1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session March 10, 1988
111 2 at the hour of 9:00 A.M.in the Municipal Building in said City. Mr. Barden presided with Mr. Brown and Mr.Willis
3 in attendance. Absent:None. The following business was had to-wit:

5 RECEIVE PROPOSALS FOR CONSULTANTS FOR PERFORMING ARTS/CONFERENCE CENTER FEASIBILITY

7 Ms. Stout requested the Board to reset the date to receive proposals for the study of a Performing Arts/
8 Conference Center to March 31, 1988 due to a discrepancy in the date advertised and the date in the
9 specifications. She added that one proposal had been received and it will be held and opened at the appropriate
10 time.

12 Mr. Brown moved to set the date to receive proposals for the feasibility of a Performing Arts/Conference Center
13 to March 31, 1988 at 9:00 AM,seconded by Mr. Barden and on unanimous voice vote the motion was carried.

15 APPROVAL OF MINUTES OF MARCH 3.1988

17 Mr. Brown moved to approve the minutes of the previous meeting as prepared,seconded by Mr. Barden and
18 on unanimous voice vote the motion was carried.

20 APPROVAL OF CLAIMS FOR PAYMENT

22 Mr. Brown moved to approve claims in the amount of 554,391.84 for payment, seconded by Mr. Barden and on
23 unanimous voice vote the motion was carried.

27 Appeal of Residential Handicapped Parking at 2215 North E Street-Palmer Waiter

29 This request had been tabled by the Board in order that Mr.Walter be given an opportunity to give up the use of
30 his garage in order that a residential handicapped parking space be designated at his residence.

32 Captain Williams stated that he had visited the location and Mr. Walter had placed a bar across the door to the
33 garage in order that it be used only for storage.

35 Mr. Willis commented that Mr. Walter had then limited his own ability to park and in light of the removal of
36 available off street parking moved to approve a residential handicapped parking space at 2215 North E Street,
37 seconded by Mr. Brown and on unanimous voice vote the motion was carried.

39 Renewal of Residential Handicapped Parking Space at 127 South 10th Street-Bill Stigleman

41 Captain Williams informed the Board that he had not investigated the situation this year, but had in prior years
42 and it did meet the guidelines.

44 Mr. Brown moved to approve the renewal of a residential handicapped parking space at 127 South 10th Street,
45 seconded by Mr.Willis and on unanimous voice vote the motion was carried.

49 Rescind Order on Reserved Parking on South 4th Street for Sheriff and EOC Operators

51 Sheriff Dennis Andrews spoke to the Board regarding the reserved parking spaces on South 4th Street for
52 Sheriff's Department employees and 9-1-1 Operators. He said the County Commissioners have expressed
53 concern over limited parking for persons doing Court House business and there have been other public
54 complaints. Sheriff Andrews said the Commissioners will reserve spaces in the lot to the south of the
55 Administration building and they will no longer need the reserved spaces on South 4th Street.

57 Mr. Barden said the item had been scheduled for a later meeting of the Board, but if Sheriff Andrews and Chief
58 Nimitz wanted to address the issue the Board could make determination today. Mr. Barden also expressed his
59 concern over ample parking due to a jury trial coming up next week.

61 Chief Nimitz informed the Board they would request the Street Department to remove the signs yet this week and
62 they might as well handle the problem now.

64 Mr. Barden, stepping down from the President's position, moved to rescind the earlier order of the Board to
65 reserve eight spaces on South 4th Street and they be reverted to public parking,seconded by Mr.Willis and on

7 February Monthly Report

9 The February Monthly Report showed a total of 65 runs at a fire loss of 86,710.00, with the major loss being a
10 residential fire on Hawkins Road.

12 Mr. Brown asked about the Year to Date figure on inspections being 133 violations found and 217 corrected.
13 Chief Trotter said he believed some of the corrections were carryovers.

15 Mr. Brown moved to accept and file the February Monthly Report of the Fire Department,seconded by Mr.Brown
16 and on unanimous voice vote the motion was carried.

18 PLANNING.PERMITS AND INSPECTION

20 Monthly Report-Weights&Measures Division

22 The Monthly Report of the Weights and Measure Division showed a total of 379 inspections with 307 corrections
23 being made and 72 being condemned.

25 Mr. Brown moved to accept and file the Monthly Report of the Weights and Measures Division,seconded by Mr.
26 Willis and on unanimous voice vote the motion was carried.

28 Authorization for Inspectors to Issue Litter Citations

30 Mr. Bronston requested the Board to authorize three inspectors to issue litter citations. The inspectors are Phil
31 Craft,Phil Wages and Dana Lewis.

33 Mr. Brown moved to authorize Phil Craft, Phil Wages and Dana Lewis to issue litter citations subject to the Clerk
34 administering the proper oath,seconded by Mr.Willis and on unanimous voice vote the motion was carried.

38 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned.
