PROCEEDINGS OF A REGULAR MEETING
OF THE COMMON COUNCIL OF
THE CITY OF RICHMOND,INDIANA,
MARCH 7,2022
The Common Council of the City of Richmond, Indiana met in a Regular Meeting March
7, 2022 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR BUMBALOUGH
President Turner called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Bill Engle, Jeffrey Locke, Gary Turner, Jane
Bumbalough,Ron Oler and Larry Parker. Absent were Lucinda Wright and Jeff Cappa.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Beth Fields, Infrastructure and
Development; Traci McGinnis, Deputy Controller; Ian Vanness, Infrastructure and
Development; Tony Foster, General Manager,Richmond Power and Light; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the regular meeting held February 22,
2022, supported by Councilor Goss. Upon a vote viva voce,the motion carried.
PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND
INTRODUCTIONS,MOTIONS,RESOLUTIONS
A. OPIOID LITIGATION OPTING IN TO STATUTE—RE RESOLUTION NO. 5-
2021
Councilor Oler moved to amend to reflect this Resolution will be effective contingent upon
the signature of the Governor amending Indiana Code 4-6-15-2, supported by Councilor
Bumbalough.
Upon a 7-0 roll call vote,Resolution No. 5-2022 was approved.
COMMUNICATION FROM THE MAYOR
• Daylight savings time will begin Sunday, March 13

• Reviewed the Community Events schedule
• A regional Plan Commission meeting on March 16, 4:30-6:30 at the Kuhlman
Center
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the February 10 & 17,2022 meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS,STANDING COMMITTEES,
SPECIAL COMMITTEES and/or ORGANIZATIONS
None
ORDINANCES ON FIRST READING
Councilor Oler moved to suspend the rules and read Ordinance No 12-2022 on first reading
by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion
carried.
ORDINANCE NO. 12-2022—A SPECIAL ORDINANCE AMENDING THE ZONING
MAP FOR A CERTAIL PARCEL FROM INSTITUTIONAL DISTRICT TO GENERAL
COMMERCIAL DISTRICT(220 South 5th Street)
The Clerk read Ordinance No. 12-2022 on first reading by title only.
Ordinance No. 12-2022 will be heard at the March 24, 2022 Plan Commission meeting.
ORDINANCES ON SECOND READING
ORDINANCE NO. 9-2022—A SPECIAL ORDINANCE VACATING A PUBLIC
WAY(801 National Road West)
The Clerk read Ordinance No. 9-2022 on second reading by title only.
There being no comments for or against, Councilor Oler moved for engrossment,
supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried.
Councilor Parker called for the question, supported by Councilor Bumbalough. Upon a
roll call vote, Ordinance No. 9-2022 was adopted with a 7-0 roll call vote.

MISCELLANEOUS BUSINESS
• Councilor Locke moved to appoint Bruce Wissel a temporary member of the
Board of Zoning Appeals to serve at the March 10, 2022 meeting, supported by
Councilor Bumbalough. Upon a vote viva voce,the motion carried.
• A Committee of the Whole will be meeting April 18, 2022 re redistricting.
CALL FOR ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,the meeting
was adjourned.
