HomeMy Public PortalAbout11-23-1988 / 9 � BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 23, 1388 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session November 23, 2 1988 at the hour of 9:00 A.M. in the Municipal Building in said City. Mr. Barden presided with Ms. Hauptstueck 3 in attendance. Absent: Mr.Willis. The following business was had to-wit: 4 5 RECEIVE BIDS FOR RAILROAD SPUR 6 7 Mr. Barden opened the bidding for railroad spur for Landis Plastics. 8 9 Mr.Barden inquired if the bidding had been duly published and having examined the Proof of Publication and 10 finding it in order, Ms. Hauptstueck moved to accept and file the Proof of Publication,seconded by Mr. Barden 11 and on unanimous voice vote the motion was carried. 12 13 Having received all bids, Mr. Barden moved to close the bidding, seconded by Ms. Hauptstueck and on a 14 unanimous voice vote the motion was carried. 15 16 Rita Stout, Purchasing Director, opened the following bids and announced that the bids were on the proper bid 17 documents and a proper bid bond was attached and that each bidder had received addendum no. 1. 18 . 19 1. Newberry Construction-Westchester,Ohio 20 Section 1. $13,062. 21 Section 2. 38.099. 22 TOTAL $51,161. 23 24 2. Central Engineering&Construction-Indianapolis, Indiana 25 Section 1. $13,998 26 Section 2. 35.434 27 TOTAL $49,432. 28 29 3. Tillet Engineering Renselaer, Indiana 30 TOTAL $67,765. 31 32 Ms. Hauptstueck moved to refer the bids to Ralph Willis, John Barnhizer and the Purchasing Office for 33 examination and recommendation, seconded by Mr.Barden and on unanimous voice vote the motion was 34 carried. 35 36 APPROVAL OF MINUTES OF NOVEMBER 17, 1988 37 38 Ms. Hauptstueck moved to approve the minutes of the previous meeting as prepared, seconded by Mr. Barden 39 and on unanimous voice vote the motion was carried. 40 41 APPROVAL OF CLAIMS FOR PAYMENT 42 43 Ms. Hauptstueck moved to approve claims in the amount of 444,498.45 for payment, seconded by Mr. Barden 44 and on unanimous voice vote the motion was carried. 45 46 PUBLIC REQUESTS AND COMMENTS 47 48 Old Richmond Court-use of Public Right of Way 49 50 Toby Werner and Pat Focht were present to request that use of the right of way be approved for lighting to be 51 placed at 201 - 211 South 5th Street. Proof of insurance liability was presented and the City will be held 52 harmless. 53 54 Ms. Hauptstueck moved to approve the request for use of public right of way at 201-211 So. 5th Street, 55 seconded by Mr. Barden and on unanimous voice vote the motion was carried. 56 57 58 DEPARTMENT REQUESTS AND COMMENTS 59 60 FIRE DEPARTMENT 61 62 Use of Equipment in Holiday Parade 63 64 Cheif Trotter stated he has no problem with using fire department equipment for the parade but does not know 65 yet what will be used. He is willing to co-operate.The parade will be Nov.26. ( Board of Works Minutes Cont'd Nov.23, 1988 Page 2 1 Ms. Hauptstueck moved to approve the use of fire department equipment for the Holiday parade on Nov. 26, 2 seconded by Mr. Barden and on unanimous voice vote the motion was carried. 3 4 5 PURCHASING 6 7 Ms. Rita Stout requested the board approve a bid contract with C.A. Kahl , Inc. for the Sheridan St. -Phase II 8 project. 9 10 Ms. Hauptstueck moved to approve and sign the contract with C.A. Kahl, Inc. for the Sheridan St. -Phase II 11 project,seconded by Mr. Barden and on unanimous voice vote the motion was carried. 12 13 PLANNING. PERMITS & INSPECTION 14 15 Finding of Fact-402 North 14t11 16 17 Mr. Bronston reported that the building has been demolished and the finding of fact needs to be approved and 18 signed by the board. 19 20 Ms. Hauptstueck moved to approve and sign the finding of fact at 402 No. 14th street,seconded by Mr.Barden 21 and on unanimous voice vote the motion was carried. 22 23 24 BOARD OF WORKS MISCELLANEOUS 25 26 G Street Bridge Traffic Detours 27 28 Mr. Barden noted that the traffic plan sheet prepared by the traffic division with colored markings is available for 29 public inspection in the Clerk's office. 30 31 Fire Department Grievances by Local 1408 - Formal Board Decision 32 33 Mr. Barden stated that the final action on the grievances is that the fire chief has rescinded the previous orders 34 and "effective Nov. 17, 1988 Battalion Chiefs and their designates shall approve exchanges of work time only 35 for personnel within the same rank. The exception is that Liertenants and Captains shall be consedered the 36 same rank for the purpose of this order. Any approval deviating from the guidelines of this Order must be 37 approved in advance by the chief or the Assistance Chief. PER 05 dated Nov. 17, 1988 rescdinds any and all 38 previously issued PER 05 orders" 39 40 Ms. Hauptstueck moved to dismiss Grievance No. 8 and 9 by Local 1408 Richmond Professional Firefighters, 41 seconded by Mr. Barden and on unanimous voice vote the motion was carried. 42 43 ADJOURNMENT 44 45 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 46 47 48 49 50 51 Kenneth E.
