HomeMy Public PortalAbout09-30-1988 /6 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 30, 1988 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session September 30, 2 1988 at the hour of 9:00 A.M.in the Municipal Building in said City. Mr. Barden presided with Ms. Hauptstueck 3 and Mr.Willis in attendance. Absent: None. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF SEPTEMBER 15. 1988 6 7 Ms. Hauptstueck moved to approve the minutes of the previous meetings as prepared, seconded by Mr.Willis 8 and on unanimous voice vote the motion was carried. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Ms. Hauptstueck moved to approve claims in the amount of 821,908.44 for payment, seconded by Mr.Willis and 13 on unanimous voice vote the motion was carried. 14 15 PUBLIC REQUESTS AND COMMENTS 16 17 Residential Handicapped Parking Request 18 19 2217 Grand Boulevard 20 21 The request of Wanda Cook of 2217 Grand Boulevard for a residential handicapped parking request was 22 presented to the Board. Ms. Cook has Permit No. 85606, expiring on July 16, 1992. 23 24 Sergeant Smith stated the request meets all guidelines,but expressed concern with the number of handicapped 25 spaces in this area. He said this would make three spaces very close together and it might be wise in the future 26 to establish them on a need basis. He said another solution might be to get landlords to provide parking for the 27 many apartments in the area at the rear of the property. 28 29 Mr. Barden requested the Traffic Division to forward ideas to the Board. 30 31 Mr.Willis moved to approve a residential handicapped parking space at 2217 Grand Boulevard , seconded by 32 Ms. Hauptstueck and on unanimous voice vote the motion was carried. 33 34 Hale Terrace Residents - Complaints on Slurry Seal and Asphalt Work 35 36 The item was striken from the Agenda,since there was no one making an appearance on the complaint. 37 38 Request for Traffic Assistance - St. Paul's Episcopal Church 39 40 Mr. William Morris requested assistance from the Board with traffic control on October 14, 1988 with a 41 procession from the Radisson Hotel to the Church on North 9th and A Streets. They requested assistance with 42 the at the intersection of 8th and A to cross 100 to 150 persons around 4:15 to 4:30 PM. 43 44 Mr. Willis moved to authorize the Traffic Division of the Richmond Police Department to detail officers on 45 October 14, 1988 to assist with pedestrian traffic at the intersection of North 9th and A Streets, seconded by 46 Ms. Hauptstueck and on unanimous voice vote the motion was carried. 47 48 Mr. Willis complimented the Church for bringing the annual convention of the Episcopal Diocese of Indianapolis 49 to Richmond. 50 51 Conflict of Interest - Fire Department Members 52 53 Firefighters Mike Allen and William Reece presented their Interest Disclosure Statements to the Board for 54 painting work being done in connection with the Historic Preservation Funds. 55 56 Mr. Willis moved to accept and file the Interest Disclosure Statements of Mike Allen and William Reece, 57 seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 58 59 Street Light - Fairview Area 60 61 Councilmember McBride represented a Street Light request between Hunt and Harris Streets in the Fairview 62 Area. The engineering design was also presented from RP&L and approval had been given by the Street Light 63 Committee of RP&L Board of Directors. 64 65 Mr.Willis moved to approve the installation of one sodium street light between Hunt and Harris Streets in the /67 Board of Works Minutes Cont'd September 30,1988 Page 2 1 Fairview Area,seconded by Ms. Hauptstueck and on unanimous voice vote the motion was carried. 2 3 DEPARTMENT REQUESTS AND COMMENTS 4 5 LAW OFFICE 6 7 Disposal of Medical Waste 8 9 Mr. Barden explained there had been a few problem recently with the proper disposal of medical waste, allowing 10 persons to gain access to prescription medication. He said he asked the item be placed on the agenda to get 11 cooperation from the public and if the problem persists, regulatory action would have to be taken. 12 13 Mr. Willis said part of the problem was also coming from persons scavenging the trash and possibly a tracking 14 system is needed. 15 16 Mr. Barden said he was currently requesting persons to be more careful. 17 18 Industrial Parkway and Hodgin Road Intersection 19 20 Mr. Barden suggested a warning sign might be posted at this intersection to let persons know they were 21 approaching a stop sign. 22 23 Sgt. Smith said they would post one within the city limits that would read"Stop Ahead". 24 25 Ms. Hauptstueck moved to authorize the placement of a"Stop Ahead"warning sign within the city limits for the 26 intersection of Hodgin Road and Industrial Parkway, seconded by Mr. Willis and on unanimous voice vote the 27 motion was carried 28 29 FIRE DEPARTMENT 30 31 August Monthly Report 32 33 The August Monthly Report of the Richmond Fire Department showed a total of 75 runs at an estimated loss of 34 31,219.00. 35 36 Mr. Willis moved to accept and file the August.Monthly Report of the Richmond Fire Department, seconded by 37 Ms. Hauptstueck and on unanimous voice vote the motion was carried. 38 39 PLANNING, PERMITS AND INSPECTION 40 41 Status Report on Unsafe Building at 306 North 10th Street 42 43 Mr. Bronston reported that permits for electrical and heating contractors had been issued, but to date no surety 44 had been posted on the repairs. 45 46 Mr. Barden requested that the owner of record post a letter with the Board for file to guarantee the repairs would 47 be made. 48 49 Curb Cut in 1700 and 1800 Block of East Main Streets 50 51 Mr. Bronston expressed some concerns with the proposed curb cut specifically on the east/west alley access 52 and requested the item be tabled in order that this could be discussed with the petitioners. He said the question 53 was allowing access to the alley and possible hazards for anyone using the alley. 54 55 Mr.Willis suggested the Board deny the request and have the petitioners resubmit. Mr. Willis moved to deny the 56 curb cut by Norris Foods for the 1700 and 1800 blocks of East Main, particularly ingress and egress into the 57 alley and request the petitioners resubmit the request if necessary, seconded by Ms. Hauptstueck and on 58 unanimous voice vote the motion was carried. 59 60 BOARD OF WORKS MISCELLANEOUS 61 62 Cancel Regularly Scheduled Meeting for October 6, 1988 63 64 Mr. Willis moved to cancel the meeting of the Board of Public Works and Safety for October 6, 1988, with the 65 next regular meeting on October 13, 1988, seconded by Ms. Hauptstueck and on unanimous voice vote the /6 Board of Works Minutes Cont'd September31988 Page 3 1 motion was carried. 2 3 ADJOURNMENT 4 5 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 6 7 8 9 Kenneth E.
