UNDERSTANDING

1. The City of McCall is presently advertising for bid and planning to construct an
upgrade to its Lick Creek Road sewer line in the vicinity of Shiner Creek.
2. Good engineering design would suggest that the Lick Creek Road sewer line, in the
past featuring the use of a siphon, should instead be connected into the Payette
Lakes Water and Sewer District's Lift Station No.1, so as better to serve customers
and reduce overall maintenance costs.
3. Good engineering design would further suggest that the siphon remain in place as
an overflow system back-up for both the City and the District lines.
4. Connecting a City sewer to a District Lift Station raises issues of equitable sharing
of costs, and also involves the gathering of information for purposes of the Fourth
Amendment to the agreements between City and District. The undersigned will
cooperate to gather all relevant information concerning who is contributing how
much of the flow to the Lift Station No. lover the next 24 months. The
undersigned are aware that the cost of purchasing and installing a flow meter on the
City line would be grossly disproportionate to any possible share of operating
expense of Lift Station No.1.
5. Part of the flow to the Lift Station has been from infiltration and inflow, and it is
further suspected that the City line also experiences infIltration and inflow. Certain
manholes are suspected as a source of considerable contribution to this problem.
During the next twelve months District will undertake to address these problems
with all deliberate speed, as the case may be for its own account under its agreement
to maintain the City system, and with cooperation from City Public Works as to the
use of equipment with operator.
6. After a year of experience with this new confIguration of the lift station and with
knowledge of flows out of the station and repairs which have been made, the
undersigned will negotiate a longer term agreement, expected to be reached and
signed within 24 months.
7. In the meantime City will reimburse District separate and apart from the maintenance
agreement, one-half of the electric bill for operation of Lift Station No.1.
