HomeMy Public PortalAbout12-17-1987 02 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,DECEMBER 17,1987 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session December 17, 2 1987 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Silberstein presided with Mr.Willis in 3 attendance. Absent: Mr. Brown. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF DECEMBER 10.1987 6 7 Mr.Willis moved to approve the minutes of the previous meeting as prepared,seconded by Ms.Silberstein and 8 on unanimous voice vote the motion was carried. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Mr. Willis moved to approve claims for payment in the amount of 428,548.23, seconded by Ms. Silberstein and 13 on unanimous voice vote the motion was carried. 14 15 TABLED ITEMS 16 17 Handicapped Parking at Richmond Senior High School 18 19 Traffic Captain Ron Williams reported to the Board that he had spoken with Mr.John Martin who is in charge of 20 building and grounds. They had decided on three additional spaces to be placed north of the tennis courts and 21 west of the cul-de-sac giving six handicapped parking spaces in the immediate area. Captain Williams said the 22 school would also be making up two portable signs for handicapped parking to be placed in the faculty parking 23 area to be used on a temporary basis for special activities at the High School. Captain Williams said this would 24 give 6 permanent spaces the two temporary spaces in the area. 25 26 Captain Williams also reported that the three previously existing spaces are now properly marked and the other 27 three signs can be put up this week. 28 29 Mr. Willis moved to approve the six on street handicapped parking spaces for the Richmond Senior High School 30 as outlined by Captain Williams, seconded by Ms. Silberstein and on unanimous voice vote the motion was 31 carried. 32 33 Ms. Silberstein asked if the schools realized their duty to provide handicapped parking spaces available and 34 Captain Williams stated they did and they will be purchasing the signs and making additional permanent parking 35 available in their private lots. 36 37 Ms.Silberstein stated that the City will be able to enforce the private parking also. 38 39 PUBLIC REQUESTS AND COMMENTS 40 41 Request for Police Escort for a Moving Live Nativity Scene-Steve Abernathy 42 43 Mr. Steve Abernathy, 306 Plum Street, Centerville, Indiana, Associate Minister of the Centerville Christian 44 Church, requested the Board for a police escort for a live Nativity Scene to be transported on a trailer and to be 45 taken to several nursing homes in the Richmond area. 46 47 Mr.Abernathy said they will need to move slowly and will be transporting the Nativity Scene on an eight foot wide 48 twenty foot long trailer. He informed the Board the trailer has no lights, but the Nativity Scene will have lights. 49 50 Ms. Silberstein asked about state requirements to make slow moving vehicles and Captain Williams said they 51 could arrange to put a slow moving vehicle sign on the rear of the trailer. Captain Williams also told the Board 52 that one of the officers had volunteered his time for the escort. 53 54 Mr. Abernathy told the Board they would be taking the Nativity Scene to the Heritage Nursing Home, Heritage 55 Regency, Oak Ridge and Golden Rule and would request the Police Department to help them plan a route. The 56 event is scheduled for December 22, 1987 beginning at 6:30 PM. 57 58 Ms. Silberstein explained the Board is in a position to advice, but cannot be in a sponsorship role. She also 59 stated they have no powers to allow them to use State Highways, but can authorize the police escort. 60 61 Mr.Willis moved to authorize the Police Department to provide an escort for a moving live Nativity Scene to be 62 routed through the City on December 22, 1987, seconded by Ms. Silberstein and on unanimous voice vote the 63 motion was carried. 64 • 65 DEPARTMENT REQUESTS AND COMMENTS Board of Works Minutes Cont'd December 17, 1987 Page 2 1 Planning.Permits and Inspection 2 3 Status Report on Unsafe Properties at 1111 and 1107 Sheridan Street 4 5 Mr. Bronston reported to the Board that the property at 1107 Sheridan Street belonging to Mervin Sheets was the 6 subject of an Order issued on August 20, 1987. Mr. Bronston said the outbuilding had been removed, but the 7 rear of the structure was not removed and no bond had been posted nor permits issued for the repairs to be 8 completed within six months of the Order. He said he had not heard anything further from the owner,since the 9 hearing and the time had elapsed for the rear portion to be removed. 10 11 Ms. Silberstein asked if the rear portion of the structure was in danger of collapse and Mr. Bronston indicated it 12 was. 13 14 Ms. Silberstein suggested that quotes be taken for removal of that portion of the structure. 15 16 Mr. Willis moved to authorize quote be received for the removal of the rear portion of 1107 Sheridan Street, 17 seconded by Ms.Silberstein and on unanimous voice vote the motion was carried. 18 19 Mr. Bronston reported to the Board that the unsafe structure and outbuilding at 1111 Sheridan Street had been 20 removed on a quote from the Planning Department. 21 22 Electrical and Heatina Contractor License Available 23 24 Mr. Bronston informed the Board and the media that license for 1988 were now available for Electrical and 25 Heating Contractors. The license can be obtained for a 50.00 fee along with a 5,000.bond being on file. 26 27 Police Department-Traffic Division 28 29 Request for Postal Drop Boxes on First Block of South 6th St. 30 31 Captain Williams informed the Board that Mr. Jack Gauker, Postmaster, has requested to locate a set of drop 32 boxes in the first block of South 6th Street. Captain Williams said after evaluation of the area, he recommended 33 that two isolated parking spaces on the west side of South 6th just north of A Street be relinquished for this 34 purpose. 35 36 Ms. Silberstein asked about this being on the wrong side of the street for a driver to deposit mail into the boxes 37 and Captain Williams said it would be on the wrong side for a driver to deposit mail from the vehicle, but that 38 Wayne Bank was one of the businesses making the request for the location to the Post Office. 39 40 Captain Williams suggested if there were other questions,the Board could table the request and he would have 41 Mr.Gauker attend a meeting. 42 43 Ms. Silberstein stated if the Board is to consider giving away two parking spaces, they need to consider the 44 traffic factors. 45 - 46 Mr.Willis suggested they could designate the area five minute parking to allow persons to deposit mail. 47 48 Ms. Silberstein agreed with a limited time parking and that it would be cleaner if the boxes placed there were 49 regular deposit boxes and not ones for drive up. 50 51 Captain Williams stated he would have no problem with handling the request in that manner and they could use 52 the fifteen minute signs already available. 53 54 Mr. Willis moved to designated the two on street parking spaces located on the west side of the first block of 55 South 6th Street directly north of South A Street as fifteen minute parking and to make all necessary 56 preparations, seconded by Ms.Silberstein and on unanimous voice vote the motion was carried. 57 58 Ms. Silberstein requested Captain Williams to convey the request of the Board that the drop boxes not be drive 59 through, but be regular mail drop boxes to encourage the parking and get out to deposit the mail. 60 61 Mayor's Office 62 63 1988 Holiday Schedule 64 65 Mayor Waltermann presented the Board the following schedule of Holidays for 1988: Board of Works Minutes Cont'd December 17, 1987 Page 3 • 1 Friday,January 1, 1988-New Year's Day 2 Monday,January 18, 1988-Martin Luther King Day 3 Monday, February 15, 1988-President's Day 4 Friday,April 1, 1988-Good Friday 5 Monday, May 30, 1988-Memorial Day 6 Monday,July 4, 1988- Independence Day 7 Monday,September 5, 1988-Labor Day 8 Thursday, November 24, 1988-Thanksgiving Day 9 Friday, November 25, 1988-Day after Thanksgiving 10 Monday, December 26, 1988-Christmas Holiday 11 12 Ms. Silberstein stated the Mayor's memo noted that the Personnel Policy prescribed ten holidays annually and 13 these dates in general coincide with the Richmond Community School's holiday and vacation calendar. 14 15 Mr. Willis moved to approve the ten holidays for 1988 as requested by Mayor Waltermann, seconded by Mr. 16 Silberstein and on unanimous voice vote the motion was carried. 17 18 ADJOURNMENT 19 20 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 21 22 23 24 Susan Silberstein, President 25 26 27 28 ATTEST: II 29 Mary Merchanthouse,City Clerk 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 _ 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65
