HomeMy Public PortalAbout11-19-1987 • BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA, NOVEMBER 19,1987 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session November 19, 2 1987 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Silberstein presided with Mr.Willis in 3 attendance. Absent: Mr.Brown. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF NOVEMBER 12,1987 6 7 Ms. Silberstein requested Page 1 line 46-the word "may" be corrected to"map". 8 9 Mr.Willis moved to approve the minutes of the previous meeting as corrected, seconded by Ms. Silberstein and 10 on unanimous voice vote the motion was carried. 11 12 APPROVAL OF CLAIMS FOR PAYMENT 13 14 Mr.Willis moved to approve claims for payment in the amount of 475,441.36, seconded by Ms. Silberstein and 15 on unanimous voice vote the motion was carried. 16 17 PUBLIC REQUESTS AND COMMENTS 18 19 Dumping on Harold Williamson Property-NW L and Indiana Avenue 20 21 It was explained to the Board that Mayor Waltermann had received a complaint from Mr. Harold Williamson 22 regarding continued dumping on his property between NW L Street and Indiana Avenue. 23 24 Mr. Willis commented on there being some questions about an easement and also not being certain who is 25 dumping. Mr.Willis stated that the City has posted signs regarding no dumping and the City is not currently able 26 to fund the improvements to the easement. 27 28 Ms.Silberstein stated the Board would take no action until further information is available. 29 30 Arrival of Santa Claus-Downtown Merchants 31 32 The Board received a request from the Downtown Merchants for a police escort for the arrival of Santa Claus on 33 November 27, 1987 at 6:00 PM from the INA parking lot south on 8th Street to the Promenade. 34 35 Captain Williams stated there was no problem and the Police would be there to assist. 36 37 Mr.Willis moved to authorize a Police escort for the arrival of Santa Claus on November 27, 1987,seconded by 38 Ms.Silberstein and on unanimous voice vote the motion was carried. 39 40 Residential Handicapped Parking Space-443 South 7th Street 41 42 The Board received the request of Betty Hole for a residential handicapped parking space at 443 South 7th 43 Street. Ms.Hole has Permit No.4550 with an expiration date of 8-13-91. 44 - 45 Captain Williams informed the Board the request meets the guidelines. 46 47 Mr.Willis moved to approve a residential handicapped parking space at 443 South 7th Street,seconded by Ms. 48 Silberstein and on unanimous voice vote the motion was carried. 49 50 Pentecostal Churches Demonstration-Pornography Bookstore 51 52 Rev. Sam Ross announced to the Board that the Citizens for Decency in Wayne County and the Pentecosta 53 Churches had originally planned a demonstration march against pornography on December 5, 1987 at Main and 54 South A between 10th and 11th Streets, but they have now cancelled the demonstration and will start the 55 campaign in 1988. 56 57 Mr. Barden stated this involves free speech and right of assembly and as long as they did not disrupt traffic, etc. 58 the Board need not take any action. Mr. Barden asked Rev. Ross to notify the Police Department when any 59 events would be happening out of courtesy. 60 61 Ms.Silberstein added there would be no permit requirements for First Amendments rights and they would simply 62 work with the Police Department and let them know any plans. She said if there were no major blockages,they 63 need not appear before the Board. 64 65 DEPARTMENT REQUESTS AND COMMENTS \1) Board of Works Minutes Cont'd November 19, 1987 Page 2 1 Planning.Permits and Inspections-Weights&Measures&Weed Control 2 3 October-November Monthly Report-Weights&Measures 4 - 5 Dana Lewis submitted a report to the Board showing a total of 140 inspections have been done with six 6 comdenations made. 7 8 Mr. Willis moved to accept and file the report, seconded by Ms. Silberstein and on unanimous voice vote the 9 motion was carried. 10 11 Weed Control Report 12 13 Ms. Lewis submitted the 1987 final report on weed enforcement to the Board. The report showed as of November 14 13, 1987 a total of 400 violators had been contacted with 141 cut orders issued at a cost of 4,679.50. The report 15 also showed the 1986 figures which were 350 violators contacted with 130 cut orders issued at a cost of 16 8,155.00. 17 18 Mr.Willis moved to accept and file the 1987 Final Report for weed enforcement,seconded by Ms.Silberstein and 19 on unanimous voice vote the motion was carried. 20 21 Mayor's Office • 22 23 Request for Sodium Lighting 24 25 Mayor Waltermann forwarded the following request to the Board: - 26 27 In light of recent expansion of manufacturing activity in the areas of North E and North F Streets from 28 12th to 20th, I would like to request the new sodium lighting program be expanded to North 20th Street 29 and a lighting survey be conducted between North E and North F on 12th, 13th and 15th. 30 31 Also, I would like to request that a review of the stop light and poles be made at the intersection of North 32 E and 15th Streets. 33 - 34 Mr. Robert Hankosky, Distribution Engineer at Richmond Power & Light, explained to the Board that there are 35 250 watt mercury lights in that area and if they went with sodium lights it would more than double the light 36 available. He said that sodium runs about.030 more on the month. 37 38 Captain Williams stated he would also speak with Mayor Waltermann about the 15th Street intersection and the 39 stop light to see what he wanted done. 40 41 Mr. Hankosky informed the Board there used to be additional lights in that area that were paid for by the railroad 42 and were removed when the railroad had financial difficulties. 43 44 Ms. Silberstein requested Captain Williams to investigate the stop light and report to the Board and the request 45 for the sodium lights should be forwarded to the RP&L Street Light Committee for action. 46 47 Police Department Traffic Division 48 49 Captain Williams announced that the Police Department would be watching for crosswalk violators in the 50 downtown area, since vehicles are failing to yield to pedestrians. He said they also want to educate on driver 51 courtesy regarding pedestrians. 52 53 Ms. Silberstein asked about the 7th and Promenade intersection and Captain Williams stated that all 54 recommendations on that intersections to assist with pedestrian traffic had been completed. 55 56 BOARD OF WORKS MISCELLANEOUS 57 58 IUE Traffic Signal Update 59 - 60 Mr. Willis reported that the 65,000.00 appropriation had been presented to Council for the signalization of the 61 IUE entrance onto US 27 North. Mr.Willis indicated some problems have come up with the speed being set at 45 62 MPH and since the speed is established at that rate,the State mandates the poles be located farther away from 63 the highway. Mr.Willis said if the speed was 40 MPH the poles for the signal could be located two feet from the 64 curb line,but the higher speed will cause the poles to have to be placed outside City owned right of way. 65 Board of Works Minutes Cont'd November 19, 1987 Page 3 1 Mr. Willis stated that Captain Williams has submitted a report to the State on the speed in the area and 2 requesting it be lowered to 40 MPH which will allow the poles for the signal to be placed on City controlled right of 3 way. 4 5 Mr. Hankosky asked if the City could not obtain the easement to set the poles on and Mr. Willis stated they 6 could, but this would include appraisals,purchases and possible eminent domain proceedings. He said it would 7 go smoother and quicker if we could use our own right of way. 8 9 Ms. Silberstein suggested the City should explore the possibility of obtaining easements without waiting to see 10 what the state does on the request to lower the speed. She asked if the Board should be doing anything at this 11 point. 12 13 Mr. Willis suggested they need all the public support possible to get the speed limit lowered. He also stated that 14 Senator Allen Paul and Representative Dick Bodiker were involved. 15 16 Complaints from Council on Condition of Railroad Tracks 17 18 Mr. Barden stated that Councilmember Elstro has repeatedly complained about the condition of the C&O 19 crossings on L, M, N and 0 Streets and asked the Street Department, Public Works and Traffic to investigate 20 the conditions and make a report that he can forward to the Public Service Commission. 21 22 Nomination and Selection Committee-Police Merit Commission 23 24 Ms. Silberstein gave official notice of the existence of vacancies as of December 1, 1987 on the Police Merit 25 Commission Nomination and Selection Committee, confirming such notice already posted. Two vacancies exist 26 for three year terms expiring December 1, 1990. Officers wishing to seek election shall do so in writing on a 27 Notice of Candidacy form. The election meeting will be held Friday, November 27, 1987 at the main lobby at 28 Police Headquarters from 7:00 AM until Saturday, November 22, 1987 at 7:00 AM. 29 30 Ms. Silberstein recognized that Officers Ronnie L. Crane and Melody G. Truitt have already filed candidacy 31 forms and other officers may do so with the Board prior to 8:30 AM on November 25, 1987. 32 33 Mr. Willis moved that the Board give formal notice of acceptance of candidates to the Police Merit Commission 34 Nomination and Selection Committee and setting the election meeting for November 27, 1987 starting at 7:00 AM 35 to November 28, 1987 at 7:00 AM, seconded by Ms. Silberstein and on unanimous voice vote the motion was 36 carried. 37 38 Mayor Waltermann Comments on Sodium Light Request 39 40 Mayor Waltermann informed the Board that he was asking the signal at the intersection of North 15th and E be 41 looked into since it looks aesthetically bad. He said the additional lights and sodium fixtures are needed in the 42 are due to new businesses and the improvements having been made in the area. Mayor Waltermann stated that 43 this particular area with its improvements are being used as a selling point for the Enterprise Zone and the City 44 should also look at making improvements. 45 46 Ms. Silberstein stated that the Board had referred the request for the sodium fixtures to the Street Light 47 Committee of the RP&L Board of Directors. 48 49 Mayor Waltermann said the City has a responsibility to the people of this area with more people employes in the 50 area and more traffic. 51 52 ADJOURNMENT 53 54 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 55 56 57 58 Susan Silberstein, President 59 60 61 62 ATTEST 63 Mary Merchanthouse,City Clerk 64 65
