May 26, 2005 SpecIal MeetIng Page 1 012 Minutes Approved: JWl913, 2005 171 Town of lfilli MINUTES Board of Commissioners Special Meeting Thursday, May 26, 2005 -7:00 p.m. Town Barn The Hillsborough Town Board held a Special Meeting on May 26, 2005 at 7:00 PM in the Hillsborough Town Barn. Present for the meeting were Mayor Joe Phelps, and Commissioners Eric Hallman, Brian Lowen, Frances Dancy, Michael Gering, and Evelyn Lloyd. Staff present were Assistant Town ManagerlPublic Works Director Demetric Potts and Planning Director Margaret Hauth. 1. Open the Meeting . Mayor Joe Phelps opened the meeting at approximately 7:30 PM. 2. Agenda Changes & Agenda Approval . Mayor Phelps asked the members to review the draft comment letter to the MPO regarding funding in the draft 2006-2012 Transportation Improvement Program. Commissioner Lowen noted two typographical errors. By consensus, the Board authorized the submittal of the letter with the Mayor's signature. No other adjustments were made to the agenda. 3. Discussion of proposed right -of-way changes related to the Gateway Center Project Jim Parker of Summit Consulting Engineers described the 4 options for right of way changes to accommodate the development of Gateway Center. He distributed a table comparing the negative aspects of each option in terms of number of conflicting or left turn movements, the number of possibilities for rear end collisions caused by stopped traffic, and the number of turns diverted from the current path. Parker noted that the roundabout option was not presented formally based on advice from traffic engineers that the intersection spacing, volumes, and difference in traffic volumes on the two streets made this location unsuitable for a roundabout. Option A is the original submittal and applicant's preferred option. It converts Exchange Park Lane to right in, right out only and improves N & K Street to full access. Option B closes the current Exchange Park Lane intersection and turns the road north intersecting N & K Street. Option C converts Exchange Park Lane to right in, right out only and provides north bound 1 Minutes May 26, 2005 Special Meeting Page 2 of 2 Minutes Approved: June 13, 2005 172 . access from Exchange Park Lane to N & K Street. Option D converts Exchange Park Lane to right in, right out only and provides two-way access from Exchange Park Lane to N & K Street. The members discussed each option in detail and considered the positive and negative aspects of each. Residents and business owners on Exchange Park Lane and adjacent to the Gateway site expressed their concerns about limiting their existing access. The members also discussed the impact and possibility of a traffic signal on each option. Parker noted that Option A works best with the future installation of a signal and the NCDOT may not allow the installation with some of the other road configurations due to safety concerns. Commissioner Hallman said that he heard the neighbors saying that they did not want to lose their current access and also did not want additional traffic routed to Exchange Park Lane. Commissioner Gering asked for small copies of each of the options under consideration and a perspective drawing of the site as you come into town. Parker said he would provide the option drawings the next day. He said he would bring the large scale drawing/photo of the building to the Planning Department for review. Residents also offered comments about the possible connections to Riverwalk from this site, concern about the street name and the amount of impervious surface so close to the Eno River. . 4. Adjourn Upon a motion by Commissioner Lowen, seconded by Commissioner Gering, the Board moved to adjourn the meeting at approximately 8:25 PM by a vote of 5-0.
