The City Council was requested to adopt Resolution No . 14-5001 , 14-5002 and
14-5003 confirming appointments to the Parks and Recreation , Tra nsportation
and Public Safety and Planning Comm issions .
Mayor Pro Tern Chavez moved to adopt Resolution No . 14-5001 , 14-5002 and
14-5003 , a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

Mayor Blum presented Kim Wunner and the Relay for Life volunteers a
proclamation pro claiming June 28-July 27 "Paint the Town Purple Month " to
s ignify Temple City's commitment to raise awareness about cancer
prevention .

Mower Demonstration
South Coast Air Quality Management District Governing Board Member
Michael Cacciotti gave a brief presentation on the benefits of electric
commercial lawn mower.

Peter Choi, Temple City Chamber of Commerce President/CEO , provided City
Council an update of Chamber's activit ies .
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Jack Ferntheil , Temple City High School students , thanked City Council for their
support of the high school band 's participation in the 2015 Rose Parade .
Steve Stafford, Temple City resident , commented regarding the street sweeping
signs that were installed citywide. '

MEETING OF MAY 28, 2014

C . APPROVAL OF VENDING MACHINE AGREEMENTS WITH PREMIER
VEND GROUP , IN C . AND MCNEVIN 3 IN 1 VENDING , INC . FOR VENDING
SERVICES AT LIVE OAK PARK FOR FISCAL YEARS (FY) 2014-16
City Council is requested to review and approve the Vending Machine
agreements for Premier Vend Group , Inc. and McNevin 3 in 1 Vending , Inc. to
provide vending services at Live Oak Park from July 1, 2014-June 30 , 2016 .
Action : Approved the Vending Machine Agreements for
vending services at Live Oak Park and
authorized the Interim City Manager to execute

D . APPROVAL OF GROUNDS MAINTENANCE AGREEMENT BETWEEN THE
COUNTY OF LOS ANGELES AND THE C ITY OF TEMPLE CITY
For almost 50 years , the County of Los Angeles has contracted with the City of
Temple City to provide maintenance of the grounds surrounding the County
library adjacent to Temple City Park . The present Agreement will expire on
June 30 , 2014 . The proposed five-year Agreement includes an increase of
approximately 2% each year . Per the terms of the Agreement , the County will
pay the City a total of $20 ,850 over the five-year term .
Action : Approved the Grounds Maintenance Agreement
with Los Angeles County and authorized the
Interim City Manager to execute the Agreement.
E. APPROVAL OF FIRST AMENDMENT TO THE CONSULTANT SERVICES
AGREEMENT WITH VASQUEZ & COM PANY , LLP
Consistent with the City CouncWs directive during the FY 2010-11 City Budget
deliberations , staff completed the formal RFP process for the City's auditing
and accounting services . A Consultant Agreement with Vasquez & Company
was approved by the City Council and executed by the City Manager. The
Consultant Agreement had an initial term of three years with two , one year
extensions .
Action : Approved an amendment to the Consultant
Services Agreement with Vasquez & Company ,
LLP , a one year extension providing for auditing
services for the period ending June 30 , 2014 ,
and authorized the Interim City Manager to sign
the amendment.
F. APPROVAL OF CONSULTANT SERVICES AGREEMENT WITH WILLDAN
ENGINEERING TO PROVIDE HOUSING CONSULTANT SERVICES FOR
THE CITY'S HOME IMPROVEMENT PROGRAM
The City issued a Request for Proposal for the housing consultant services to
ensure that the City was receiving the most efficient and cost effective service .
The City received and review~d all five proposals .
It is staff's assessment that Willdan has the necessary co mbination of
experience and credentials to help administer the City's Home Improvement
Program within budget.

Action : Reviewed and approved a Consultant Services
Agreement with Willdan Engineering to provide
the City with housing program consultant
services through June 30 , 2015 in an amount
not to exceed $56 ,000 and authorized the
Interim City Manager to finalize and execute the
.agreement.
G . SECOND READ ING AND ADOPTION OF ORDINANCE NO . 14-993
AMENDING TITLE 6 ("PUBLIC HIGHWAYS , SEWER , AND UTILITIES "),
CHAPTER 2 ("SEWERS AND WASTE "), ARTICLE C ("GARBAGE AND
RUBBISH DISPOSAL "), SPECIFICALLY, SECTION 6 .2C(2 ) OF THE
TEMPLE CITY MUNICIPAL CODE RELATING TO THE LOCATION ,
PLACEMENT TIME-FRAMES , AND CONSTRUCTION OF TRASH
CONTAINERS
Ordinance No . 14-993 amends the existing code by establishing acceptable
trash container placement areas and new t ime-frames for collection days . The
proposed Ordinance will improve the City 's quality of life by addressing
aesthetics , public safety concerns , and increas ing the effectiveness of
the City 's street sweeping program and NPDES best practices .
Action : Adopted Ordinance No . 14-993 amending the

H . REAFFIRMATION OF COMMITTED AND ASSIGNED FUND BALANCE
CLASSIFICATIONS FOR THE GENERAL FUND FOR FINANCIAL
STATEMENT REPORTING PURPOSES AT JUNE 30 , 2014 , IN
ACCORDANCE WITH THE ADOPTED GASB 54 FUND BALANCE POLICY
In order to be in compliance with the City 's Government Accounting
Standards Board (GASB) 54 Fund Balance Policy adopted on May 15 ,
2012 , the City Council must reaffirm Committed Fund Balances and Assigned
Fund Balances for the General Fund prior to the end of the fiscal year for
f inancial statement reporting purposes at June 30 , 2014 .
Action : Reaffirmed the Committed Fund Balance
of $3 ,500 ,000 and the Assigned Fund Balance
of $12,769 ,580 for the General Fund .

The A dministrative Serv ices Directo r/City Treasurer is requi red to report
information regarding investments and deposits on a quarterly basis to the
City Council and City Manager. In ord er to be proactive and completely
t ransparent, the Administrative Services Director/City Treasurer provides a
monthly report on th e investm e nt of the City of Temple City 's funds to both the
City Co un ci l and City Manager.
Action : Adopted Resolution No . 14-5004, adopting the
Statement of In vestment Poli cy for the City of
T emple City for FY 20 14-15.
J . ADOPTION OF RESOLUTION NO . 14-5005 A DOPTIN G REVISED SALARY
RANGES FOR PART-TIME CLASS IFICATIO NS FOR FIS CAL YEAR (FY)
2014-15 , IMPLE MENT ING MINIMUM WAGE
Effective July 1, 2014 , the State of Ca lifornia 's m1n 1mum wage law is
increasing from $8 .00 per hour to $9 .00 per hour. Two of the part-time
classifications (i.e ., Recreation Leader I and Recreation A ide) include steps in
the salary ranges fo r FY 20 13-14 that are below $9 .00 pe r ho ur. In order to be
in comp lian ce with State law, it is recomme nd ed t hese steps in the sa lary
ranges be ad ju sted . In orde r t o remain cons iste nt with all oth er salary steps in
all ranges , a 4 % difference between steps is also recommended for Recreatio n
Leader.

THE CITY TO HOST AND CO-SPONSOR THE "2015 SING TAO LUNAR
NEW YEAR STREET FESTIVAL "
This will be Sing Tao 's fifth .Chinese New Year's Festival. Previous fest ivals
have been co-sponsored by the City of Walnut (2011-2013) and the City of
Temp le City (2014). In light of a successful event in 2014 , Sing Tao is
requesting City of Temp le City to co-sponsor the 2015 Sing Tao Lunar New
Year Street Festival.
Mayor ProTem Chavez recused himself at 8:12p.m . from the discussion and
voting on this item as Sing Tao Newspapers Los Angeles L TO was one of his
business client.
Ann Chen , Sing Tao Newspapers Los Angeles L TO Advertising & Marketing
Officer, gave a brief presentation regarding the 2015 Sing Tao Lunar New
Year Street Festival.
Public Safety and Services Manager Sahagun gave a brief summary of the
staff report .
Mayor Blum opened public comment.

event and spoke in opposition of the City co-sponsoring the event.
Mary Kokayko , Temple City resident , spoke in opposition of the City co-
sponsoring the event and allowing a lcohol at this event.

Councilmember Yu made a motion to approve the request to conduct the
"2015 Sing Tao Lunar New Year Street Festival " tentatively set for Saturday,
January 24 -Sunday, January 25 , 2015 dependent upon Sing Tao's
completion of certain conditions by December 2 , 2014 and directed the Interim
City Manager to work with S ing Tao Newspaper to revise their request for
City's co-sponsorship and bring it back to City Council for consideration .

B . LETTER OF SUPPORT FOR SENATE BILL 1086 , THE SAFE
NEIGHBORHOOD PARKS , RIVERS , AND COASTAL PROTECTION BOND
ACT OF 2014
Sponsored by the California Parks and Recreation Society and authored
by Los Angeles Senator K<fvin De Leon , Senate Bill 1086, creates the
framework for a future park and resources bond , the Safe Ne ighborhood
Parks , Rivers and Coastal Protection Bond Act of 2014 .
If adopted by the voters , Senate Bill 1086 would authorize the issuance of
bonds in an unspecified amount pursuant to the State General Obligation
Bond Law to finance a safe neighborhood parks , r iv ers , and coastal
protection program .
Parks and Recreat ion Director Burroughs gave a brief summary of the staff
report .
Mayor Blum opened public comment.
Hearing no request from the public to speak , Mayor Blum closed public
comment.
Mayor ProTem Chavez made a motion to authorize the Mayor to sign a letter
supporting Senate Bill 1086 , the ·proposed Safe Neighborhood Parks , River ,

C . FIRST READING AND INTRODUCTION OF ORDINANCE NO . 14-994 , AN
ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SECTION 3-2C-2
("SECOND-HAND SMOKE CONTROL ") OF ARTICLE C OF CHAPTER 2 OF
TITLE 3 AND SECTION 3-5D-9 (PARK ACTIVITIES : BEHAVIOR) OF
ARTICLE D OF CHAPTER 5 OF TITLE 3 OF THE TEMPLE CITY MUNICIPAL
CODE
The proposed Ordinance would place the same regulations on e-cigarettes
and other electronic smoking devices that are already in effect for other
tobacco and marijuana products . _
It is recommended that the City Council adopt proposed Ordinance No . 14-
994 to include electronic smoking devices in the City 's Second-Hand Smoke
Ordinance and modify the prohibited types of behaviors within City parks .
Public Safety and Services Manager Sahagun gave a brief summary of the
staff report .
Mayor Blum opened public comment.
Jerry Jambazian , Temple City business owner, asked questions regarding
smoking in publ ic areas .
Hearing no further request from the public to speak , Mayor Blum closed public
comment.
Councilmember Sternquist made a motion to introduce Ordinance No . 14-994 ,
for first reading by title only , amending Section 3-2C -2 of Article C of Chapter
2 of Title 3 and Section 3-5d-9 of Article D of Chapter 5 of Title 3 of the
Temple City Municipal Code to include electronic smoking devices in the
City 's current smoking regulatipns . Seconded by Councilmember Yu and
unanimously carried . ·
Mayor Pro Tern Chavez made a motion to waive further reading of Ordinance
No . 14-994 and scheduled a second read ing of Ordinance No . 14-994 for July
1, 2014 . Seconded by Councilmember Yu and unanimously carried .

Wednesday , June 17, summer concert series begins at Temple City Park starting at

Thursday , June 19 , Sen ior Luau , at Live Oak Park starting at 4 :30 p .m. The cost is
$10 per person . For more information , contact the City's Parks and Recreation
Department; registration for youth summer activities begins Monday, June 23 at
Live Oak Park . Please consult the summer issue of Connect Magazine for class
listings and registration information ; and construction projects will begin th is week
along Temple City Boulevard for reconstruction of curb ramps (i .e ., American
Disability Act improvements) and tree grades around tree trunks and roots for easier
