MARCH 24,1988 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session March 24, 1988 2 at the hour of 9:00 A.M.in the Municipal Building in said City. Mr. Barden presided with Mr. Brown and Mr.Willis 3 in attendance. Absent:None. The following business was had to-wit: 4 5 RECEIVE BIDS FOR REROOFING OF FIRE HOUSE NO.4 6 7 Mr. Barden opened the bidding for the reroofing of Fire House No.4. 8 9 Mr. Barden examined the Proof of Publication and found it to be in order. Mr.Willis moved to accept and file the 10 Proof of Publication,seconded by Mr. Barden and on unanimous voice vote the motion was carried. 11 12 Having received all bids, Mr. Willis moved to close the bidding, seconded by Mr. Barden and on a unanimous 13 voice vote the motion was carried. 14 15 Ms. Stout opened the following bids. 16 17 1. Nationwide Roofing and Sheet Metal. The bid was on the proper form, signed and notarized and 18 accompanied by a bond. The base bid was in the amount of 45,402.00 with add ons and alternates 19 included. 20 21 2. Command Roofing Company. The bid was on the proper form,signed, notarized and accompanied 22 by a bond. The base bid was for 47,585.00 with add ons and alternates included. 23 24 3. Lynn Eckstein Roofing. The bid was on the proper form, signed, notarized and accompanied by a 25 bid bond. The base bid was for 25,155.57 with add ons and alternates included. 26 27 4. Fredricks, Inc. The bid was on the proper form,signed, notarized and accompanied by a bid bond. 28 The base bid was for 29,589.00 with add ons and alternates included. 29 30 Mr. Willis moved to refer the bids to'the Fire Department and the Purchasing Office for evaluation and 31 recommendation,seconded by Mr. Brown and on unanimous voice vote the motion was carried. 32 33 34 RECEIVE BIDS FOR STREET AND BITUMINOUS MATERIALS 35 36 Mr. Barden opened the bidding for street and bituminous materials to be used by the City for 1988. The Proof of 37 Publication was examined and found to be in order. Mr. Brown moved to accept and file the Proof of Publication, 38 seconded by Mr.Willis and on unanimous voice vote the motion was carried. 39 40 Having received all bids, Mr. Brown moved to close the bidding, seconded by Mr.Willis and on unanimous voice 41 vote the motion was carried. 42 43 Ms. Stout requested permission from the Board to open the bids and acknowledge the bidders publicly, but to 44 not read all bids in their entirety due to the length of the bids. She said all bids will be open for public inspection 45 immediately following the bidding and a report will be presented to the Board tabulating the bids as received. 46 47 The Board gave approval to publicly acknowledge the bids and present a report back. 48. 49 Ms. Stout opened the following bids: 50 51 1. Stonehenge Concrete and Gravel. The bid was on the proper form, signed, notarized and 52 accompanied by a bid bond. 53 54 2. American Aggregates. The bid was on the proper form,signed, notarized and accompanied by a bid 55 bond. 56 57 3. Richmond Concrete, Division of Ernest Enterprises, Inc. The bid was on the proper form, signed, 58 notarized and accompanied by a bid bond. 59 60 4. Contractor's United, Inc. The bid was on the proper form, signed, notarized and accompanied by a 61 bid bond. 62 63 5. The bid was on the proper form, signed, notarized and accompanied by a bid 2 bond. 3111 4 7. Middleboro Stone. The bid was on the proper form,signed, notarized and accompanied by a bond. 5 6 Mr. Brown moved to refer the bids for the street materials and bituminous materials to the Purchasing Office for 7 evaluation,tabulation and recommendation,seconded by Mr.Willis and on unanimous voice vote the motion was 8 carried. 9 - 10 APPROVAL OF MINUTES OF MARCH 17.1988 11 12 Mr.Willis moved to approve the minutes of the previous meeting as prepared,seconded by Mr.Brown and 13 on unanimous voice vote the motion was carried. 14 15 APPROVAL OF CLAIMS FOR PAYMENT 16 17 Mr. Brown moved to approve claims in the amount of 605,913.01 for payment, seconded by Mr. Willis and on 18 unanimous voice vote the motion was carried. 19 20 STREET LIGHT REQUEST-CANTERBURY TRAIL 21 22 The request for a street light on Canterbury Trail was presented to the Board and has been approved by the 23 Street Light Committee of Richmond Power&Light Board of Directors. The matter will be tabled until engineering 24 designs are presented by Richmond Power&Light. 25 26 Mr. Brown moved to table the request for a street light on Canterbury Trail for submission of the engineering 27 design,seconded by Mr.Willis and on unanimous voice vote the motion was carried. 28 29 PUBLIC REQUESTS AND COMMENTS 30 31 Appeal of Handicapped Parking Spaces at VFW Post on South 8th Street-Joe Coblentz 32 33 Mr.Joe Coblentz requested the Board that they reconsider their decision to deny handicapped parking spaces 34 at the VFW Post on South 8th Street. Mr. Coblentz stated that many of their membership were handicapped 35 veterans and getting in and out of the Post is a problem. He said it is approximately 90 feet from the parking lot 36 to the door and this is very far for some of their membership to walk. Mr. Coblentz said that the area has many 37 businesses that park in front of the Post and they would like two handicapped spaces designated. 38 39 Mr. Willis said the Board denied the request since they only do the handicapped parking designation for 40 residential areas, but now realize they have also made these designations for other offices that have many 41 handicapped persons using the facility such as the Employment Security Division. 42 43 - Captain Williams informed the Board that the City is required by State Law and local ordinance to provide 44 handicapped parking in the downtown areas and they could change the local ordinance to accommodate the 45 veterans. 46 47 Mr. Barden said he felt with the proximity to downtown businesses ,the number of disabled involved and with 48 businesses in the immediate are there was enough rationale to go along with the request and allow the 49 handicapped parking designations. 50 51 Mr. Willis moved to grant two handicapped parking spaces for the VFW Post on South 8th Street, seconded by 52 Mr. Brown and on unanimous voice vote the motion was carried. 53 54 Stop Sign at Reeveston and Henley Roads 55 56 Mr. Harry Vic Carter of 2921 Reeveston Road requested the Board to investigate the stop signs at the 57 intersection of Reeveston and Henley Roads. Mr. Carter felt the stops were being ignored due to the visibility of 58 the stop signs and there being no warning about approaching a stop sign. 59 60 Captain Williams informed the Board the signs were put up a long time ago because of school children, but he felt 61 the school was busing the children across Henley. Captain Williams requested the Board to allow him to 62 investigate the intersection and see if the stops on Henley Road were really necessary. 63 64 Mr. Brown moved to refer the request on the stop signs at the intersection of Reeveston and Henley Roads to 65 the Traffic Division for study and recommendation with a report due to the Board in three weeks, seconded by Board of Works Minutes Cont'd March 24, 1988 Page 3 1 Mr.Willis and on unanimous voice vote the motion was carried. 2 3 Jaycees Grand Prix 4 5 Mr. Steven Petry brought a request to the Board for permission to use the City streets for the Rose City Grand 6 Prix Go-Kart Race. 7 8 The Board informed Mr. Petry they had already approved this request and the only requirement was the filing of 9 Proof of Insurance thirty days prior to the event. 10 11 DEPARTMENT REQUESTS AND COMMENTS 12 13 PLANNING.PERMITS AND INSPECTIONS 14 15 Status Report Requested on Unsafe Structure at 326 North 10th 16 17 Mr. Barden requested a status report be given on April 21, 1988 on the unsafe structure at 326 North 10th Street 18 since the property had been sold to the Urban Enterprise Association. 19 20 Monthly Reports-Building Division 21 22 The January Monthly Report showed a total number of 87 permits being issued at a total estimated cost of 23 418,031.00. The February Monthly Report showed a total number of 123 permits being issued at a total 24 estimated cost of 505,388.00 25 26 Mr. Brown moved to accept and file the January and February Monthly Reports,seconded by Mr.Barden and on 27 unanimous voice vote the motion was carried. 28 29 Monthly Report-Weights&Measures Division 30 31 The Monthly Report of the Weights and Measure Division showed a total of 282 inspections with 297 corrections 32 being made and 3 being condemned. 33 34 Mr. Brown moved to accept and file the Monthly Report of the Weights and Measures Division,seconded by Mr. 35 Willis and on unanimous voice vote the motion was carried. 36 37 Time Expired on Unsafe Order at 134 South 7th Street 38 39 Mr. Bronston reported to the Board that a permit was issued on March 11, 1988 for demolition of this unsafe 40 accessory building. He said the wrecking has started,but that it is not completed and there is debris all over the 41 place including the alley. Mr. Bronston said he given the owner until March 28, 1988 to clean up the debris or the 42 City will remove the debris and charge the owner. 43 44 Mr. Brown moved to authorize the Planning Department to have the debris at 134 South 7th removed and the 45 owner charged with the costs if it is not removed by 4:00 PM on March 28, 1988,seconded by Mr. Barden and on 46 unanimous voice vote the motion was carried. 47 48 Time Expires on Unsafe Order at 816 North H Street 49 50 Mr. Bronston informed the Board a contractor has been hired to install the furnace at this property and he will 51 rescind the order upon installation of the furnace. 52 53 PURCHASING DEPARTMENT 54 55 Award Bid for Golf Carts for Park Department 56 57 Ms. Stout recommended to the Board that the bid be awarded to the sole bidder, Professional Golfcar 58 Corporation for ten golf carts at 2,750.00 each. She said this was also the recommendation of the Park 59 Superintendent. 60 61 Mr. Brown moved to award the bid for ten golf carts at 2,750.00 each to Professional Golfcar Corporation as the 62 best and only bid,seconded by Mr. Barden and on unanimous voice vote the motion was carried. 63 64 Award Contract for Administration of Grant for Sheridan Street Extension 65 IO Board of Works Minutes Cont'd March 24, 1988 Page 4 1 Ms. Stout recommended to the Board the contract for administration of the infrastructure grant through the 2 Indiana Department of Commerce for Ludowici for the extension of Sheridan Street be awarded to Freeman 3 Planning and Design. She stated that this had been properly quoted and is being awarded according to 4 Department of Commerce regulations. 5 6 Mr. Brown moved to approve and execute the Contract with Freeman Planning and Design for administration of 7 an IDIP Grant in the amount of 200,000.00 for the extension of Sheridan Street enabling Ludowici Stoneware to 8 locate in Richmond,seconded by Mr. Barden and on unanimous voice vote the motion was carried. 9 10 LAW OFFICE 11 12 Release and Satisfaction of Mortgage-Recie Link.Mary Lou Link and Wilmette Howard 13 14 Mr. Barden explained this was an old Redevelopment loan that had been paid off in 1980 and had not been 15 released. He said it is needed to clean up the abstract on the property. 16 17 Mr. Brown moved to approve and execute a Release and Satisfaction of Mortgage on property described as"The 18 west half of Lots Numbered 639 and 630 in Beallview Addition to the City of Richmond for Recie Link, Mary Lou 19 Link and Wilmetta Howard,seconded by Mr. Barden and on unanimous voice vote the motion was carried. 20 21 ADJOURNMENT 22 23 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 24 25 26 27 28 29 Kenneth E.
