NOVEMBER 5,1987 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session November 5, 2 1987 at the hour of 9:00 A.M. in the Municipal Building in said City. Ms. Silberstein presided with Mr. Brown in 3 attendance. Absent:Mr.Willis. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF OCTOBER 29,1987 6 7 Mr.Brown moved to approve the minutes of the previous meeting as prepared, seconded by Ms.Silberstein and 8 on unanimous voice vote the motion was carried. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Mr. Brown moved to approve claims for payment in the amount of 321,542.64,seconded by Ms. Silberstein and 13 on unanimous voice vote the motion was carried. 14 15 TABLED ITEMS 16 17 Restricted Parking on Butler Street 18 19 Mr. Brown explained that Ms. Diane Steele had appeared at the Board the previous week and expressed 20 dissatisfaction with the parking on Butler Street being restricted to one side of the street. He said the item had 21 been tabled in order that Captain Williams and Mr. Willis could investigate the problems and see if they could 22 assist Ms. Steele with parking and report back to the Board. 23 24 Ms. Silberstein clarified that Ms. Steele wanted the Board to reverse their decision on restricting the parking and 25 allow parking on both sides of the street. She stated that she had been through the area and her major concern 26 was emergency vehicles being able to get through the street. 27 28 Mr. Walter Chilicoate of 1120 Butler Street informed the Board that semi trucks are able to pass through the 29 street with parking on both sides and have no problems. 30 31 Ms. Marie Lewis added that parking too close to the intersections causes a problem with turns. 32 33 Ms.Diane Steele informed the Board that she parking her car across the street and it was hit. She said there is a 34 lot more traffic on the street with the temporary closing of Bridge Avenue and the speed of the traffic is greater. 35 36 Ms. Lewis said they have never had problems in the past. 37 38 Captain Williams said the street is 23 ft. in width and a minimum allowance of 6 ft. is needed for a car to pass 39 through. He said that Bridge Avenue should be open early next week. 40 41 Fire Chief Don Trotter said the narrowness of the street does present a problem, but they have managed to get 42 into the area. Chief Trotter said the main problem is having to back out and it is an inconvenience if they need 43 more line. 44 45 Ms. Silberstein said she realized there are many narrow streets in the City and when they are brought to the 46 attention of the Board, the Board then tries to restrict parking to make the street passable for emergency 47 vehicles. 48 49 Ms. Steele also told the Board that it is very inconvenient for visitors to the area and they are being forced to 50 park in front of other peoples houses. 51 52 Ms. Silberstein said she did not feel making the street one way would help the problem and she still believes it is 53 very tough for an emergency vehicle to get in and around the area. 54 55 Ms. Steele said the Police do not enforce the no parking 15 ft.from an intersection and this needs to be marked 56 and enforced to make turning easier. 57 58 Ms.Silberstein asked if Mr.Willis was able to make arrangements to utilize the alley for parking would it help and 59 Ms. Lewis said it was impossible now to park two cars in the alley unless they were parked behind each other. 60 61 Captain Williams said the ideal situation was to widen the street and he would like to discuss this with Mr.Willis. 62 He added there was no quick fix and he had no problems with the Board reversing their decision since in his 63 original studies he did not check to see how many cars there were per residence. 64 65 Mr. Brown asked how long would it be before Captain Williams could complete a study on the area and Captain Board of Works Minutes Cont'd November 5, 1987 Page 2 1 Williams replied that it would be next year before they would be able to have the money to do any widening of the 2 street. 3 4 Ms. Silberstein said it was her gut instinct that the street was too narrow, but if the Police and Fire Departments 5 can live with the situation,she would be willing to go against her instincts. 6 7 Captain Williams said he would live with the situation. 8 9 Chief Trotter said the Fire Department had always managed and the aerial equipment would be the only problem 10 trying to set up in the narrow situation. 11 12 Ms. Steele said she would be willing to move her car in any emergency. 13 14 Mr. Brown said the main concern of the Board was the safety of the residents and Ms. Silberstein added that if 15 safety was not severally impacted the Board would reverse the decision to restrict parking. 16 17 Mr. Brown moved to reverse the previous decision of the Board to restrict parking in the 1100 and 1200 blocks of 18 Butler Street with agreement of the Police and Fire Departments,seconded by Ms. Silberstein and on unanimous 19 voice vote the motion was carried. 20 21 Mr. Brown moved there be a report presented to the Board regarding the situation in three months,seconded by 22 Ms. Silberstein and on unanimous voice vote the motion was carried. 23 24 . PUBLIC REQUESTS AND COMMENTS 25 26 Mr.Howard Earlywine-Pigeon Problem 27 28 Mr. Howard and Mr. Mike Earlywine made a presentation to the Board regarding a new method of pigeon control in 29 for the City. The new method will not kill, but will sterilize the pigeons. It requires a treatment twice a year with 30 who grain corn being used to help spot the target birds and prevent others from consuming the treatment. Mr. 31 Mike Earlywine stated that after the first year of treatment a real reduction would be seen and them a 32 maintenance program could be utilized. 33 34 Ms. Silberstein asked if the application would be made off the ground and Mr. Mike Earlywine said they would 35 roof tops, silos etc. 36 37 Mr. Howard Earlywine explained they would glue the trays to the roofs, etc. to protect from winds and weather 38 and using small amounts so it will not blow away. 39 40 Ms. Rita Stout asked about the number of pigeons in Richmond and Mr. Mike Early wine said there were around 41 1200 pigeons and after the second year of treatment they should be able to reduce that by 80%. 42 43 Ms. Silberstein commented they would need to identify public roosting sites and also private sites posing public 44 danger and then treat these sites. She said the City would not be getting into private problem areas unless they 45 posed a public danger. 46 47 Mr. Mike Earlywine said in the past efforts for pigeon control have never been organized enough to be beneficial 48 and they need to involve the whole City. 49 50 Ms. Silberstein said this is no problem if sites are identified as significant feeding places, but they do not want 51 everyone calling in to report a few pigeons. 52 53 Ms. Stout commented that the City has investigated ways of control in the past, but they involved the killing of 54 the birds. She requested the Board to authorize her to work with the Earlywines and get a proposal back to the 55 Board and maybe include public participation at that time also. 56 57 Ms. Silberstein said the Board will consider what is necessary for public safety. 58 59 Ms. Stout said they would report to the Board on sites, the proposal and the cost. Ms. Stout also asked about 60 control of starlings. 61 62 Councilmember Lynn Morris reminded the Board of the starling problems and that there needs to be a study 63 made of this problem before next spring. 64 65 Ms.Silberstein said the City does need to plan for this with problem areas identified. Board of Works Minutes Cont'd November 5, 1987 Page 3 1 Ms.Stout said they will get started right away since they need to do a treatment in the fall for the pigeons. 1111 2 3 Mr. Brow moved to authorize the Purchasing Director to work on initiating a program for control of pigeons in the 4 City,seconded by Ms. Silberstein and on unanimous voice vote the motion was carried. 5 6 Residential Handicapped Parking-919 South 7th St. 7 8 The request of Zelma Davis of 919 South 7th Street for a handicapped parking space at her home was presented 9 to the Board. Ms. Davis has Permit No.31947. 10 11 Captain Williams informed the Board the request meets the guidelines. 12 13 Mr. Brown moved to approve the request for a handicapped parking space at 919 South 7th Street,seconded by 14 Ms. Silberstein and on unanimous voice vote the motion was carried. 15 16 DEPARTMENT REQUESTS AND COMMENTS 17 18 Fire Department 19 20 October Monthly Report 21 22 The October Monthly Report of the Richmond Fire Department showed a total of 114 runs with total fire losses at 23 233,890.00. 24 25 Mr. Brown moved to accept and file the October Monthly Report of the Richmond Fire Department,seconded by 26 Ms.Silberstein and on unanimous voice vote the motion was carried. 27 28 Law Office 29 30 Amendment to Impound Area Contract 31 32 Mr. Barden explained to the Board that an amendment was needed to the Impound Area Contract due to the 33 successful bidder moving out of the City limits. He said they could amend the contract to reflect they locations 34 is across the street from the City limits. 35 36 Ms. Silberstein indicated as it now stood, there was a technical breech of the contract and they are wanting to 37 waive the technicality for the balance of the contract period. She asked about problems with providing police 38 protection outside of the city limits and Mr. Barden indicated the services could be contracted out much like we 39 do fire services. 40 41 Ms. Rita Stout commented it was a nice location,well maintained and was a far better location than in the past for 42 an impound area. 43 44 Ms. Silberstein asked about voluntary annexation with the contiguous boundaries and Ms. Stout indicated Mr. 45 Hunter does want to be annexed. 46 47 Ms. Silberstein commented this amendment should only be on a temporary basis and not bind the board with any 48 further action on the impound area,this should not be construed as anything but of a temporary nature. 49 - 50 Ms. Stout informed the Board that Mr. Hunter is aware he will need to be in the City limits to participate in any 51 future contracts. 52 53 Mr. Brown moved to approve and execute the Amendment to the Impound Area Contract, seconded by Ms. 54 Silberstein and on unanimous voice vote the motion was carried. 55 56 Mayor's Office 57 58 UAW Labor Rally-November 7,1987 59 60 Mayor Waltermann informed the Board the rally to be held November 7, 1987 by the UAW was in support of 61 federal legislation for run away plants,training displaced workers, etc. He said the legislation would require 60 62 days notice for companies with 100 or more employees. 63 64 Mayor Waltermann said Richmond had been chosen as the site to call attention to the problems of run away 65 plants and the pending legislation and the Board had previously approved the request on the rally. The Mayor Board of Works Minutes Cont'd November 5, 1987 Page 4 1 informed the Board that he was bringing the request back to the Board due to the fact that there will be a lot more 2 participants than originally expected, possibly up to 2000 persons. He said the march will still be from Glen Miller 3 Park to Townsend Center starting at 11:00 AM to 2:00 PM. 4 5 Captain Williams stated they would provide a Police unite behind and in front of the marchers and try to contain 6 them to a portion of the roadway. 7 Ms. Silberstein commented the Board could not deal with any portion of the route that was state highway, but 8 she would prefer any city streets involved be blocked off for the safety of the participants. 9 10 Ms. Silberstein commented she would entertain a motion to temporarily close any City controlled streets to move 11 participants in the UAW rally to be held November 7, 1987 for the duration of the rally. 12 13 Mr. Brown so moved, Ms. Silberstein seconded the motion and it carried on a unanimous voice vote. 14 15 ADJOURNMENT 16 17 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 18 19 20 21 Susan Silberstein, President 22 23 24 25 ATTEST: 26 Mary Merchanthouse,City Clerk 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65
