ORDINANCE 19-2022
AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE,AND APPROPRIATION OF A GRANT FROM THE UNITED
STATES FEDERAL AVIATION ADMINISTRATION
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute
any documents necessary to receive money from the state or federal
government or any other source, and said documents are prepared and
• executed by the City executive administration, provided that the Common
Council of the City of Richmond as the legislative body of the City approves
an ordinance for the appropriation of any monies received in accordance with
IC 36-4-6-18; and
WHEREAS, The Federal Aviation Administration has grant funding available through its
2022 Airport Improvement Program; and
WHEREAS, The City of Richmond desires to submit a grant application to assist with the
costs associated with the snow removal equipment for the Richmond
Municipal Airport; and
WHEREAS, An approximate five and a half percent (5.5%) local match is required and an
approximate five and a half percent(5.5%) state match is required.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
• 1. The City of Richmond in accordance with IC 36-1-4-10 has submitted or will
submit a grant application to the Federal Aviation Administration for the 2022
Airport Improvement Program grant for the Snow Removal Equipment.
2. The City of Richmond is authorized to accept said grant funding in an amount
up to Three Hundred Thousand Dollars and Zero Cents ($300,000.00) from the
Federal Aviation Administration along with any local match from the State of
Indiana in the amount of Sixteen Thousand Six Hundred Sixty-six Dollars and
Zero Cents ($16,666.00).

3. The municipal local match of Sixteen Thousand Six Hundred Sixty-six Dollars
and Zero Cents ($16,666.00) will be provided from the 2022 Airport Budget.
4. If the grant is awarded to the City of Richmond, said funds from the United
States Federal Aviation Administration with any local match from the State of
Indiana,in the amount of up to Three Hundred Thousand Dollars and Zero Cents
($300,000.00)shall be appropriated for assistance with the costs associated with
the above described snow removal equipment for the Richmond Municipal
Airport.
