HomeMy Public PortalAbout02-25-1988 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 25, 1988 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session February 25, 2 1988 at the hour of 9:00 A.M.in the Municipal Building in said City. Mr. Barden presided with Mr. Brown and Mr. 3 Willis in attendance. Absent: None. The following business was had to-wit: 4 5 6 RECEIVE BIDS: 7 8 CONSULTING AND TECHNICAL SERVICES FOR CITY 9 10 Mr. Barden opened the bidding for Consulting and Technical Services for the City. 11 12 Mr. Barden examined the proof of publication for the bid advertisement and found it to be in order. 13 Having received all bids, Mr.Willis moved to close the bidding,seconded by Mr. Brown and on unanimous voice 14 vote the motion was carried. 15 16 Purchasing Director Rita Stout opened the following bids: 17 18 1. Freeman Planning and Design, Inc., Richmond, Indiana 19 20 Flat fee proposal was listed at$43,240. 21 Discount for being a local firm$ 5,740. 22 Total bid price $37,500. 23 24 25 2. Bonar and Accociates Inc.,Ft.Wayne, Indiana 26 27 Flat fee of $10,000 with exceptions listed. 28 Exception; additional $ 3,000. for each grant written (which the City may recoup from administrative 29 allowance in grant.) 30 31 Mr. Brown made a motion to refer the bids to Economic Development, Planning, permits and Inspection and the 32 Mayor for evaluation and recommendation,seconded by Mr.Willis and on a unanimous voice vote the motion was 33 carried. 34 35 36 CONCESSIONAIRE FOR PARK DEPARTMENT 37 38 Mr. Barden opened the bidding for Concessionaire for Park Department. 39 40 Mr. Barden examined the proof of publication and found it to be in order. 41 42 Having received all bids, Mr.Willis moved to close the bidding,seconded by Mr. Brown and on unanimous voice 43 vote the motion was carried. 44 45 Purchasing Director Rita Stout opened the following bids: 46 47 1. From Richmond High School for McBride Stadium 48 Flat fee per year for two(2)years of$1,500. 49 50 2. From Richmond Evening Optomist Club for McBride Stadium. 51 Flat fee of$1,500 for 1 year or$1,500 per year for 2 years. 52 53 3. From Schunck of Milton, Indiana for the following: 54 55 Clearcreek Pool- $2,125 for 1 year or$2,125 per year for 2 years. 56 McBride Stadium-$1,200 for 1 year of$1,200 pr year for 2 years. 57 Glem Miller Park-$1,600 for 1 year or$1,600 per year for 2 years. 58 Special Events at Glen Miller- 15%of gross revenue per event 59 Moon Walk at Glen Miller-10%of Gross revenue 60 61 Mr. Brown made a motion to refer the bids to the Park Superintendant Dean Bostrom and Rita Stout for 62 recommendation, seconded by Mr.Willis and on unanimous voice vote the motion was carried. 63 64 APPROVAL OF MINUTES OF FEBRUARY 18, 1988 65 Mr. Willis moved to approve the minutes of the previous meeting as prepared, seconded by Mr. Brown and on unanimous voice vote the mtoion was carried. Board of Works Minutes Cont'd February 25, 1987 Page 2 1 2 APPROVAL OF CLAIMS FOR PAYMENT 3 - 4 Mr. Brown moved to approve claims for payment in the amount of 517,454.09, seconded by Mr.Willis and on 5 unanimous voice vote the motion was carried. 6 7 8 TABLED ITEMS 9 10 Residential Handicapped Parking-2215 North E Street(appeal of denial) 11 12 Mr. Homer E. Walter addressed the board stating his reason for wanting the handicapped space in front of his 13 home is that his garage is used for a workshop and storage. He also allows his brother to park a car in his garage 14 for winter storage. It is also very difficult to open the garage door and when there is snow on the ground it is 15 almost impossible to get the car in the garage. 16 17 Cpt.Williams had told Mr.Walter that he would have to board up the garage doors so that a vehicle could not get 18 into it before he could be granted an on street handicapped parking space. Mr.Walter ask the board to condiser 19 not making this a stipulation. 20 21 Mr. Willis stated to Mr.Walter that the function of the garage would have to be changed in order to comply with 22 the guidelines for residential handicapped parking. Mr.Willis stated that a board nailed across the entrance to the 23 garage would be sufficient to declare the garage not usable for parking. Mr.Walter stated that he will be willing to 24 do this. 25 26 Mr. Brown made a motion to table the rquest until March 10, 1988 when the board will have a response as to the 27 -change in the structure for non use to vehicle parking, seconded by Mr. Willis and unanimous voice vote the 28 motion was passed. 29 30 31 DEPARTMENT REQUESTS AND COMMENTS 32 33 Plann ing.Permits and Inspection 34 35 Curb cut request-3015 South B Street 36 37 Mr. Barden stated that he has talked to Cpt.Williams concerning this curb cut and that he has no objections. 38 39 Mr. Willis made a motion to approve the request, seconded by Mr. Brown and on a unanimous voice vote the 40 motion was passed. 41 42 43 Fire Department 44 45 Hiring of Probationary Firefighter-Dennis Risk - 46 47 Fire Chief Trotter presented Dennis Risk to the board and requested his approval as a probationary firefighter with 48 the effective hire date to be March 7, 1988. 49 50 Mr. Brown made a motion to approve Mr. Risk as a probationary firefighter effective March 7, 1988,seconded by 51 Mr.Willis and on a unanimous voice vote the motion was passed. 52 53 Mr.Risk repeated the Oath given by the Deputy Clerk. 54 55 Mr. Brown, Mr.Willis and Mr.Barden welcomed Mr.Risk to the Fire Department. - 56 57 58 Purchasing - 59 60 Rita Stout requested that the board set the date of March 17, 1988 to accept bids for golf carts for Glen Miller Golf 61 Course. 62 63 Mr. Brown made a motion to accept bids for golf carts on March 17, 1988, seconded by Mr. Willis and on a 64 unanimous voice vote the motion was passed. 65 Board of Works Minutes Cont'd Feb. 25,_ 1988 Page 3 1 2 MISCELLANEOUS BUSINESS 3 4 Mr.Barden reminded the press that a 3 way stop is now posted at the corner of 5th and Main Streets. 5 6 ADJOURNMENT 7 8 9 10 11 12 13 14 Kenneth Barden, President 15 16 17 18 ATTEST:__ 19 Mary Merchanthouse,City Clerk 20 21 22 23 24 25 26 27 28 , 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65
