HomeMy Public PortalAbout07-07-1988 / J7 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JULY 7, 1988 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session July 7, 1988 at 2 the hour of 9:00 A.M.in the Municipal Building in said City. Mr. Barden presided with Mr. Brown and Mr.Willis in 3 attendance. Absent:None. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF JUNE 30, 1988 6 7 Mr.Willis moved to approve the minutes of the previous meetings as prepared,seconded by Mr. Brown and 8 on unanimous voice vote the motion was carried. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Mr. Willis moved to approve claims in the amount of 134,909.41 for payment, seconded by Mr. Brown and on 13 unanimous voice vote the motion was carried. 14 15 PUBLIC REQUESTS AND COMMENTS 16 17 None were presented. 18 19 DEPARTMENT REQUESTS AND COMMENTS 20 21 PARK DEPARTMENT 22 23 Guardrail on North 9th Street Overpass 24 25 Assistant Park Superintendent, Park Gashey, informed the Board that due to the liability and danger of the 26 playground located below the North 9th Street Overpass,the architects for the Park Bond issue will not continue 27 the plans for the playground without a guardrail being installed on the overpass. 28 29 He said he also understood that one of the Councilmembers had expressed concerns about recent accidents on 30 the overpass and the dangers with the playground below. He said that Superintendent, Dean Bostrom, had 31 contacted the State Department of Highways last year and they declined to install a guardrail since it did not meet 32 the conditions. 33 34 Mr. Barden said that he has contacted the State recently and they will now reinvestigate the overpass and make a 35 decision by September. Mr. Barden suggested that Mr. Bostrom also sent a letter to the State and let them know 36 of the dangers with the playground. 37 38 Mr.Willis asked if the City would be allowed to install the guardrail without the State's approval and Mr. Barden said 39 he felt the State would not be as picky about a guardrail installation, but he hated to set the precedent on the 40 State right of way. 41 42 Mr. Willis asked where the State right of way ended and Mr.Gashey said he would investigate since he was not 43 certain. 44 45 PURCHASING DEPARTMENT 46 47 Set Date to Receive Bids for Architectural Services for Park Maintenance Complex 48 49 Ms. Stout requested the Bosrd to set July 28, 1988 at 9:00 AM to receive bids for architectural services to 50 oversee the construction of the Park Maintenance Complex as laid out in the bond issue. She said there will be a 51 mandatory pre-bid conference on July 18, 1988 at 1:00 PM in the Park Office. 52 53 Mr. Brown moved to set July 28, 1988 at 9:00 AM to receive bids for architectural services to overwsee the 54 construction of a park maintenance complex, seconded by Mr. Willis and on unanimous voice vote the motion 55 was carried. 56 57 Set Date to Receive Bids for Slurry Seal and Crack Seal 58 59 Ms. Stout requested the Board to set July 28, 1988 at 9:00 AM to receive bids for 76,455 square yards of slurry 60 seal and 60,000 square yards of crack seal for various City streets. 61 62 Mr.Willis moved to set July 28, 1988 at 9:00 AM to receive bids for slurry seal and crack seal for various streets 63 within the City of Richmond,seconded by Mr. Brown and on unanimous voice vote the motion was carried. 64 65 Award Bid for Signalization of US 27 and IU East Entrance Board of Works Minutes Cont'd July 7, 1988 Page 2 1 Ms.Stout recommended to the Board that the bid for the signalization of the IU East Entrance off US 27 North be 2 awarded to James H. Drew Corporation of Indianapolis, Indiana as the lowest and best bidder meeting 3 specifications. James H. Drew Corporation was the low bidder. Ms. Stout requested the bid be awarded 4 contingent upon all documents of right of way being signed and recorded. 5 6 Mr. Barden said all documents had been signed except the one for Ponderosa and that it had been approved 7 and ready for signature. 8 9 Mr. Willis moved to award the bid for the traffic signal installation at the entrance to IU East and US 27 North to 10 James H. Drew Corporation at a bid price of 52,645.00, pending completion and recording of all applicable 11 documents,seconded by Mr. Brown and on unanimous voice vote the motion was carried. 12 13 PLANNING. PERMITS AND INSPECTION 14 15 Status Reports on 404 South 12 and 326 North 10th Street 16 17 Due to the absence of Mr. Bronston, the status reports on unsafe buildings at 404 South 12th Street and 326 18 North 10th Street will be continued to July 14, 1988. 19 20 LAW OFFICE 21 22 Signs in Right of Way and Garage Sales 23 24 Mr. Barden announced the City would be enforcing the ordinances dealing with signs in public right of way and 25 also controlling the number and length of garage sales,due to the various recent violations. 26 27 He reminded the public that no signs are allowed in public right of way, but must be on private property and that 28 garage sales are allowed to be held at the same location four times a year for no more than three consecutive 29 days. 30 31 ADJOURNMENT 32 33 There being no further business, on a motion duly made, seconded and passed the meeting was adjourned. 34 35 36 37 Kenneth E.
