OCTOBER 13. 1988 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session October 13, 2 1988 at the hour of 9:00 A.M. in the Municipal Building in said City. Mr. Barden presided with Ms. Hauptstueck 3 in attendance. Absent:Mr.Willis. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF SEPTEMBER 30. 1988 6 7 Ms. Hauptstueck moved to approve the minutes of the previous meetings as prepared,seconded by Mr. Barden 8 and on unanimous voice vote the motion was carried. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Ms. Hauptstueck moved to approve claims in the amount of 1,773, 137.47 for payment,seconded by Mr. Barden 13 and on unanimous voice vote the motion was carried. 14 15 TABLED ITEMS - STATUS REPORT 16 - 17 Trucks in 300 Block of SW 5th 18 19 Captain Williams reported that he had spoken with the contractors doing work in that area and they would be 20 using College Avenue as access to the construction sites. He said he will continue to monitor the situation and 21 if there continues to be a problem with trucks after the construction, he will recommend the posting of a "No 22 Truck"sign. 23 24 North 9th Street Guardrail 25 26 Mr.Barden stated that with the denial of the State to erect a guardrail,the City is looking into putting up their own 27 guardrail. 28 29 Railroad Cleanup 30 31 Mr. Barden reported that the City has mowed the right of ways along the railroads and removed most of the litter 32 and debris. He added that many of the problem crossings have also been paved by the Street Department. 33 34 BOARD OF WORKS MISCELLANEOUS 35 36 Conflict of Interest Disclosure - Police Captain J. P. Lantz 37 38 The Interest Disclosure Statement of Captain J.P. Lantz, as owner of the Box Station, was presented to the 39 Board as an annual disclosure. 40 • 41 Ms. Hauptstueck moved to accept and file the Interest Disclosure Statement of J.P. Lantz, seconded by Mr. 42 Barden and on unanimous voice vote the motion was carried. 43 44 PUBLIC REQUESTS AND COMMENTS 45 46 Residential Handicapped Parking Request 47 48 100 South 14th 49 50 The request of Patricia McFarland of 100 South 14th Street for a residential handicapped parking request was 51 presented to the Board. Ms. McFarland has Permit No.50070,expiring on April 20, 1990. 52 53 Captain Williams recommended denial of the request due to off street parking available. 54 55 Ms. Hauptstueck moved to deny a residential handicapped parking space at100 South 14th , seconded by Mr. 56 Barden and on unanimous voice vote the motion was carried. 57 58 GTE Use of Public Right of Way 59 60 Mr. Frank Novack, Engineering Supervisor with GTE, informed the Board that GTE is proposing to place an 61 electronic switching unit site in the US 40 East/Elks Road area to provide additional telephone facilities for 62 growth for the future and to replace a majority of the existing cable pairs used to feed this area. 63 64 He said they need to utilize 23 foot of right of way as a pull off for workmen. The right of way is adjacent to the 65 Arborteum and they will gravel the pull off area. I 1 (.0 Board of Works Minutes Cont'd October 13,1988 Page 2 1 Ms. Hauptstueck moved to approve the use of public right of way for GTE for the installation of a switching unit in 2 the US 40 East/Elks Road area,seconded by Mr. Barden and on unanimous voice vote the motion was carried. 3 4 Request for Temporary Street Closing - Sedawlck Place Block Party 5 6 The residents of Sedgwick Place requested a temporary closing of the east drive of Sedgwick for a 7 neighborhood party on the evening of October 5, 1988 starting at 6:00 PM. A petition accompanied the request 8 signed by the residents of the area. 9 10 Captain Williams recommended approval since there is access for emergency equipment. 11 12 Ms. Hauptstueck moved to approve the temporary closing of Sedgwick Place on October 5, 1988 for a 13 neighborhood party,seconded by Mr. Barden and on unanimous voice vote the motion was carried. 14 15 DEPARTMENT REQUESTS AND COMMENTS 16 17 LAW OFFICE 18 19 Mutual Aid Agreement with New Paris Fire Department 20 21 This item was tabled for two weeks. 22 23 Yard Signs and Garage Sales 24 25 Mr.Barden reminded persons that no signs are allowed to be posted in public right of ways and that garage sales 26 are limited to four sales a year for no longer that three days in length. 27 28 South L Street Extension 29 30 Mr. Barden announced that all right of way for the extension of South L Street had been purchased and the 31 Board needs to accept the Right of Way Pan for South L Street extension. 32 33 Ms. Hauptstueck moved to acknowledge the acceptance of all necessary right of way and to accept the Right of 34 Way Plan for the extension of South L Street,seconded by Mr. Barden and on unanimous voice vote the motion 35 was carried. 36 37 PLANNING. PERMITS AND INSPECTION 38 39 Curb Cut Request at 125 S.W. 18th Street 40 41 Mr. Bronston reported that the Planning Department recommends the approval of the curb cut request for Bert 42 Smarrelli at 125 S.W. 18th Street, but indicated that the Engineer had not yet investigated the request. 43 44 Captain Williams also recommended approval of the curb cut. 45 46 Ms. Hauptstueck moved to approve a curb cut request at 125 S.W. 18th Street, subject to approval by the 47 Engineer,seconded by Mr. Barden and on unanimous voice vote the motion was carried. 48 49 UNSAFE BUILDING HEARING 50 51 406 North 17th Street 52 53 Mr. Bronston requested this hearing be striken from the Agenda. He said the property had been sold and the 54 new owner has started rehabilitation of the property. 55 56 Ms. Hauptstueck moved to strike the Unsafe Building Hearing on property located at 406 North 17th Street, 57 seconded by Mr. Barden and on unanimous voice vote the motion was carried. 58 59 ADJOURNMENT 60 61 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 62 63 64 65 Kenneth E.
