JANUARY 28, 1988 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session January 28, 198E 2 at the hour of 9:00 A.M. in the Municipal Building in said City. Mr. Barden presided with Mr. Brown and Mr.Willis 3 in attendance. Absent: None. The following business was had to-wit: 4 5 RECEIVE BIDS FOR BULK PURCHASE OF GASOLINE AND FUEL OIL FOR 1988 6 7 Mr. Barden opened the bidding for bulk purchases of gasoline and fuel oil for 1988. 8 9 Mr. Barden inquired if the bidding had been duly published and having examined the Proof of Publication and 10 finding it in order, Mr. Brown moved to accept and file the Proof of Publication, seconded by Mr. Willis and on 11 unanimous voice vote the motion was carried. 12 13 Having received all bids, Mr. Willis moved to close the bidding, seconded by Mr. Brown and on unanimous voice 14 vote the motion was carried. 15 16 Purchasing Director Rita Stout opened the following bids: 17 18 19 1. Onyx Petroleum, Inc.of Dawsonville,Georgia. The bid was on the proper form,signed and notarized. 20 No bid bond accompanied the bid. All bid prices are based on transport delivery. 21 22 Regular Gasoline to Street Dept.-.4799 23 Unleaded Gasoline- .4699 24 No. 1 Diesel-.5708 25 No.2 Diesel-.5008 26 Regular Gasoline to Sanitary District-.4799 27 28 2. Farm Bureau. The bid was on the proper form, signed, notarized and accompanied by a bid bond. 29 The following was bid: 30 31 Regular Gasoline Transport-.484, Tankwagon-.524 32 Unleaded Gasoline Transport-.469,Tankwagon-.506 33 Diesel Transport-.549,Tankwagon-.589 34 No. 1 Heating Oil Transport-.579,Tankwagon-.619 35 No.2 Heating Oil Transport-.560,Tankwagon-.546 36 37 3. Warfield Oil Company. The bid was on the proper form, signed, notarized and accompanied by a bid 38 bond. New Paris Oil Company. The bid was on the proper form, signed, notarized and accompanied by a 47 bid bond. The following was bid: 48 49 Regular Gasoline Transport-.501,Tankwagon-.555 50 Unleaded Gasoline Transport-.491,Tankwagon-.545 51 Diesel Transport-.555,Tankwagon-.628 52 No. 1 Heating Oil Transport-.555,Tankwagon- .628 53 No.2 Heating Oil Transport-.505,Tankwagon-.574 54 55 Having opened all bids received, Mr. Brown moved to refer the bids to the Purchasing Director for evaluation and 56 recommendation,seconded by Mr.Willis and on unanimous voice vote the motion was carried. 57 58 APPROVAL OF MINUTES OF JANUARY 21, 1988 59 60 Mr.Willis moved to approve the minutes of the previous meeting as prepared,seconded by Mr. Brown and 61 on unanimous voice vote the motion was carried. 62 63 APPROVAL OF CLAIMS FOR PAYMENT 64 65 Mr. Brown moved to approve claims in the amount of 520,271.58 for payment,seconded by Mr.Willis and on Board of Works Minutes Cont'd January 28, 1988 Page 2 1 unanimous voice vote the motion was carried. 2 3 PUBLIC REQUESTS AND COMMENTS 4 5 Pedestrian Crosswalk on North 5th Street 6 7 Mr. Barden informed the Board that the Information and Referral Services had been receiving complaints on the 8 pedestrian crossings on North 5th Street particularly at 5th and Main. He said he would like to refer the inquiry to 9 the Traffic Department for a report back in two weeks. 10 11 Mr.Willis said the Board should give consideration to a three way stop and Captain Williams agreed that would be 12 a way to break the traffic for pedestrian crossing. 13 14 Mr. Willis said the intersection was very complicated with the turning movement involved and he felt the Police 15 Department had resisted stopping traffic there in the past, but he was not certain he agreed with that. 16 17 Captain Williams said the in the past it had been too costly to install a light. He said there has also been discussion 18 about closing Main Street from 3rd to 5th and routing the traffic around the area, which he through would be a 19 super traffic pattern. 20 21 Mr.Willis said Captain Williams should get with the County Commissioners,since he felt they would resist blocking 22 4th Street from Main. 23 24 Mr. Barden requested Captain Williams to investigate the three way stop and report back to the Board in two 25 weeks. 26 27 Mr. Willis suggested they also investigate lining up the driveway from the City Building with the Service Drive 28 across 5th Street. 29 30 Ground Lease with Purina Mills. Inc. 31 32 Mr. Barden acknowledged the executed Ground Lease with Purina Mills, Inc. for parking area and added the 33 Board had approved the lease for signature at a prior meeting and would be executing the document today. 34 35 DEPARTMENT REQUESTS AND COMMENTS 36 37 Sanitary District Holiday Pick Up 38 39 Mr. Willis announced the Sanitary District would be picking up the trash scheduled for February 15, 1988 on 40 February 16, 1988 due to a City holiday. 41 42 ADJOURNMENT 43 44 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 45 46 47 48 49 50 51 Kenneth E.
