HomeMy Public PortalAbout05-12-1988 /) O BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 12, 1988 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session May 12, 1988 at' 2 the hour of 9:00 A.M. in the Municipal Building in said City. Mr. Brown presided with Mr. Willis in attendance. 3 Absent: Mr. Barden The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF MAY 5, 1988 6 7 Mr.Willis moved to approve the minutes of the previous meetings as prepared, seconded by Mr.Brown and 8 on unanimous voice vote the motion was carried. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Mr. Willis moved to approve claims in the amount of 93,833.52 for payment, seconded by Mr. Brown and on 13 unanimous voice vote the motion was carried. 14 15 TABLED ITEMS 16 17 Grievance No. 4-1988 (Local 1408) Set Executive Session 18 19 Mr. Willis moved to set May 19, 1988 at 3:30 PM as the date and time for an Executive Session of the Board of 20 Public Works and Safety on Grievance No. 4-1988 filed by Local 1408, seconded by Mr. Brown and on 21 unanimous voice vote the motion was carried. 22 23 PUBLIC REQUESTS AND COMMENTS 24 25 Temporary Closing of Alley for Neighborhood Garage Sale-NW B and C Streets 26 27 Ms.Kim Ahlstrom of 215 N.W. 10th Street requested a temporary closing of the alley between N.W.8th and N.W. 28 10th and N.W. B and C Streets for a neighborhood Garage Sale. Ms. Ahlstrom presented a petition to the Board 29 with all neighbors approving. The dates for the closing would be May 14th and May 15th, 1988. 30 31 Ms.Ahlstrom explained the reason for closing the alley was only to allow pedestrian traffic and prevent vehicular 32 traffic for safety. 33 34 Captain Williams stated he had no problem with the request, but did want to make arrangements for emergency 35 vehicles to gain access. 36 37 Ms. Ahhstrom explained the neighbors would not be placing anything in the alley itself, but they wanted to use 38 the alley to access the rear of the properties and they felt the horse type barricades would be sufficient. 39 40 Mr.Willis moved to approve the temporary closing of the alley between N.W. B and C Streets and N.W.8th a 10th 41 Streets on May 14th and 15th subject to emergency vehicle access, seconded by Mr. Brown and on unanimous 42 voice vote the motion was carried. 43 44 Request by Aid Ambulance for Warning Signs on Sim Hodgin 45 46 Aid Ambulance of Richmond presented a request to the Board to post a warning sign to the north of their 47 entrance on Sim Hodgin Parkway to notify traffic of the dangers of the ambulances leaving the premises. The 48 letter indicated there have been warning signs there in the past and without the signs there has been several 49 occasion in which serious accidents almost occurred. 50 51 Captain Williams informed the Board that there is a sign still located to the south of the entrance and there should 52 be one to the north. He said the Department has designed an appropriate warning sign that can be posted. 53 54 Mr.Willis questioned if the sign was in violation of the Uniform Code of Traffic Devices and Captain Williams said i1 55 was in conformance with local ordinance. 56 57 Mr.Willis moved to authorize the immediate posting of a warning sign at the north entrance of Aid Ambulance on 58 Sim Hodgin Parkway, seconded by Mr. Brown and on unanimous voice vote the motion was carried. 59 60 DEPARTMENT REQUESTS AND COMMENTS 61 62 POLICE DEPARTMENT 63 64 Hiring of Two Probationary Police Officer 65 Board of Works Minutes Cont'd May 12, 1988 Page 2 1 Chief Nimitz read the following letter to the Board: 2 3 The following applicants for the position of Probationary Police Officer with the Richmond Police 4 Department is recommended for hiring: 5 6 John A. Lackey,Age : 21 7 600 Indiana Avenue 8 Richmond, Indiana 9 10 Mark Sutton, Age:29 11 P.O. Box 172-Centerville Road 12 Williamsburg, Indiana 13 14 These applicants have successfully completed written examinations, background investigation, physical 15 qualifications an have been accepted by the Police Pension Board. 16 17 These applicants have been approved by the Police Merit Commission. 18 19 It is requested that the above named individuals enter police service with the Richmond Police 20 Department effective ay 16, 1988. 21 22 /s/ Joseph A.Nimitz 23 24 Mr. Willis moved to approve the appointment of Mr. John Lackey and Mr. Mark Sutton as Probationary Police 25 Officers with the Richmond Police Department, effective May 16, 1988, seconded by Mr. Brown and on 26 unanimous voice vote the motion was carried. 27 28 The Clerk administered the Oath to Mr. Lackey and Mr. Sutton and Chief Nimitz presented them to the Board. 29 30 The congratulations of the Board were extended. 31 32 PLANNING. PERMITS AND INSPECTION 33 34 Litter Complaints - 700 Block of South 7th Street 35 36 Mr. Bronston reported to the Board that the inspectors have sent letters to property owners in the area which 37 allow seven days to respond and if no improvements are made,citations will be issued. He said he will be able to 38 make a more detailed report to the Board in two weeks. 39 40 Mr. Bronston pointed out that there have been misconceptions with the public regarding the large containers the 41 Sanitary District furnishes to assist with clean up. He said that regardless if the container is furnished or not, it is 42 still the responsibility of the property owner to clean the property. 43 44 Mr.Willis stated the Sanitary District has only six special containers that can be placed around the City for large 45 clean ups and they are currently backlogged with 85 requests. 46 47 Mr. Willis reminded people to take advantage of the May clean up and the special pick ups for large items on 48 Tuesdays and Thursdays. 49 50 CONTINUATION OF UNSAFE BUILDING HEARING 51 52 741South 5th Street 53 54 Mr. Brown opened a continuation of an Unsafe Building Hearing on property located at 741 South 5th Street 55 pursuant to an order issued to Mr. Thomas King,Jr. The hearing had been continued for Mr. King to submit a 56 compliance schedule and the costs of the repairs to be made. 57 58 The Clerk administered the oath to give testimony to Mr.Thomas King. Mr. King informed the Board that he had 59 prices on all repairs but the plumbing. 60 61 Mr. Bronston reviewed the repair schedule and informed the Board it was in order. He recommended the modify 62 the Unsafe Order to allow Mr. King to make the necessary repairs. 63 64 Mr.Willis asked if the Board would be placing Mr. King in a difficult situation if the required a bond or letter of credit 65 and Mr. King presented the Board a letter from a financial institution regarding a home owner loan having been Board of Works Minutes Cont'd May 12, 1988 Page 3 1 approved. 2 3 Mr. Bronston stated that he felt Mr. King was showing a good faith effort with the securing of financing and did not 4 recommend the posting of a bond. 5 6 Mr. Willis said he would back off the requirement this time, but felt the Board should adopt a policy regarding 7 funds from loans being held in escrow to specifically pay the bills presented for the ordered repairs. 8 9 Mr. Brown stated he felt Mr. King had shows good faith to date and requested that the Planning Department stay 10 involved since there would be no bond posted. 11 12 Mr.Willis moved to modify the Order on unsafe premises located at 741 South 5th Street to wreck and remove or 13 repair unsafe premises to all Building and Housing Codes with repairs to be completed by November 15, 1988, 14 seconded by Mr. Brown and on unanimous voice vote the motion was carried. 15 16 ADJOURNMENT 17 18 There being no further business,on a motion duly made, seconded and passed the meeting was adjourned. 19 20 21 22 23 24 John Brown, Vice President 25 26 27 28 ATTEST: 29 Mary Merchanthouse,City Clerk 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65
