: 1 0 Commission Ranking: Move to "Lower Priority/Other Items" Commission Justification: Commission did not feel this was a feasible option at this time and felt staff resources could be better utilized. Staff concurs with the Commission's revisions. Attached to this staff report is the Parks and Recreation Commission's approved Priority Ranking which includes reasons for the ranking and any action on the item to date (Attachment "A"). The Commission requested quarterly updates from staff on the progress of items included in the Priority Ranking as well as updates on the Plan as a whole. CONCLUSION: With adoption of the Parks and Open Space Master Plan by the City Council, the Parks and Recreation Commission was requested to review and prioritize the Action Plan Matrix to assist staff in budgeting for, and implementation of the various components of the Plan. The Commission has prioritized the Facility/Amenity Matrix. The City Council is requested to review and approve or amend the Commission's Priority Ranking. FISCAL IMPACT: Approval of this item does not have a direct impact on the Fiscal Year (FY) 2013-14 adopted budget, nor on the FY 2014-15 proposed budget. Funds have been included in the FY 2014-15 proposed budget for development of Master Plans for Live Oak and Temple City Parks. It is not anticipated that additional funds will be needed for projects in the Action Plan Matrix until FY 2015-16. ATTACHMENTS: A. With limited space available on City property and with the TCUSD planning to improve its pool at Temple City High School, it makes sense to work with the TCUSD on this joint project. Allowing public access to schools sites (after school hours) may be one way to increase park acreage without purchasing property. During the community meetings, the majority of participants stressed the need to work with the school districts for amenities such as pools, gymnasiums and playgrounds. Discussions have been ongoing between the City and the TCUSD regarding joint projects. There are not many private schools and churches in the City that have a sufficient amount of open space to realistically allow public use. Most of these locations are already heavily used by their students and/or congregations. Staff has contacted both Sunny Slope Water and California American Water companies to discuss possible use of four sites in the City. Both companies indicated the sites are active wells and therefore public use is not possible at this time. They were requested to notify the City if the well sites become inactive in the future. •!• Meet with Southern California Edison (SCE) to discuss possibilities of using easement west of City boundaries for parks and open space. Because the location is outside the City limits (by several blocks), is currently developed as a nursery, and, due to the size of the property, development would be extremely costly, this item is not recommend as a high priority. •!• Contact owner of property at southwest corner of Live Oak and McCullough to discuss purchase of property for park and open space development. The property is about six blocks from Live Oak Park Staff believes any additional open space should be located in other areas of the City and resources should be focused on those items. •!• Discuss with LA County possible incorporation of property at 6499 Rosemead Blvd. If/when considered, staff recommended this item be revised. Incorporation/annexation of property was not required nor recommended Instead, if pursued, staff recommends working with the County, as a joint project, to purchase and develop the property for a small park The Commission did feel this was a great location for a park and recommended it be a lower priority. •!• Check on possible closure of Temple City Post Office. Although the post office in Temple City is not likely to close in the near future, if it does become available, staff felt the location, in the center of the City, would bring much needed park/open space to that area. Staff time would be minimal. The Commission felt, even though it would not take a significant amount of time, that staff should focus on other, more realistic items. PRIORITIZATION OF PARKS AND OPEN SPACE MASTER PLAN ACTION PLAN MATRIX Parks and Recreation Director Burroughs presented the staff report requesting the Commissioners to review and amend or approve the rankings developed by staff. Chairman Georgina requested the following changes: 1) Move "Discussion of LA County possible incorporation of property at 6499 Rosemead Boulevard" (item 9) and "Possible closure of Temple City Post Office" (item 1 0) as the least priority; 2) Replace item 9 with "Meet with private school/churches regarding possible use of property for park and open space development"; 3) Move "Meet with LA County to discuss development of trails in Eaton and Arcadia washes and applying for grants" (item 4) to item 1; and 4) Move "Prepare Master Plans for Live Oak and Temple City Parks" to item 2, and move everything else down the list. After discussion, Chairman Georgina made a motion to approve the priority rankings, incorporating the changes above, seconded by Vice Chair Haddad.
